Accomplishments:

Developed and implemented integrated Program Management Program by which the FBI established investigative, resource allocation, and budget priorities. Coordinated all division leadership, investigative, intelligence, and administrative personnel in development, implementation, and assessment of process by which data was obtained, analyzed, and assessed. Led efforts to develop strategies to reduce the risk posed by prioritized threats and developed and implemented process to assess progress of implemented threat mitigation strategies. Tasked to address grievance based violence that could impact workplace, educational institutions, or public. Conducted extensive research and analysis of individual and grievance based threat indications, identified primary cause of large scale violence impacting public attributed to a combination of an individual’s mental health status and presence of a grievance. Developed actions and strategy to educate, address, and prevent grievance based violence. Implementation of this effort to educate and inform resulted in proactive implementation of state-wide strategy to address individuals with propensity to commit large scale acts of violence, This initiative served as a best practice and replicated nationally.

Led team to enhance proactive and reactive postures of New Haven Division with private sector and academia within Connecticut. Assessed private sector and academic components, and cyber attributes results and identified those private sector and educational entities whose business, technology, and cyber attributes resulted in their being vulnerable to cyber and national security threats. Established profiles for private sector and academic components and enhanced liaison to provide specific intelligence information as to their cyber, physical, work safety, and other vulnerabilities.

Established protocols by which intelligence and threat information shared and disseminated to private sector, including details related to each identified threat, along with recommendations for mitigating risk posed by identified threats. Effort resulted in stronger relationships between the FBI, private sector, and educational institutions.

Enhanced effectiveness and efficiency of New Haven Division by restructuring and reallocating resources. Restructured all operational and intelligence personnel to a Threat Team structure to include teams of Special Agents, strategic Intelligence Analysists, tactical intelligence Analysts, Task Force Officers, and other pertinent job families. Resulted in a more streamlined, focused, effective, and efficient resource allocation process. Based on implementation of Threat Team concept, significant improvements in threat and risk mitigation, cost savings and efficiency of operations were realized. Efforts recognized as a best practice and serve as national model.

As a result of background and experience in critical incident responses and crisis management, led efforts addressed at Sandy Hook Elementary School on 12/14/2012. Worked with Connecticut State Police counterpart and took initiative to provide command and control to initial response and tactic al resolution at school and led assessment, oversight, and mitigation of crisis. Achieved an effective and efficient resolution to crisis and efforts were recognized by FBI Director and other law enforcement executives.

Inspector, Office of Inspection, Inspection Division – 03/2017 to 06/2010

Senior Executive within Office of Inspection, Inspection Division. Oversaw compliance audits of FBI field offices, FNIHQ Divisions, and global Legal Attaches to identify best practices, provide operational leadership, organizational performance reviews, and address risk to ensure effectiveness and efficiency of FBI programs. Conducted Security Risk Assessments, Information Security Assessments, and complex program and financial audits. Conducted Internal Investigations of employee misconduct and addressed program and investigative requests from Congress, the United States Intelligence Community (USIC), and Department of Justice (DOJ).

Accomplishments:

Placed in charge of a team to fully assess FBI’s inspection Process for field offices, Legal Attaches overseas, FBIHQ Divisions, and corresponding investigative, administrative, and intelligence programs. Assembled teams and assessed data collected from interviews, previous inspection reports, outside vendor assessments, business leadership analysis, ad intelligence. Identified significant areas for improvement in FBI’s Inspection Process. Developed and implemented a new enterprise-wide inspection process, based on risk assessment, which increased effectiveness and efficiency. Provided leadership to overall implementation and assessment of new process. Efforts resulted in millions of dollars of cost savings and an overall methodology and process which provided significant qualitative assessment of FBI program and individual performance, as well as means by which to improve overall enterprise-wide performance, effectiveness, and efficiency.

Created and implemented a new method to assess performance of FBI Executives. Developed a team of executives and leaders, as well as business and academic leaders, to identify and assess current process, identify gaps to improve, and means by which to create a more effective, efficient, and accurate executive Performance Plan and Appraisal system. Created a new methodology which included a 360 degree assessment of leadership impact and performance. New system was implemented and included numerous data points for analysis to more accurately gauge executive performance and function. Process served as best proactive for other federal agencies and resulted in an enhanced process by which senior executives selected and assessed.

At request of FBI Director and DOJ, provided senior executive oversight to a highly publicized investigative effort into activities and actions of USIC in international arena. Conducted significant internal interviews within USIC, both domestically and internationally, and worked with congressional committees to coordinate investigative activities and analysis of information and intelligence. Overall investigative effort was concluded with reports provided to Congress. Resulted in USIC member organizations changing policy or procedure to conform to identified deficiencies and recommendations as provided.

On Scene Commander – Afghanistan – Counterterrorism Division, FBIHQ 05/2006 to 10/2006

England region. Accomplishments:

Played a critical role in coordination, deconfliction, and enhancement of National Security and Intelligence investigations with federal, state, and municipal law enforcement and intelligence agencies across New England region. Spearheaded efforts to gain a full understanding of manner in which national security investigations and intelligence information and coordinating and deconflicting investigative activity. Developed an intelligence sharing plan along with enhancements made to FBI-led Joint Terrorism Task Forces in each state, using input from each partner agency. A significant increase in effectiveness and efficiency of national security investigations and investigations across the New England region was realized.

Tasked to lead efforts of a multi-agency task force focused on investigating, locating, and apprehending a well-known leader of a large scale Boston criminal organization. Identified commonalities and concerns mutually shared by member agencies and task force personnel and identified areas of improvement. These efforts resulted in an effective and efficient allocation and prioritization f resources which eventually resulted in the fugitive being located, apprehended, and convicted.

Supervisory Special Agent – 09/2001 to 08/2005

Provided oversight, administration, leadership, and supervision of an International Terrorism squad and corresponding personnel.

Accomplishments:

Tasked to provide leadership, guidance, direction, and supervision to events of 09/11/2001, terrorist attacks as they pertained to state of New Jersey. On 09/11/2001, reported to Newark Division to supervise a field squad investigating Colombian drug trafficking organizations. Based on background and experience, immediately assigned to coordinate division’s crisis management response and corresponding investigation since 15 of 19 hijackers lived in New Jersey, and all aspects related to United Airlines Flight 93. Leveraged past leadership experience, specifically in critical incident response and crisis management.

Provided leadership, guidance, and direction to a significant international terrorism investigation with numerous foreign intelligence services. Supervised an international terrorism squad and investigation into criminal and terrorist activities of a significant terrorist organization. Secured commitment and participation for a world-wide investigation and undercover operation conducted in a sensitive foreign country, which disrupted criminal and potential terrorist activity, and resulted in arrest and conviction of organization members.
