Building 1770 Repair Work Leader (This is a federal job)
Duties, Accomplishments and Related Skills:
For more than three years I was detailed to an Assistant Building 1770 Repair Work Leader job under Assistant Project Superintend Dean Reghi.
My job involved administering various types’ service contracts involving repair projects and building custodial services.
I help oversees work by contractor personnel, proposed changes, makes recommendation on job scope and sign off on final inspections of work.
I provided technical assistance and advice on building operating systems including but not limited to water, compressed air, electrical, energy management, plumbing, fire safety and security.
I analyzed building system problems and recommended corrective actions, evaluated maintenance procedures and did preventive maintenance.
My primary job was to direct Building and Shops repairs by NavFac Mechanics and Contractors and take over management duties when Dean Reghi was assigned Submarine Repair duties on Guam.
Some of my job also involved fixing locks and repairing doors.
I’m a Bonded Locksmith and Building 1770 has a full service Locksmith Shop with specialize lock cylinder drilling jig, Key and Code Cutting machines.
I also did building tours and was assigned security escort duties for VIP and Contractors. I also did evaluation and set up repair jobs for elevator, plumbing, electrical, ventilation and assisting management with keep the building systems running.
The types of property I managed included special equipment like sail teams hydro testing tank, Building 1770 bridge, pendant and monorail cranes, portable & fixed tooling such as air compressor, electronic test equipment, industrial plant equipment, sheet metal benders, presses, milling machines and scrap material.
I was assigned to monitor contractor repairs on the building 1770 gutters, set up a diesel generator swap out and did solar panel inspection and repairs
I provided technical assistance and advice on building operating systems including compressed air, water, electrical, energy management, plumbing, fire safety, security and key controls as a Security Specialist.
I've inspected facilities and storage sites where sensitive submarine antennas and sub safe material is stored. I have knowledge of storage requirement and understand security transporting and shipping of hazardous material.

Conducts briefings and answering questions on procedures, policies, and directives for 25 or more mechanics, apprentices and military employees assigned to the sail team.
Demonstrate and answer questions on shipyard work procedures and set the required pace to finish assigned work on time and within cost. Daily, I check job statues with my employees and other shops. Also report back to management any unforeseen problems with the material and work requirements. Ensure work crew are busy with assigned duties and that they have the proper tools and a safe working area.
I operated two 5 ton sail team trucks to transport submarine mast, periscopes and antennas to and from the ships at PHNSY and Building 1770 and other shops. And remove equipment and used rigging gear from the truck using bridge and pendant cranes.
I'm proud to say that my team did a twelve minute hazardous work evolution video that shows how to safely load mast, antennas and periscopes on Submarines. This film was shot by the Portsmouth Va. Shipyard Instructional Design Center and has become the primary sail safety and crane training video for all federal shipyards. I was the lead actor in that film and help write the scrip.
Help run a shipyard lean event that improved sail team work flow by stream line work process and reducing excess material. I Enhanced the Shop 38 Sail Team hydraulic hoist storage and repair capacity by helping design a new type of vertical storage rack.
Worked as a Mediation Advisor between Shipyard Engraver and Senior General Forman to assist in crafting an agreement on job duties, equipment, training and equitable treatment of employees.
Improved efficiency on how the Sail Team does submarine mast and antenna sail movements by rewriting about 7% of the current Pearl Harbor Naval Shipyard sail safety instruction. I did this after letting Sail Team management struggle for over six months with trying to get other shops and codes, and changing a poorly written instruction that was not in compliance with the Naval Sea Command parent instruction. I requested the impact and implementation of union negotiations on the problem shipyards' sail safety instruction. I then got a process engineer and management to agree to all of our changes and had it signed off by all the shop and codes. That change resulted in the given back ship force taking on their watch, standing responsible, when we were tasked to do so during all mast movement and testing. These saved us lots of stand-by time, which was generated during sail safety tag-out.
