Program Analyst I was responsible for compliance with 2CFR, Notice of Funding Opportunity (NOFO) for active and closed grants, including bulletins, authorized individuals, directives and agency policy to process payments, amendments, extensions and refunds for awarded items with required documentation. Served as backup for Team members during disaster season. Supported audits, FOIA, and congressional inquiries by validating system data accuracy and assembling requested information.

Updated SOPs and training documentation to improve data quality and operational consistency.

As Closeout Team Lead to Initiate Closeout processes for liquidation according to 2CFR 200.344 no later than 120 days (recipient) or 90 days (subrecipient). I was responsible for training Team members on processing grants whose POP has expired, administrative closeouts, terminated grants Including failure to comply, recipient or sub-recipient consent, mutual consent, non-compliance, recipient and subrecipient’s failure to comply, with recipient/sub-recipient consent, termination for convenience, when the grant no longer meets the goals and objective of recipient or the NOFO or sub-recipients from Federal or pass-through entities. and terminated grants, and partially terminated grants including termination agreement terms, effective date and/or termination portion, expenditures, outstanding invoices, financial reports, outstanding performance reports, submission of all final financial reports (FFR) including recoverable costs, cash on hand, cost sharing or match funds, pre-paid costs. Other tasks include continuance compliance (records retention) and provide SAM.gov reporting data for management input in CPARS.

Process corrections to previously closed Federal awards. Respond to various KPMG, GAO, Homeland Security audits and OIG Compliance requests audits.
