Professional Summary – Seeking engineering management roles. Highly accomplished Senior Systems Engineer with 40+ years of dedicated experience in DoD aircraft communication and weapons systems. Experience in DoD systems engineering, integration, test and evaluation, and communication systems aligns strongly with the technical demands of a senior role and advanced communication and sensor subsystems for national security missions. Extensive link systems demonstrate a foundational understanding of secure, wideband tactical communication systems that can apply to understanding wideband antenna systems. Proven leader in developing innovative solutions, managing complex projects, and driving technical excellence within military environments. Decades of experience with complex DoD platforms including air, sea, and land vehicles provide practical knowledge equivalent to or exceeding that gained from a formal degree. Experience in DoD systems engineering, integration, test and evaluation, and communication systems aligns strongly with the technical demands of a senior role.
BAE, Engineer (October 2016 - April 2024) Project Coordinator providing customers requiring testing resources and technical support for both AEGIS and SSDS platforms. Testing goals obtained better than 85% - 95% success rate over a four-year period. Received award for a new customer reporting system and a personal letter from Rear Admiral Paul Sohl (COMOPTEVFOR) for professionally supporting the preparation, planning, and execution of a major fleet testing event. Implemented a comprehensive risk management framework for Navy's Surface Combat System Center (SCSC) by identifying and documenting high-priority system risks, issues, and opportunities (RIO) for site management review and decisions.
KBR WYLE, Senior Systems Engineer (March 2002 – October 2016) Spearheaded business development initiatives supporting the Surface Aviation Interoperability Laboratory (SAIL) and created the Advanced Maritime Technology Center (AMTC) for experimentation demonstrating foundational experience with complex maritime, aviation and combat systems. Developed the Global Visualization Process (GVP) for 2D-3D modeling, simulation, and enhanced situational awareness, highly relevant to persistent maritime intelligence and surveillance platforms. Using the USAF Link 16 smart bomb weapon application, using rapid prototyping, developed a full-up Link 16 multi-service situational awareness radio for the SPECOPS community. Risk Analysis included corrosion issues with the F-18 Hornet (number 1 cost factor for NAVAIR), and with SEALS mitigating coxswain injuries caused by poor seating leading to medical issues for lower body extremities. Supported the Southern Mary Navy Alliance by leveraging DoD networks identifying individuals working to provide specific required capabilities by articulating and developing technical papers submitted for Congressional consideration outside the President’s Budget.
MANTECH, Senior Systems Engineer (8/1993 – 3/2002) Project engineer transforms the NAWCAD LAMPS facility into a basic “ship-in-the-sand” NTDS system called the Surface/Aviation Interoperability Laboratory (SAIL) with live tactical systems replicating naval ship capability. SAIL operates in Live, Virtual, or Constructive (LVC) environments to address current war-fighting challenges by providing a multitude of resources and capabilities.
SYSCON Corp., Senior Systems Engineer (8/1988 – 7/1993) supported the AEGIS integration and testing aspects for LINK 16 (JTIDS) DT-2D test integration efforts as AEGIS Test Director. Team Leader for the AEGIS Alteration/Integration/Evaluation (AIE) installation and subsequent validation of Link 16 TECHEVAL and OPEVAL aboard the USS ANTIETAM (CG-54). Awarded AEGIS Excellence Awards for integration of Link 16 into the AEGIS community and as AIE Team Leader on USS ANTIETAM (CG-54).
BOEING COMPANY, Senior Systems Engineer (1/1987 – 8/1988) Lead test engineer for the US Air Force HAVE DARK secure communication system. Provided quantitative risk assessment and built-in-test (BIT) for the SRAM II cruise missile.
HUGHES AIRCRAFT COMPANY, Senior Systems Engineer (4/1981 – 12/1986) Lead System Engineer of the Navy’s full-scale development program for the Joint Tactical Information Distribution System (JTIDS). Engineering oversight for both Hughes Aircraft and ITT personnel for the software development, navigation, and C5ISR requirements. Understanding shipboard design and RADHAZ requirements for communication systems provided the extensive knowledge to represent ICWGs, EMCABs, and TWGS change control boards. SPAWAR PMW-159 JTIDS technical representative to NATO. Awarded PMW-159 award for Cost Performance portion of the Navy FSD JTIDS contract. Major interface with PMW-159 and Hughes management in discussions of complex SOW and CDRL/DID requirements.
SYSTEM DEVELOPMENT CORP, System Analyst (7/1977 - 4/1981) Developed a new man machine interface for both the USAF Tactical Information Processing and Interoperation (TIPI) contract and the NAVY NTDS program.
SPERRY UNIVAC, Computer Programmer Scientific (7/1976 – 7/1977) Developed the wrap-around simulation program for the USS BELKNAP (CG-26) MK-76 Mod9 missile system. Integrated and verified IBM communication system software for the Navy SEANYMPH submarine system.
US NAVY (12/1965-6/1976) Senior Data System Technician on multiple platforms.
