WORK EXPERIENCE
September 2002 to January 2015, Retired. Supervisory Transportation Security Officer . Salt Lake City, Utah. Manage/Supervise subordinates in assigning tasks, setting priorities, evaluating and monitoring performance, coaching and developing employee capabilities, taking/recommending corrective/disciplinary action, coaching in customer service, technical approaches and other duties relating to passenger screening. Assess, inspect and investigate vulnerabilities and maintain constant communication with upper management, making appropriate recommendations to resolve security issues. Responsible for managing a Mobile Screening Force of 150 officers at O’Hare International Airport (ORD), which required my leadership and direction in the following tasks; scheduling their time, training, time and labor reports, travel voucher claims, their hotel accommodations, personal issues, emergencies and their travel arrangements. Performed Point of Contact responsibilities while assigned to the National Screening Force (NSF), TSA, where I was sent to fill a void of supervisors nationwide. Experience with setting up and working special projects, such as the Identification Verification Call Center (IVCC), where I worked with top level TSA Project Managers and Leadership developing Standard Operating Procedures and Policies for IVCC operations and the administration of reports. Directed, managed and performed duties and security inspections/investigations of commercial and cargo aircraft, surface transportation, such as rail and freight haulers, including classified movements using all three modes of transportation. Assigned many deployments where I was the senior TSA representative on site. I studied the CFR49,1500 so as to perform some of the duties of a TSI in all three areas of aviation, surface and cargo. Experience with TSA’s scheduling/staffing and operational requirements for the Salt Lake International Airport’s (SLC) and performed this function for 10 months. Selected to manage the Cedar City Airport Security Operations for 6 months receiving accolades from the National Deployment Force (NDF) Office, National Deployment Office (NDO) Area Coordinator, and NDO Assistant Area Coordinator. Selected and performed as a Practical Skills Evaluator for SLC during the 2012 and 2014 fiscal years, being successful in meeting all organizational goals in a timely manner.
April 1999 to September 2002. Senior Securities Registered Principal and Branch Office Supervisor for Compliance and Suitability, World Financial Group, Inc., (WFG), Layton, Utah, an Aegon Company. Taught clients to take charge of their financial future by determining their financial needs, which involved investigating/inspecting there individual financial circumstances in helping them to determine strategies, making suitable and compliant portfolio recommendations and implementing those recommendations. Supervised, designed and implemented securities/insurance training, conducted mandatory compliance investigations/inspections, interviews and reviews, made daily trade blotter entries, investigated and determined suitability and compliance issues and supervised over 150 registered security representatives.
September 1994 to June 1999. Assistant Safety/Security Director Lagoon Amusement Park, Farmington, Utah. Directed safety/security operations, budget, communications and all parking areas. Developed safety/security, loss prevention, parking and communication procedures. Designed and implemented department training programs and directed safety and security managers and office manager, developed procedures physically and electronically to reduce loss, administered the access control and egress procedures, directed accident prevention, safety training and emergency response teams and supervised fire prevention. Developed and implemented parking procedures reducing parking time by 5 to 15 minutes, depending upon traffic loads. Investigated and inspected park operations resulting in the development of a loss prevention program and implementation of procedures that reduced theft by more than 35%. The investigation results also caused realignment of the Safety Security Department procedures which increased the safety/security posture of the park, implemented hiring practices to acquire professional security employees and decreased budget, while requirements increased.
September 1993 to August 1994. School Teacher and Wrestling Head Coach, Davis School District, Farmington, UT,. Taught Industrial Arts in the Technology Life Careers program, for 7th graders and Head Wrestling Coach at Millcreek Junior High School, Davis School District, Bountiful, Utah. Accelerated 7th grade students toward career decisions in the industrial sector and taught them how to set and develop goals for their career development. As the Head Wrestling Coach, my success was taking a non-existent wrestling program to over 35 participating students, successfully placing 2nd in district, 3rd in division and 4th in region.
September 1991 to March 2005. Para-professional Assistant Wrestling Coach at Viewmont High School, Davis School District, Bountiful, Utah, (from September 1991 to April 1997) and Head Wrestling Coach, Farmington Junior High School, Davis School District, Farmington, Utah, (from January 1995 to June 1999). Not only did I successfully coach wrestling with winning records never placing less than 3rd place in all competitions, I was one of 5 administrators who conducted and coordinated the Utah State High School Wrestling Tournament, with over 3500 participating wrestlers each year from 1993 through 2005.
