Ms. Roberts has experience in eligibility review, duplication of benefits review, and training. For the New Jersey Department of Community Affairs (DCA) she managed applicant information review and outreach for several hundred applications including data entry into the SIROMS for several cases to ensure accuracy, eligibility, and compliance during the intake process. For the Oregon Housing and Community Services (OHCS), she is completing duplication of benefits reviews for applicants. For the U.S. Virgin Islands Skills for Today program, Ms. Roberts provided pre-training services including recruitment and assessment of eligible individuals, enrollment, and data entry into the project management information system.

Ms. Roberts also held positions as an Educator and as an Auditor. She has over 15 years’ experience serving as an advocate to children who are unable to advocate for themselves, and over 30 years as a Night Auditor for various resort chains. PROJECT EXPERIENCE

Duplicate of Benefits Specialist, Housing Assistance and Recovery Program, April 2024 - October 2025

This program was made available through U.S. Department of Housing and Urban Development (HUD) funding that supports long-term recovery and mitigation efforts following the 2020 Wildfires through the Oregon Housing and Community Services Department (OHCS). This effort is designed to address the needs that remain after all other assistance has been exhausted. As the DOB reviewer, Ms. Roberts is responsible for reviewing application and applicant’s DOB supporting documentation, reviewing DOB data feeds, and conducting third party verification and due diligence to determine total assistance received. She determines duplicative and non-duplicative assistance for every application, assessing the

“Work in Place Report” conducted by the Construction Advisor to identify expenses for work completed prior to applying for assistance. Ms. Roberts also completes all applicable sections in Neighborly to determine the DOB Initial Calculation amount. Although this was a new assignment, Ms. Roberts believes that she has a fairly good understanding of the process and with additional experience, she is determined to excel.

She employed strong oral and communication skills, building relationships and trust with applicants and colleagues. Ms. Roberts’ responsibilities on this project includes carrying out multiple tasks, routine and non- routine, and analyses to meet the more advanced requirements outlined by the program guidelines. Ms. Roberts’ tasks enabled her to articulate and guide applicants, as well as demonstrate increased aptitude for the program in order to ensure applicants’ understanding of the processes. Ms. Roberts must quickly and articulately draw upon past experiences to guide applicants accurately and appropriately in adhering to guidelines and policies when submitting required documents. Ms. Roberts demonstrated exceptional confidence, enthusiasm, and empathy as she engaged participants in warm conversations to maintain calm and minimize anxiety and frustration during the process. As a detailed oriented person, Ms. Roberts was responsible for over 120 cases assisting each individual case in meeting eligibility in order to move on to the next phase of the grant program. Skills for Today is a job training program funded by the US Housing and Urban Development (HUD) that will help Virgin Islanders get the skills and experience needed for a career in growing industries such as construction, healthcare, Hospitality, IT or Maritime Industries. The program is managed by ICF under the VI Department of Labor Workforce Development.

Ms. Roberts’ responsibilities in regards to the Skills for Today project includes working closely with project manager and other project professional. Use a combination of motivational work, relationship building and a broad range of skills to engage participants in their training and employment choices. Develop and maintain effective partnership working with participants, employers, and other agencies to address issues until they are resolved. Ensure that there is a consistent delivery of services to the identified participants, ensuring that comprehensive training assessment and procedures are always followed. Maintain an accurate and secure audit trail of all relevant communication. Maintain a proactive response to participants, continuously providing positive options throughout the participants' training and employment.

Night Auditor/Traveling Accountant – Night Auditors of America, July 2017 – October 2022. Night Auditors of America is an Independent Contractor responsible for the reconciliation of hotels and resorts daily financial/revenue intake.

Ms. Roberts worked on multiple tasks across this company. Her responsibilities include analyzing financial data for several hotel properties per night. As the senior auditor, she would be called to perform her audit duties at other clubs and lodges to include Arnold Palmer Golf Club and Lodge in Orlando, Florida, Ramada Resorts, Legacy Resorts, and Fantasy World Resorts in Kissimmee, Florida. Ms. Roberts started her auditor career in 1986 where she worked as a Night Auditor at Virgin Grand Beach Resorts in St. John, USVI, (now Westin Resorts and Vilas); and as a Cashier at the infamous Frenchman’s Reef Resorts, 1985, St. Thomas USVI. Since then, she moved to the US mainland where she continued her audit experiences at various resorts and hotels spanning over a total of 30+ years. Teacher, Orange County Public Schools; Seminole County Public Schools – April 2002 – June 2005; 2014-2018. Orange County Public Schools is home to Westridge and Stonewall Jackson Middle Schools, inner city schools serving the low-income population. These schools are considered Title1 Public Schools and are challenged with low Reading levels and Standard Test scores. Seminole County Public Schools is a low to moderate income population and is a medium to high scoring school.

Ms. Robert taught as a teacher for students with Special Needs, an Intensive Reading Teacher in Orange County, and a Reading and Math Tutor at Seminole County. She was single-handedly responsible for the organization and implementation of the Trainable Mentally Handicapped program at Stonewall Jackson Middle school in Orlando Florida. She was considered the liaison and “go to” person for new teachers in her department at Westridge.

Teacher, US Virgin Islands Public School, St. Thomas/St John District – January 2006 – June 2012. US Virgin Islands Public School is considered a Title1 school district serving low to moderate income population with a focus on raising standardized test scores. It continues to strive to employ researched- based-curriculum to foster the academic growth of the students it serves. Ms. Roberts relocated home to St. Thomas and taught in St. John, Julius E. Sprauve school for all but one year of the six years in the VI school system. She was responsible for the facilitation of students with special needs with a modified curriculum, (MOD4). The classes were inclusive 4-6 grades. She was solely responsible for all subject areas, assuring the students were adequately serviced with materials that were attainable but rigorous. Ms. Roberts worked collaboratively with colleagues to establish the Structured Academic Time program, (SAT), that set aside time in the school day to focus on specific standard-based materials to boost test scores. She was also responsible for the after school and summer school programs for the Governor’s Reading Challenge in collaboration with Learn It. LLC. Reading and Math program.

Administrative Financial Assistant - Avco Financial Services, 1986 – 1992. AVCO is a financial company that renders personal loans to the community of the Virgin Islands. They lend up to $5000 with approved credit.

Ms. Roberts’ responsibilities at AVCO included obtaining credit applications, researching credit worthiness through other entities such as banks, credit card companies, credit unions, and other established credit organizations. Upon determining credit worthiness, Ms. Roberts would close the credit process and disburse funds. She would collect payments and make daily deposits to the bank. Bookkeeping and basic accounting was also a part of her daily responsibilities. Teller/Customer Client Services – Barclays Bank of the VI, 1984 -1986 Barclays Bank serves the community of the Virgin Islands in the Banking and Financing Industry. It would include administrative and clerical procedures, managing records and files, monetary transactions, transfers, mortgages, credits of all sorts and bank to bank relationships. Ms. Roberts serves as a Teller performing services to members and public relations, including check cashing, deposits, withdrawals, loan payments, transfers, money orders/cashier checks, cash advances and all other monetary transactions.
