Program manager for the following administrative programs Records Management; Form Management; Directives Management, and Support Agreement, Mail Management, also assume the responsibility of SSP’s Field Activity Inspector General for the identified programs. As the Directive Manager, I work with all levels of management providing policy and procedures and to ensure accurate formatting, editorial requirements, assignment of subject control numbers

and staging, production, and electronically uploading completed products onto the Command's official webpage. In addition, archive and retain all necessary documents for historical purposes.

Provides training for new employees in order to introduce them to the Commands Electronic Document Control and Archiving System. Work independently with my team to ensure promptness and security requirement accuracy. Develop Standard Operating Procedures (SOP) for easy development of directives, and archiving. Counsel employees on Records Management requirements and preparation. Work independently with the Washington National Record Center in order to utilize the center or to retrieve records being stored when necessary. Attend declassification meetings as required. Coordinate and prepare special requirement with National Archive Records Administration (NARA) annual records management training. Assist the Command's Legal team on litigation requirements and support agreement preparation and staging. Attend higher management meetings and represent the command at activity inspections to ensure programs within my expertise are properly managed and coordinated. Reporting all discrepancies and non - discrepancies to our Command's IG Team for improvement or gratitude. Work with the Command's Security Team concerning secure incoming and outgoing mail requirements, and to ensure all new and existed employees are properly briefed and debriefed when leaving and entering the Command. File and maintained all active Records by utilizing the SECNAV Records Disposition Manual and the SECNAV Standard Subject Identification Code Manual. Assume the duties as the Mail Section Team Lead providing guidance, direction, and coordination with outside activities and outsource

service providers. Direct and task the command’s Information Management Support team by providing recommendations for automation process improvement, streamlining, and easy accessibility of current and historical documents. Develop informational briefs, pamphlets, and visuals for the command newspapers, and informational monitors.

Management Analyst; GS-343-12

The programs, which I’m responsible for includes the Senior Executive Management Development Program (SEMDP); National Leadership Development Program (NLDP), Long Term Training (LTT); and Leadership and Vision Seminars and a host of Developmental programs directed from the Office of Civilian Human Resources and other Department of Navy Developmental Program Offices. I am responsible for ensuring that the Command’s current developmental programs continue to meet the changing demands of the Command and the customer. I collect and report analytic information, and collaborate with the Director, co-workers, National Competency Training Leaders (NCTLS) and site training specialists to solicit data calls and other requests for information gathering.

I am required to regularly work with Department of Navy and NAVAIR senior leaders to provide Command messages concerning the command developmental programs opportunities. I consistently review all of the development courses to ensure the learning objectives are being taught in a setting with appropriate class structure and material. I manage a multimillion dollar contract with the Virginia State University (VSU) to provide a premiere leadership program to develop NAVAIR future leaders. I develop program policy and procedures to ensure program compliance and contract regulations. Make recommendations as to how senior managers can and should be used to support, the career development program initiative.

Work independently with the command Contract Department (2.0) and Comptroller Department (7.0) on contract issues and funding requirements and obligations. Prepare delivery orders for training approval and contractor’s obligation. I analyze program requirements and objectives and monitor each program to ensure objectives are met successfully. In the past year, two of NAVAIR’s major developmental programs (SEMDP and AIRSPEED) were merged into one.

Prepare personnel actions for recruitment, performance awards, retirement etc., coordinating all efforts with the local Civilian Personnel Office. Assist with manpower budget control, counsel policy originators on clarity of proper formatting and simplifying word content. Develop case files for active and historical research. Ensure proper guidance throughout NAVAIR for approximately 3,000 and more employees across the United States. Conduct daily training on directives preparation. Organize and coordinate reviews on obsolete directives. Prepare printing and distribution requirements for NAVAIR. Coordinate with Defense Automated Printing (DAPS) and the Naval Inventory Control Point (NAVICP) on graphic and stocking requirements for NAVAIR. As command audiovisual manager, my responsibilities consist of: coordinating with seven authorized audiovisual production facilities daily to approve Visual Information (VI) requirements. Analyzed work for accuracy and completeness following guidance directed to Navy by CNO. Coordinated all NAVAIR external production with Naval Media Center. Prepared written request for disestablishment and establishment for command production facilities. Work independently with the Washington National Records Center (WNRC), and the National Archive Records Administration (NARA) for archiving, transferring and destruction of NAVAIR’s eligible records.

As NAVAIR National Functional Area Manager (FAM), gathered, analyzed and controlled all NAVAIR administration applications being approved or disapproved by the CNO. Attend and participate in national conferences representing NAVAIR. Coordinated data calls, and developed strategies to reduce over populated applications being used by command. Coordinated all FAM effort with CNO as decision-maker, command debating factor, repository, and portfolio developer. This program is a newly established program due to result of the Navy Marine Corp Intranet Network.
