PROFESSIONAL PROFILE

Presently, I am an Assistant Site Supervisor with Deployed Services. I was hired on May 8th, 2023. On July 14, 2023, I was vetted and advised that Customs and Border Protection had granted me a Full Background Clearance.

I have a total of 100 employees under my supervision. This group includes Security Supervisors (4), Porter Supervisors (4), Security Guards (42), Porters (45) and Caregivers (5). I manage night shift operations and ensure that our operational policies and conduct standards are met.

I am fully aware of the Service Contract Act, as I have worked for Five (5) different contract companies.

As a previous Field Training Officer for three (3) different Agencies, I have coordinated training needs with other entities to fulfil our training needs.

I have engaged in preparing and negotiating budgets, employee numbers and positions. I have worked on curtailing budgets and have made recommendations to be more cost effective.

I was an elected National Treasure Employee Union President for four terms. I gained knowledge and experience in applying different disciplinary actions based on the Douglas Factors.

Throughout my shift, I effectively communicate with other Contractors, Border Patrol Watch Commanders and HSI Agents.

My experience includes Forty-four years of law enforcement service. Eight years of Law

enforcement Contract work, Twenty-five years as a Customs and Border Protection Officer, two years as a United States Border Patrol Agent, and six years as a Laredo Police Officer Investigator.

During my tenure with Customs and Border Protection, I performed several collateral duties with Homeland Security Investigations (HIS). In 1987, I attended and graduated from the United States Customs Academy. The academy curriculum included Customs Laws, U.S. Agriculture Laws and Regulations, U.S. Immigration Laws, Drug Interdiction, Firearms training, Duty Assessment, Merchandise Classification, and Self Defense.

As a Customs Officer, my experience includes Tactical Training, Hand to hand combat, Vehicle/Passenger Processing, Cargo/Commercial Truck Processing, Passenger/Cargo Processing at the International Airport, General Airport Security procedures, Railroad/Cargo Processing, Fines Penalties and Forfeitures, In-Bond Merchandise, Outbound Operations, Contraband Enforcement Team, Intelligence Collections and Analysis Team (ICAT), Border Violence Team, Bulk Cash Smuggling Team, CBP Document Analysis Unit (DAU), CBP Passenger Analysis Unit, the Fraud Team, Field Training Officer, Customs Instructor, Intelligence Analysis, Fiscal Budget, RAPISCAN NII Systems, and Personnel Manning. In 1987, my career commenced at the Port of Entry in Roma, Texas. Since Roma is a small Port, I took advantage of the opportunity and quickly learned Passenger and Cargo processing. In the Passenger Processing environment, I learned the different methods of operandi used in smuggling contraband. I intercepted several vehicles containing narcotics and gained experience in report writing and the required Customs Forms. I learned to input the seizure data into the Treasury Enforcement Communications System TECS). In Cargo, I learned to classify merchandise, determine the country of origin, finding the proper markings and labels. How to apply fines, penalties, and forfeitures, input the proper data into TECS, manifest the entry, clear the entry, and resolve the entry summary. I performed In-bonds examinations, spot inspections of bonded warehouses, and duty-free stores, and inputting of penalties in TECS.

In 1990, I was granted a lateral transfer to the Port of Laredo, Texas, one of the busiest Ports in America. I was assigned to Passenger Processing.

In 1992, I was promoted to Senior Customs Inspector. I attended and successfully completed the Senior Inspector School in Glynco, Georgia. After graduation, I was assigned to Passenger Processing. I was tasked to be a Field Training Officer/Enforcement Senior Customs Officer. My duties were to assist and train new employees, oversee our Customs operations and conduct Special Narcotic Operations. I trained and instructed several trainees. I’m proud to say several of my trainees are now second and third-line supervisors.

In 1995, I was selected to be part of the Cargo Contraband Enforcement Team (CET) and the Outbound Team. We conducted operations throughout South Texas. We worked all the Ports of Entry from Del Rio, Texas to Brownsville, Texas. My experience in observational and Investigative techniques enabled me to excel and intercepted narcotics hidden within, cars, trucks, SUVs, Commercial Buses, Airplanes, Railroad Cars, Tractors, and Trailers. My ability to communicate in writing and verbally resulted in several guilty verdicts. Due to my job performance, I was awarded the Commissioner's Unit Citation.

In 1998, I was elected to be our Chapter Union President. During this period, I worked closely with my Port Director Leticia Moran. I was part of the decision-making process. I learned about managing our fiscal year budget, disseminating our manpower to match our workflow, duty posts rotations in a fair manner, handling grievances, answering complaints from the public, and disciplining personnel in accordance with the Douglas Factors. I worked with the Contraband Enforcement Team for several years. In 2008, I was assigned to work with Homeland Security Investigations (HIS). I worked with the High-Intensity Drug Trafficking Areas (HIDTA) group, Intelligence Collections and Analysis Team (ICAT). During my tenure, we made several narcotic seizures and dismantled two narcotics organizations. I received a Commissioner's Unit Citation. I also presented PowerPoints to Customs Officers, Laredo Police Officers, Border Patrol Agents, Texas State Troopers, Mexican Authorities, and visitors from other countries.

After 911, I was selected to be part of a group to start a program named Office of Border Security, today it is known as National Tracking Center (NTC). I can’t elaborate on this program because it’s prohibited by Customs and Border Protection.

During the last years of my career, I was assigned to the Document Analysis Unit and the Passenger Analysis Unit. I performed research on Narcotic Seizures within Cargo and Passenger Processing. I utilized the Treasury Enforcement Communications System (TECS) and Border Protection Automated Targeting System (ATS) to gather information. Due to my intelligence reports and targeting expertise, I was very successful in intercepting narcotics and identifying smugglers.

Throughout my career, I have received several Letters of Commendation, Cash Awards, and two Unit Commissioners' Citations. I have written an abundance of concise and accurate reports. To my amazement, one report was being used to train students at the U.S. Customs Academy.

I have also testified in Federal and State Courts. My ability to communicate and report writing resulted in several convictions.

In 1985, I attended and graduated from the Border Patrol Academy located at the Federal Law Enforcement Training Center in Glynco, Georgia. I was stationed in El Centro, California. I worked the U.S. Checkpoints, Sign Cutting, and Traffic Observations. Due to my observation experience and interview techniques, I was involved in several Immigration arrests i.e., imposters, false claims, human smuggling, and conspiracy. My ability to communicate verbally and in writing, resulted in several convictions.

I was selected to be a Field Training Officer and instructor before I joined U.S. Customs.

Laredo Police Detective

In 1979, I attended the Laredo Police Department Academy and passed the Texas Law Enforcement Certification Exam. The test consisted of the Texas Penal Code, Traffic Law and Code of Criminal Procedures, Tactical Training, Self Defense, Riot Control, Firearms Training, Vehicle Felony Stops, High Pursuits, and Defensive Driving.

I spent five (5) years as a Patrol Officer. I was involved in several arrests ranging from Class C Misdemeanors to Felonies.

I wrote several clear, concise, and timely reports that resulted in several convictions.

I testified in both Texas Criminal Courts and Municipal Courts. My ability to communicate in writing and verbally resulted in several guilty verdicts.

In 1984, I passed the Criminal Investigators exam and Oral Interview Board. I was promoted to Police Investigator. Before joining Border Patrol, I investigated several criminal cases.

I received several awards and training certificates. I was a Field Training Officer, Instructor, Background Investigator, and member of the Laredo Police Oral Interview Board and Laredo Police Discipline Board.
