Serves as a Program Analyst for the USDA Office of Property and Environmental Management (OPEM). Managing various administrative and analytical duties in the development, presentation, and execution of OPEMs fleet charge card program. Received three monetary awards for outstanding achievement in the operation of the Fleet Charge Card Administration and the rebuilding of the Fleet Charge Card Program (FCCP) that had no oversight in more than seven years. Formulates Departmental guidance in accordance with Federal Regulations and the OMB Circular A123: A Risk Management Framework for Government Charge Card Program, forecasting potential problems, identifying potential risk, and developing corrective action and/or preventive actions for the 17 subagencies. ·Utilizes data mining to analyze large data sets to identify patterns and extract useful information for credibility and validity

·Conducts internal reviews of the Wright Express (WEX) and Citi charge card transactions monthly

·Successfully developed and launched the USDA Fleet Charge Card Training on May 3, 2024, and trained more than 52,0000 Federal employees in a span of five months.

·Effectively uses trend charting to visualize data shifts over time with the FCCP AgLearn Training Program. Daily trend charts created a compelling data story on the training program’s success.

·Creates guidance to help Sub Agency’s maintain good internal controls to mitigate chances of waste, fraud and abuse.

·Effectively used Excel Spreadsheets to capture raw data from fleet charge card purchases training requests and identify trends to support dashboard reporting.

·Conducted a fleet charge card compliance assessment of 87 areas according to OMB Circular A 123, discovered that OPEM only met 9% while not meeting 91%. Presented a plan to reduce deficiencies through a priority list.

·Successfully revised and updated the 2009 USDA Fleet Charge Card Directive 5400-006 with collaborative support of OBPA and sub-agencies withing three months.

·Developed and implemented the AGPMR Advisory No. 24-01 that provided interim guidance for revision of DR 5400-006 concerning USDA Fleet Cards.

·Overcame nonexistent tracking and reporting challenges by implementing the use of data analytics that included data mining, interpretating data findings, ad developing dashboards.

·Developed OPEM’s Exception Tracking and Reporting process that determined during 2023 USDA had lost approximately 550 thousand dollars due to inaccurate reporting, human errors, missing data, and other deficient reporting methods. Established monthly tracking, collection, reporting process.

·Discovered WEX was not applying the proper standards according to the fleet charge card contract requirements; collaborated with WEX Program Manager resulting in 50% improvement of services and support to USDA.

BUDGET ANALYST USDA-APHIS ANIMAL CARE 06/2016-08/2023

Served as a Budget Analyst for the USDA-APHIS Animal Care Program. Executed various administrative and analytical duties in the execution of the Animal Care (AC) budget.
