As a contracting officer with the Federal Emergency Management Agency (FEMA) Headquarters in Washington DC, I worked at a high – never ending – pace. During my main position I supported several offices within FEMA – Office of the Chief Financial Officer, Office of the Chief Information Officer, Office of Civil Rights, and the Office of the Chief Council Office to name a few. I carried the bulk of the workload for these offices; however, I delegated some of the work to six (6) contract specialist to train and lead them into becoming more accomplished professionals in their field. The things I pushed them in was to become more familiar and efficient in researching the Federal Acquisition Regulation (FAR). I communicated any discrepancies with requirements packages to program offices / requiring activities submitting the documents, the contract specialists that were assisting me with the acquisition process, and with senior leadership if they had questions after being engaged by program offices / requiring activities. I was normally reached out to by leadership if there was a requirement that needed an expedited turn around. Over the 5 years I worked and administered contracts on an average value of $109,476,702.27 per year for the 5 years ranging from $12M to $189M.

10/2018-05/2020 Progam & Management Analyst / Customs and Border Protection / 1300 Pennsylvania Ave. NW Washington, DC 20004 / GS-0343-13-06 / $115,699.00

I performed the duties as a Budget Officer and Budget Analyst. I transferred funds from one account to another account between program offices. I loaded funding into the system [Systems, Applications, and Products (SAP)] so contracting could attach the funds to contracts being awarded in support of the office I was in. I further loaded funds on to government purchase cards, so program offices could make micro-purchase threshold purchases.

08/2009-10/2018 Contracting Officer ($250M) / U.S. Army Intelligence and Security Command /

8825 Beulah Street, Fort Belvoir, VA 22060-5847 / GG-1102-13 / $109,000.00

While with the Army Intelligence and Security Command (INSCOM) I held a Top Secret/Sensitive Compartmented Information security clearance with a Counterintelligence Polygraph. I worked on contracts that supported Army units on a worldwide basis. I worked on contracts that provided aviation maintenance in South Korea to working on contracts that provided linguist support in every hot spot around the globe. I worked on requirements for the 1st IO (Information Operations) Command, the INSCOM Headquarters G-1 (Admin), G-3 (Operations), G-4 (Logistics), G-6 (Command / Control / Communications / Computers), G-7 (Info Operations), 902nd Military Intelligence (MI) Group, 308th MI Battalion, and the Army G-2 (Intelligence). When I left INSCOM I was responsible for 16 contract actions for an estimated value of $185,076,718.00.

05/2007-08/2009 Contract Specialist / Mission & Installation Contracting Command (MICC) /

9410 Jackson Loop, Fort Belvoir, VA 22060 / GG-1102-9/11/12 / $73,100.00

Denese Henson 703-***-****

Contract Specialist with the MICC that worked a lot with the Directorate of Public Works (DPW) on renovation and excavation requirements. Worked with the Directorate of Information Management (DOIM) on Garrison IT (service and supply) requirements. Worked with the Base Chaplin’s office on service buys for Chaplin, Reverend, Rabbi, etc. support. And, worked with the U.S. Army Walter Reed Army Medical Center on miscellaneous service and supply buys. Here is where most of my OJT and DAU learning took place. Completed Contracting DAWIA Level II Certification during this time frame, and continued to support customers at levels beyond their expectation. My work impressed Leadership and Management so much during this time, that one year later the other Division Chief came and found me, and offered me a GS-11. And, the following year, I made the 12 list, and the Division Chief that lost me the previous year, came and offered me a GS-12 to bring me back to that Division. Here I was introduced to writing combined synopsis/solicitations, and requests for quotes.