September 1988 to January 1992. Safety Engineer, Senior Security Administrator and Physical Security Director, Unisys Corporation, Defense Division, Salt Lake City, Utah. Directed overall security operations, 2 managers, 3 supervisors and department staff of plus or minus 60 employees. Responsible for directing, developing and implementing comprehensive physical security and safety programs keeping in line with the Department of Defense industrial operations and other Federal and State requirements. These requirements included personnel security clearance actions, self-inspections, security clearance briefings/debriefings, administrative inquiries, possible compromise investigations/inspections, safeguarding classified information, access/egress controls, personnel safety, crime/loss prevention, liaison with Federal, State and local agencies, computerized security systems, surveillance, communications security, crisis management, security/safety/drug education programs, equipment installations, intelligence analysis and maintaining a budget over one million dollars. Developed and implemented a security clearance reduction program reducing the number of cleared employees from over 900 to fewer than 600. Reduced employee theft by 50% through developing a upgraded security program which cut security costs by over $300,000 (33% of budget). Directed and performed an internal investigation of equipment theft that led to apprehension of two employees and return of more than $50,000 in equipment. Revised emergency evacuation plans for over 3,000 employees in 900,000 square feet of building space and developed a security education program that was highly regarded as setting the industry standard.
July 1988 to September 1988. Intelligence Operations Specialist, excepted appointment, GS-0132, Grade 11. USAINSCOM, MI BN (S), 902D MIG, Direct Support Detachment, Fort Meade, MD, with assignment, Fort Douglas, Utah. Functioned as a security advisor, operations security specialist and counterintelligence (CI) special agent with major emphasis on dedicated tailored operations security and CI support to installations, activities and operational sites wherein highly sensitive Department of the Army/Department of Defense programs and activities were being researched, developed, tested, evaluated, implemented or discussed. Provided CI support for different treaty agreements and performed liaison with all Federal, State, and local agencies.
April 1968 to April 1988. US Army, Honorably Retired, SFC/E7, Military Intelligence CI Special Agent and Administrative Supervisor. First Sergeant and managed/supervised 5 military Counterintelligence (CI) Special Agents, including having the detachment’s administrative responsibilities. Provided direct support to US Missile Command, Corps of Engineers, Strategic Defense Command and Intelligence and Security Command programs, to include, threat and vulnerability assessments, hostile targeting profiles, pattern analysis, discreet relationship studies and conducted research of intelligence methods. Advised project managers concerning security of test programs, hostile intelligence interests and necessary countermeasures, which included, providing hostile intelligence and security awareness briefings to government and contractor personnel. Designed and implemented classified equipment movements from port of entry to the customer, developing effective operations security countermeasures and surveillance procedures to attain objectives. Conducted security investigations and evaluations of sensitive programs and test activities. Evaluated the security posture of supported activities, analyzed hostile intelligence capabilities, identified operational vulnerabilities, recommended effective countermeasures and implemented new security measures. Constantly communicated and worked with the Defense Investigative Service (DIS) to facilitate implementation of an industrial operations security program. Established and refined a non-operational CI section. Developed and managed a local Military Intelligence Applicant Program, where I completely revised the entire local application process and counseled prospective applicants concerning procedures and options in the Military Intelligence field, resulting in very qualified candidates.
April 1981 to May 1985. Detachment Commander, US Mission Berlin Security Detachment and Acting Regional Security Officer, US Mission Berlin (Department of State) Berlin, Germany. Detachment Commander responsible for directing 2 managers responsible for over 30 security personnel. Assigned to a special duty with the Department of State directly responsible and accountable for all aspects of physical security, protection of personnel, safeguarding of classified material and equipment, developing and implementing emergency action plans, building access controls, including, the issuance and submission of security violations and incident reports. Evaluated and supervised, in cooperation with advance security teams, pre-security procedures and transportation routes for visits of US and Foreign Dignitaries, such as, President Ronald Reagan, Vice-President Bush, Secretary of States and many Congressional Delegations. Was engaged in continuous liaison with US Secret Service, US Intelligence Agencies, US Mission Public Safety Office, US Provost Marshal and all local intelligence and law enforcement agencies. Coordinated directly with State Department Regional Security Officers in Bonn, the Embassy in Warsaw, the Embassy in Russia and the Embassy in East Berlin, concerning security issues, investigations and violations, including resolutions. Advised the US Ambassador, US Minister and US Commander Berlin on pertinent security/terrorist issues. Developed an interview procedure and conducted psychological profile interviews with prospective applicants for security duty with the US Diplomatic Mission. Wrote and implemented the first Memorandum of Understanding between the Department of State and the US Army Europe delineating the operational and support responsibilities for the US Mission Berlin Security Detachment. Designed, managed and supervised the building of facilities for the security personnel, which included, single rooms for each, a complete commercial kitchen, workout and training rooms, formal and informal dining areas, TV room and detachment bar to entertain US Mission (State Department) employees. Continually revised security procedures pro-actively for the US Mission, which included the US Consulate, a quadripartite facility, the Berlin Air Safety Center, staffed by American, British, French and Russian personnel and other facilities located throughout West Berlin.
