ACCOMPLISHMENTS:
Naval Program Logistics Support
Created materiel spares matrix for future IWS 3B planning and provisioning requirements. Used the newly created matrix, to identify priority materiel spares for near-term and future program provisioning needs. Ensured the appropriate quantities needed were submitted for contract procurement, resulting in a savings of approximately $29M in potential costs.
Led the assessment of the Naval Sea Systems Command (NAVSEA) materiel supply chain and identified common materiel readiness and part availability degraders across multiple Naval nuclear-powered platforms. Assessments resulted in the development of a prioritized listing of parts and materiel, by platform, requiring outside intervention and remediation actions to support the on-time delivery of vessels from scheduled maintenance periods.
Co-led the standardization of the material kitting process across each of the four public Naval Shipyards, to incorporate best practices, reduce resource inefficiencies, and improve logistic performance.
Evaluated the industrial supply chain with regards to sustainment, readiness, and affordability requirements for Naval Nuclear vessels. Created strategies to remedy identified gaps, and maintained the Lifecycle Sustainment Plan (LCSP) and Product Support Strategy (PSS) for NAVSEA 04S.
Served as the technical point of contact and Contracting Officer’s Representative (COR) for oversight of three Services and Deliverables contracts, totaling $7.5M, to improve Naval Shipyard supply system operations and logistics over a three-year period.
Directed the review of the contract actions, requirements, and deliverables utilizing pre and post award contracting policies and procedures and evaluated overall contractor effectiveness with respect to meeting established requirements.
Data Analysis/Predictive Modeling
Currently lead a team supporting the Naval Supply Systems Command (NAVSUP) Business Systems Center (BSC) to document and analyze end-to-end supply chain business processes across multiple NAVSUP supply chain areas, and utilizing results from current state analysis, develop re-imagined future-state supply chain processes intended to improve overall process and systemic efficiency.
Logistics Documentation
Led the development of a prioritized listing of parts and material, by platform, for NAVSEA 04S, Industrial Supply Operations, to alleviate identified materiel supply chain degraders. Maintenance on certain nuclear powered Naval vessels was regularly delayed or postponed due to materiel or part availability, which hindered fleet readiness.
oA comprehensive review of maintenance tasks and associated parts was performed, to identify commonalities of tasks and related parts. Common parts were documented and prioritized based on various criteria, including cost, availability, schedule, and platform.
oThe prioritized list was shared amongst other Naval stakeholders to align on mitigation strategies. Strategies focused on providing necessary parts to platforms when needed, or if parts were unavailable, notifying necessary Naval leadership of part unavailability in order execute appropriate risk management actions.
Senior Level Briefings & Communication
Developed high-level and in-depth granular presentations for scheduled and ad-hoc briefings of business process re-engineering efforts for key leadership and senior level personnel within NAVSUP Headquarters, NAVSUP Weapon Systems Support (WSS), and NAVSUP Business Systems Center (BSC).
Supported the Federal Aviation Administration (FAA) Acquisition Policy Division with its integration of real estate policy into Acquisition Management System (AMS) procurement policy and guidance. This effort included facilitating change management focused working groups with key FAA leadership and providing executive level briefings on the change efforts.
