Professional Summary
Mr. Charles Eisenbies has 47 years of comprehensive experience in government procurement of advanced technology solutions for Federal and State agencies. Most recently, this includes 16 years of direct experience with Federal and State business, healthcare, and financial information system evaluation, development, and deployment. He has both led and been a key member of Project Management Teams that have successfully performed a wide variety of program management support services for Department of Veterans Affairs (VA), Defense Health Agency (DHA), and other Department of Defense (DoD) and State of Florida programs. The scope of these programs has ranged from the VA Financial & Logistics Integrated Environment Program, a Clinical Video Teleconference (CVT) Scheduling System; the DHA Composite Health Care System (CHCS) and Armed Services Longitudinal Health Application (AHLTA) – which provided automation of patient health records -- as well as other large, mid-sized and smaller programs such as the State of Florida Department of Children and Families Statewide Automated Child Welfare Information System (SACWIS) and the Florida Department of Revenue Child Support Enforcement Automated Management System.
His program management services included the preparation and implementation of life cycle strategies and plans to successfully track progress and achieve program objectives; and writing, reviewing, and evaluating key documents required for program authorization, milestone approvals, responses to Government Accountability Office (GAO) audits, and government contracting with private industry. Tasks included the analysis of business processes to identify opportunities for improvement; evaluation of alternative solutions; independent analyses of risk; and earned value evaluation of cost, schedule, and technical performance of work underway. He has extensive understanding and experience in strategic planning, performing Capital Planning & Investment Control (CPIC) processes, compliance with DoD 5000 acquisition management procedures, and initiating contract start-up and transition activities using Integrated Product Teams (IPTs). Over his extensive career, he has acquired an extensive breadth and depth of knowledge of program management best practices from the stakeholder, system developer, and end user perspectives using balanced scorecard methodologies.
Also assisted and provided advice to government contracting officials in developing and reviewing key procurement documentation. These documents included acquisition plans, sources-sought surveys, plans for pre-solicitation conferences with industry, analysis of industry responses, formal requests for proposals, source selection evaluation plans, evaluation of industry proposals, requests for best and final offers, source selection decision memoranda, post-award conferences and change management. Also supported business development activities for private companies, helped create win strategies, and wrote major portions of successful technical and cost proposals that expanded corporate business portfolios.
Recent Work Experience
Since retiring in October 2018, I started working for volunteer charities, primarily Wheels-on-Wheels in Baltimore, Marland until the Covid-19 Pandemic began in late 2019. I then moved to Massachusetts to assist in supporting a close family member. Since that time, I began part-time customer service work at the Hanscom Air Force Base Commissary to earn additional income to help pay living expenses.

October 2015 – Sep 218: (Semi Retired - On average: 10 hours per month). Provided part- time senior level consulting services to senior KSJ corporate managers, to include independent documentation reviews, development of corporate policies and procedures, and inputs to contract proposals.
From January 2014 – September 2015: (Full Time: 40+ hours per month). Provided Senior-level acquisition program management subject matter expertise and assistance to the Defense Health Clinical Systems (DHCS) Program Office. Analyzed program requirements and processes, facilitated development and implementation of process improvements via standard operating procedures, and developed program documentation needed to support milestone review requirements per established DoD policies and procedures. Accomplishments included: (1) Researched and collected subject matter inputs required to complete the development of a standard operating procedure using an automated Defense Acquisition Management Information Retrieval (DAMIR) Tool; (2) Facilitated development of the Business Case that supported the continuation of work on a Blood Donor Management System (BDMS) - using Working Level IPT processes and despite programmatic turbulence, progress toward completing the Business Case significantly improved when Mr. Eisenbies was assigned this task; and (3) Developed a plan of action and draft Acquisition Decision Memorandum (ADM) to obtain timely Milestone C approval for the Blood Management Blood Bank/Transfusion Service (BMBB/TS) program – his approach was accepted and approved by the Program Manager (PM), Program Executive Officer (PEO), and Component Acquisition Executive (CAE).
From March – December 2013: (Full Time: 40+ hours per month). Fulfilled critical staffing shortages. Assigned to provide Senior-level system engineering experience needed to meet essential customer requirements for KSJ’s Defense Health Support System (DHSS) Engineering Support Contract. Specifically tasked to analyze and recommend business process improvements as well as support status reporting deliverables for Defense Information Assurance Certification and Accreditation projects. Accomplishments included: (1) Obtained and integrated inputs from project leaders to prepare comprehensive Information Assurance (IA) Weekly Status Reports required by the DHSS Chief Technology Officer (CTO) and IA Manager (IAM). Mr. Eisenbies rearranged his work schedule to accommodate late inputs from project leaders and staff reviews, completing document preparation during early morning hours and over the weekend in order to submit the report on time to the Government each Monday morning; (2) Developed performance metrics for assessing the quality of IA Plan of Action and Milestones (POA&M) process and provided monthly reports to the CTO that highlighted process improvement growth and remaining problem areas – the Government CTO commended Mr. Eisenbies a job well-done; and (3) Assigned to be the single focal point for collecting information and reconciling differences between IA Weekly Status Reports, the DHSS IA POA&M Tracker, and DHA Weekly POA&M Status Reports being generated by different organizations. Working by his own initiative with minimal supervision, Mr. Eisenbies established and coordinated an effective process to identify root causes, justify differences, and provide consistent reporting using common data sources.
February 2012 - February 2013: (Full Time: 40+ hours per month). Provided Senior Management Analysis support to Wounded Warrior projects managed by the Defense Health Information Management System PMO. Also provided Senior Cost Analysis support to the VA Office of Information & Technology for a highly regarded Analysis of Alternatives for meeting the VA’s Clinical Video Teleconference (CVT) scheduling requirements (he was requested to fill this role based on his successful prior VA work). Developed key acquisition management documents such as the Business Case, Acquisition Program Baseline, Acquisition Decision Briefings and Acquisition Decision Memoranda required for milestone reviews by the designated acquisition Milestone Decision Authority (MDA).
