BACKGROUND
Over thirty-five years’ experience as a law enforcement professional and subject matter expert of which twenty plus years have been as a Federal Bureau of Investigation (FBI) Special Agent, and ten years as Police Detective/SWAT Team member/Patrol officer. Nine years as a Supervisory Special Agent in various managerial positions with FBI in the Counterterrorism, Criminal and Intelligence programs. Upon retiring from the FBI, employed in leadership/consultant roles supporting the FBI, U.S. Department of Defense (DoD), law enforcement communities and private sector partners.

•Served as an Inspector-in-place with the FBI’s Inspection Division responsible for conducting investigations of alleged violations of FBI Code of Ethics, Standards of Professional Conduct and rules/regulations matters of FBI personnel.

I served as the Lead Principal Instructor for providing training to Saudi Arabia's Armaco Oil Company Mid-Level Security Managers for over a year. DOD contract support to USJFCOM/JCD&E (J9): Served as Project lead, Deputy Project lead and in other leadership roles on U.S. DoD projects addressing Warfighter’s challenges being faced by the U.S. military services, coalition and multinational partners. As Project lead, I have provided life-cycle support to the projects assigned, from proposal support to contract close-out. Served as a TASC Faculty Security Officer working closely with contractors and other Security personnel in the construction and occupation of the new workspace to include limited access points, storage of confidential documents supporting USJFCOM mission operations.

Supervisory Special Agent: Served as squad supervisor/intelligence program coordinator for the Field Intelligence Group (FIG) squad. I managed a team of twenty-five personnel. Authored policy changes to the intelligence program that streamlined the daily collection, analysis and processing of raw intelligence gleaned from various investigative activities both within and outside the FBI. I worked extensively with the counterintelligence, counterterrorism and criminal programs in lead and support roles to on-going investigations and efforts.

Supervisory Special Agent: I served as squad supervisor/ Domestic Terrorism (DT) program coordinator for the Tidewater Joint Terrorism Task Force (JTTF). I supervised a team of twenty-seven personnel. I provided advanced investigative leadership and expertise in the handling of criminal and counterterrorism investigations, ensuring all investigations covered all logical leads, and were completed in a timely manner. I ensured all JTTF personnel developed HUMINT counterterrorism and threat intelligence. Utilized Command Post training/experience in developing, managing, and operating command posts and National Special Events throughout the greater Hampton Roads area. I managed reactive response assets to counterterrorism threats to include WMD, hazardous, explosions and other potential incidents with a nexus to counterterrorism activity. I supervised the Weapons of Mass Destruction, Bomb Technician, Critical Infrastructure, and Domestic Terrorism intelligence sub programs.

Supervisory Special Agent: Served as the Domestic Terrorism Operation Unit supervisor and National program manager for DTOU sub-program. I worked closely with the WMD Operations Unit and Counterterrorism Preparedness Unit in coordination and support to FBI field offices and interagency needs. I worked closely with federal, state and local interagency partners to include the National Joint Terrorism Task Forces (NJTTF), National Counterterrorism Center (NCTC), various state Fusion Centers, Terrorism Financing Operations Section (TFOS), to combat terrorism activities and funding.

Supervisory Special Agent: Served as a Strategic Information Operation Center (SIOC) team supervisor for the FBI’s 24/7 global watch, communications and crisis operations center. Responsible for daily interagency information and intelligence exchange between other 24/7 Federal agencies, as well as state, and local law enforcement, both within CONUS and OCONUS in furtherance of USG and DoJ interest. I worked closely with all FBI investigative programs, maintaining enterprise-wide situational awareness and provided FBI leadership with strategic information. I supervised and managed crisis response assets in support of developing matters in the United States and globally.

Special Agent: Initiated, worked and managed investigative cases in the Criminal, Counterterrorism, and Counterintelligence programs in two field offices resulting in significant arrests and prosecutions of targeted subjects. In Newark NJ division, worked across the criminal and counterintelligence investigative programs. Worked on several long-term Undercover Operations (UCO), targeting Criminal subjects involved in Criminal Enterprise Organizations. My training and experience allows me the ability to identify, extract, and analyze a large volume of information, communicate this information accurately, in a timely manner, and provide viable courses of actions. My experience also includes planning and conducting highly complex and extremely sensitive investigations working jointly with interagency, the IC and DoD critical mission partners. In Atlanta Division, I worked on several highly successful Domestic Terrorism (DT) cases which resulted in the arrest of key leadership and the dismantlement of a violent DT groups targeting state and local law enforcement.
Anne Arundel County Police Department, MD; September 1977–April 1987
Police Officer/Detective; I served in Patrol Division, Special Operations Section (SOS), and Criminal Investigative Division (CID). I served in the police departments’ Patrol Division handling a variety of police response to crimes and investigations. I served in the SOS and was certified as Quick Response Team members (QRT), the police department’s SWAT team, which I served for five years receiving two Distinguished Unit Service Citations for hostage rescue. Promoted to Detective, CID, investigating a variety of criminal violations. Served as a member of the 1984 Olympics protection detail for the International Olympic soccer teams qualifying in Annapolis, Maryland for the Los Angeles Summer Olympics.
