Transportation Specialist Manager (Ordering Officer- GS11 – 597th Transportation Brigade, Fort Eustis VA (DEC 2019-Present)
Current appointment as an Ordering Officer for the Ocean Cargo Clearance Office for DoD cargo moving internationally by sea, air and rail within the Defense Transportation System. I Order various cargo for the Universal Service Contract-9 valued at $4 billion with 28 contracts, Commercial Multi-Modal valued at $847 million with 11 contracts, and Navy Station Guantanamo Bay valued at $39 million. Maintain liaison with a wide range of organizations to support customer’s requirements for intermodal transportation and distribution services. Organizations are TSPs such as ocean, air, truck barge and rail. Execution of cargo bookings and modifications IAW contracts/agreements to ensure the transportation distribution decisions in compliance with the contract terms and conditions is done proficiently daily. My responsibility entails transportation services including bookings and modification for general cargo, ammunition, Humanitarian Assistance (HAP) and Foreign Military Sales (FMS). Consistently monitoring and executing movements through final delivery to ensure cargo is delivered in accordance with the movement schedules and contract terms. Provide management services to arrange the most effective transportation services that meet delivery requirements utilizing the best value for the US government.
Review Export Traffic Release Requests (ETRRs) from shippers to ensure that all relevant information has been provided. Work hand and hand with SDDC Movement Integrators or shippers as appropriate to clarify requirements and obtain additional details to find the most effective method and routes to get their cargo shipped to meet their needs. Provide customer services and systems training as well as system upgrade technical advice. Submit recommendations for changes to improve user friendliness and operational utility of cargo booking systems by providing criteria, requirements in cargo distribution patterns. I participate with SDDC BMO developing procedural changes associated with new transportation trends, such as Cloud Native. I participate in discussions with carriers concerning service efficiency for DOD cargo.

Operations Assistant Manager at VIG (Virginia International Gateway) (Landside Operations Gate Department)- Portsmouth, VA (FEB 2018-Present)
Hired to work as an Assistant Manager at Virginia International Gateway, the largest Container Terminal in Virginia, and the 2nd Largest on the East Coast. Led a team of 25 Maintenance and Distribution clerks at Virginia Gateway with duties to include: Process Inbound and Outbound Line haul shipments received from international and domestic customers. Validate proper bookings of inbound and outbound shipments for accuracy and completeness Assists Ocean carriers with all documentation to successfully meet all shipment timelines to include booking errors, Hazmat requirements, and USDA inspection, and was proficient in all Commercial Transportation systems utilized at Virginia International Gateway. Ensured all duties performed evaluations and timecards were completed, submitted to Labor Supervisors and Gate Supervisor in accordance with the International Longshoreman’s Association union labor work details within the confines of local and master contractual obligations. Sr. Traffic Management Specialist– 597th Transportation Brigade, Fort Eustis VA (2015- 2018)
Selected from Head Quarters for civilian-oriented operational role, Planning and organizing daily incoming and outgoing vessel missions for unique (military-civilian) 400-member service / support distribution center, providing ocean terminal, commercial ocean liner, and traffic management services to deploy, sustain and re-deploy U.S. forces on a global basis. Oversee operation of ports with offloading and uploading throughout the continental United States from California to New Jersey. Serve as Assistant to Operations Officer; manage 45 Traffic Managers and maintain oversight of facility maintenance across multiple rooms plus a cell for classified and secret information. Plans for and controls the effective utilization and distribution of allotted funds. Developed requirements for operating budgets and substantiated justifications for, and requests allocation of additional funds as required. Conducted management analyses of assigned operations to determine efficiency of receipt, storage and shipment procedures and identify problem areas. During the year, mastered the yard operation planning, customer service, Out of Gauge operations, rail operations and vessel planning operations. Supervisor tasks, cargo tracking, and documentation, organizing International Longshoreman’s Association union labor work details within the confines of local and master contractual obligations, analyzing and troubleshooting crane to truck driver container delivery operations, management of hazardous loads of placards IAW US DOT standards and communications with the over the road truck drivers. Managed staff of 12 while directing all sea lift / strategic transportation planning for movement of forces and non-DoD sponsored cargo moving throughout US Army’s Continental United States (CONUS) and commercial seaports in addition to ports in South America; also encompassed cargo going to and from NATO countries. Served in support of Operation Enduring Freedom and Operation New Dawn. Assisted in establishing and directing humanitarian relief operations through Rapid Report Opening Elements (RPOE). Prepared assessments, leadership briefs and operational orders; spearheaded training from A to Z; and provided support to embassies for emergency evacuation of American personnel. Analyzes workload reports to assure labor and equipment are being effectively utilized and to identify bottlenecks. Provided support for a transportation team JLOTS delivering 23 causeways and 15 containers to enable mission success. Organized and scheduled all training for 50+ personnel; increased the mandatory training completion rate from 72% to 98%Enrolled qualified personnel into the driver’s training program to increase certified drivers for the team, resulted in an increase of licensed personnel from 15% to 90%. Expertly oversaw the unit operations for 260 personnel and 70 pieces of Material Handling Equipment. Managed the daily tasks and training for 46 personnel.
Orchestrated the turn-in of $300K+ of excess equipment into the Army supply system; managed 20 pieces of equipment and assets valued in excess of $5M. Developed a load plan for equipment in the Integrated Computerized Deployment System (ICODES) during the Emergency Deployment Readiness Exercise (EDRE), resulting in 100% mission success. Transportation Manager -21st Cargo Transfer Company, Fort Lewis, WA (2008-2010)
Handpicked amongst five other Senior leaders to take a Platoon of 60 Soldiers to Baghdad Iraq for a year. Exceptionally managed highest volume Central Receiving Shipping Point in Baghdad throughout Iraq and Kuwait supporting the warfighter with over 100,000 pieces of cargo while maintaining fastest throughput in four years accident free.
