Proposal Manager / Contract Specialist: Responsibilities include:
Maintain a log and track all incoming RFP’s and IFB’s and closely monitor due dates.
Prepare bid packages for submission. Review the detailed Proposal Preparation Instructions (PPI) to ensure all required documentation is included in the submission.
Direct and coordinate activities of different departments who are engaged in formulating a part of the bid proposal which also includes working closely with the assigned Project Manager so all aspects of the bid are incorporated prior to submission.
Evaluate and monitor contract performance to determine necessity for amendments or extensions of contracts, and compliance to contractual obligations. Ensures all contractual documents are signed from Contract Award to Contract Closeout.
Work closely with the Insurance company to order required Bid Bonds and Performance
& Payment Bonds as needed
Respond and submit responses to all incoming Market Surveys which determines if our company is qualified for an upcoming release of an RFP and/or IFB.
Responsible for new and renewal Subcontractor Pre-Qualification forms when working with new and former subcontractors.
Communicate with Contracting Officers within the Intelligence Community, receive incoming Amendments & Mods; distributes to PM and follow-up with action items.
Fill out appropriate paperwork for Country VISAs and Passports for traveling tradesmen.
Responsible for planning Annual Owners Meeting which includes booking hotel conference room while taking and distributing the Meeting Minutes for concurrence.
Responsible for populating and distributing Company Quarterly Newsletter.
HR: Work closely with Human Resources monitoring incoming resumes and screening applicants. Implemented a mandatory on-line training program for all personnel who travel year round – this will ensure they meet the required mandatory training. Served as Payroll Coordinate until a replacement could be found.
Marketing: Designed, developed & maintain a Capabilities Briefing for the company which is used while briefing new customers. Designed, developed & maintain a tri-fold marketing brochure which is used while recruiting new applicants. Per direction of the Vice President, designed company logo souvenir coin.

May 2003 – September 2004: Executive Assistant, National Security Council, Intelligence Programs Directorate, White House
• Supported the Special Assistant to the President and Senior Director for Intelligence Programs by prioritizing incoming correspondence and determining action required.
• Managed the office and correspondence and actions of four Senior Executive Service Civilians including the Special Assistant to the President. Routinely prepared time critical sensitive correspondence to the National Security Advisor on intelligence matters, which requires immediate daily action on behalf of the President, the National Security Advisor, the Director of Central Intelligence (DCI) and other senior Administration officials.
• Handled the most sensitive documents and responsible for the preparation of “Eyes Only” material for the National Security Advisor and the President of the United States.
December 2001 – May 2003: CIA – Human Resources Manager, Langley Virginia.
• Recruited and screened linguists’ applicants for employment in critical language vacancies. Successfully recruited 45 qualified linguists a 33 percent increase prior to 9/11.

• Assisted the senior staff Directorates in providing completed staff work to the Executive Director. Provided brief daily activities including status of preparation for upcoming meetings and commitments.
• Managed, coordinated and used sound judgment to determine pace of Executive Director’s daily schedule and followed through on actions from daily meetings.
