Education:

I attended Greenbrier East High School in Fairlea, WV. I earned my GED in 1976.

I am 68 years old and have been happily married for 47 years to the former Brenda Kay Hodges of Ronceverte, WV. We have 2 children – Jessica Beard Knight (43) of Charlottesville, VA & John Douglas Beard (36) of Charleston, WV. We also are blessed with 3 grandchildren. I am a Christian man, nondrinker & nonsmoker. I am a member of our church board of trustees and also our church treasurer at Ronceverte First Church of God for 15+ years.

Employment history:

I was employed with the West Virginia Division of Highways on August 1, 1978 and retired on July 31, 2012 with 34 years of service. During my career with WVDOH I was certified thru Bridgemont Community and Technical College as a Transportation Engineering Technician – Senior (TRET-Senior #1003). This is a level IV certification and expired on 6/30/12. I was formerly enrolled in the NICET program, but the WVDOH chose to abandon that program for their own certification program. I have maintained this certification over the past 12 years thru continuing education credits by attending various conferences such as the Contract Administration Seminar held at Pipestem State Park each spring or likewise the annual asphalt paving conference and awards held in Charleston. I am also certified thru the West Virginia Division of Highways as an Aggregate Sampling Inspector valid thru 12/31/14. I have also been certified as a compaction technician and a certified Portland cement concrete inspector previously. I allowed both of these certifications to expire a number of years ago. I have attended numerous conferences and seminars relating to road construction and maintenance over my career. In my work with WVDOH, I was responsible for overseeing the payment of millions of taxpayer dollars on road construction projects throughout the state.

During my years of service with WVDOH I have performed various fields of road construction. I would like to offer for your consideration the following summary:

8/78 thru 9/80 – I worked in the district 9 materials testing laboratory as a lab technician performing mainly aggregate gradation testing, liquid limit, plastic limit, and specific gravity testing, asphalt extractions.

9/80 thru 4/81 – I worked as a project inspector on the Mahan interchange project on the WV Turnpike upgrade in Fayette County. SJ GROVES

4/81 thru 7/83 – I worked as a project inspector on the Pax Interchange project on the WV Turnpike upgrade in Fayette County. VECILLIO & GROGAN

7/83 THRU 11/85 – I worked as a project inspector on the Sandstone Interchange to Green Sulphur Springs Project on I-64 in Summers County. GREEN CONSTRUCTION

11/85 thru 5/86 – I worked as a project supervisor in District 5 during the 1985 flood recovery. I worked on the Hyers Rock temporary bridge at Cabins, WV in Grant County ($750,000) ORDER CONSTRUCTION and then worked on building demolition in Moorefield, WV in Hardy County ($250,000) THE JAMES WHITE COMPANY

5/86 thru 4/88 – I worked in the District 9 resurfacing department as a resurfacing project supervisor overseeing numerous paving projects both state and federally funded.

4/88 thru 12/90 – I volunteered to work as a project inspector for the first Charlestown Bypass project on WV 9 in Jefferson County, WV (23,000,000) VECILLIO & GROGAN

12/90 thru 9/96 – I worked as an equipment parts storekeeper at the district 9 equipment shop. During my time working there, our storeroom was consistently recognized by auditors as the best managed parts storeroom in the entire WVDOH system during the end of year inventory. I also received several personal commendations during my time in the parts storeroom.

9/96 thru 10/98 – I returned to construction and worked as a project inspector on the Muddlety Interchange project north of Summersville, WV on US 19 in Nicholas County. (22,000,000) TRUMBULL CONSTRUCTION

10/98 thru 9/99 – I worked in the district 9 resurfacing department as a project supervisor overseeing numerous resurfacing projects during that time.

9/99 thru 9/06 – I was asked to assume the duties of resurfacing office manager following the retirement of Lonnie Withrow. I agreed and performed these duties managing office records for 20 – 40 projects in any given construction season until 2006.

9/06 – 10/08 – I volunteered to work as the project office manager on the Old Fields Corridor H project on US 48 in Hardy County, near Moorefield, WV (50,000,000) JF ALLEN (while assigned to this project, we were recognized by Lead Auditory Clarence Hughart as having done an exceptional job in record keeping on this 50 million dollar project during a routine internal audit by WVDOH central office)

10/08 thru 1/10 – I worked as the project office manager on the Romney Bridge replacement project on US 50 west of Romney, WV in Hampshire County. (18,000,000) ORDERS CONSTRUCTION Our project engineer also was in charge of the Bloomery Bridge replacement project on WV 127 near Slainsville, WV in Hampshire County (8,000,000) ORDERS CONSTRUCTION Our office also handled all inspection and records for this project and therefore I was office manager on this program at the same time. Our project engineer was also in charge of a rather difficult paving project in Downtown Romney at the same time involving pipe installation with numerous known utilities which were encountered. I also handled the office for this project simultaneously.

1/10 thru 2/11 – I worked as the project office manager on the Maysville Corridor H project on US 48 in Grant County between Maysville and Scherr (35,000,000) VECELLIO & GROGAN

2/11 to 7/31/12 – I returned to Lewisburg and resumed my former duties as district 9 resurfacing office manager.

I retired from The WV Division of Highways on July 31, 2012

Following my employment with The WV Division of Highways, I was employed as a night auditor in the accounts receivable department at The Greenbrier Resort in White Sulphur Springs, WV from July 5, 2011 until August 31, 2014. I maintained both full time jobs for the last year of my WVDOH career. My final salary at The Greenbrier was $13.55 per hour. My supervisor was Cathy Shafer. I worked two jobs (WVDOH and The Greenbrier) during a period from 7/5/2011 until I retired from WVDOH on 8/31/2012. My reason for leaving The Greenbrier was for a higher paying offer I received from Wallace & Wallace Inc..

I was employed by Wallace & Wallace Funeral Home in Lewisburg, WV as a Funeral Director’s assistant. I was employed there from September 2, 2014 until June 29, 2024. My rate of was $24.00 per hour. My reason for leaving was that I was furloughed from my job because of severe osteoarthritis in my left hip, which prevented me from performing the job for which I was originally hired.

Some of my attributes I feel are the ability to adapt to change. I have good organizational skills. I feel that with minimal training, I can work independently rather quickly. I can work with just about any personality. Accuracy is very important to me and is a source of pride I require of myself. I am well spoken and polite. This will prove invaluable in communicating with others when called upon to do so.
