STA - Senior Tech Advisor - Leonie Industries - Kabul, Afghanistan - Program managed high visibility classified project constructing cellular network over 20 forward operating bases. Conducted weekly high level VTCs and briefings to general officers, staff and coalition forces. Worked with primary vendor

(ManTech) to ensure project was FOC (fully operational capable) to meet mobile to mobile timetable and within budget. Ensured all reports were submitted on time including quarterly Congressional report on project status, SITREPs and weekly Brigade PP briefs. PMO Forward ITT - Established Project Manager Office Forward to follow upsurge of troops and contractor personnel into Afghanistan. Interacted with all levels of military commands representing ITT corporation, employees, organic staff and capabilities. Problem Manager ITT - Briefed and prepared the ORR (Operational Readiness Report) to Brigade Commander (160th Signal Bde) and General Officer level command. Report covered operational status of 54 bases spanning 6 countries.

Area Manager ITT - Marines West, Iraq - Manager over all ITT assets and personnel in augmentation support of all Marines Forward in Iraq. Sites include Fallujah, Al Asad and Taqaddam (TQ) and FOBs

(Forward operating basis). Work closely with 1st MEF and G6 Commander and staff to establish and maintain commercialization communications systems on a 24/7 basis. Direct reports include five (5) Site Supervisors. Mission includes maintenance and installation of new circuits, NIPR and SIPR accounts, IGX, Help Desk, Network Administration, Systems Administration, TCF and build out of over 100 miles of fiber network including termination.

Site Manager - Bagram, Afghan - Operations manager of over 100 technical and management personnel supporting the 25th Signal Battalion and 580th Signal Company in their mission with OEF and Coalition Forces. Two active nodes are provided including Satellite links to the USA and real time communications systems. NIPR and SIPR subscribers exceeded 20,000 accounts. Staff sections include the Help Desk, OSP, HTMT, NA/SA Office, TCF, IGX/SL100 and generator support. The FOB HUB services 5 active FOBs (Forward operating bases) with switching,. Worked closely with Battalion S-3, NSC, J6 and JOC to service all base communication needs. Scheduled and implemented ASIs to insured site is not in Hazcon condition. Two Site Deputies and 9 Leads were direct reports. Mgr. Network Development/Installation/ISP - Responsible for day to day (24/7) hours network infrastructure operations. Engineered AT&T’s/TCGs new node construction, common space & POPs to include all mechanical, architectural and AC/DC power requirements. Provide environmental support for Private Line, Switching, and Data Groups. Maintain and administered security systems for all buildings. Supervised staff of 23 project managers and consultants in support of Dallas/Ft Worth network builds of sonnet equipment and power plants. Contracts manager. for all support resources. Coordinated interconnect agreements with Broadband and BOC’s in support of Local Network Services. Developed installation teams required for the installation of ISP fiber, copper and coax riser, transport equipment, switch expansions, DSX installations and routers. Initiated the Node Improvement plan to NVT standard. Installation Planner for Nokia's Telecom Engineering Service Center. Develop engineering standards for GSM technology for U.S. implementation. Develop major project implementation plans for BTS, BSC and MSC utilization. Provide and establish documentation and liaison services. Plan subcontractor selection, contract review and project support. Garrett and West Consulting Central Office Engineer for MCI’s FDE Group. Engineer and process all space allocation requests supporting 32 terminals and junctions in Virginia, West Virginia, Del. and Washington D.C. TSCC - Owner - Program Manager for CyberTel Cellular’s network in St. Louis, Mo. As General Contractor for contract personnel, employed a team of specialized personnel including radio techs, field engineers, installation and warehousing in the execution of a seven site RSA (Regional Service Area) build throughout the state of Missouri.

Applications Engineer for DSC’s Field Operations Group. Provided detailed installation specification packets EF&I (engineering, installation, and materials) for Tandem switch installations. Coordinated and implemented switch installations and provided project overview. Developed first spread sheet standards for installation, applications engineering and installation materials supporting products and services. Created state of the art time and cost breakdowns of implementation events. Proposal Manager - Developed DSC’s first comprehensive Pricing Guide for its Customer Service Organization. Pricing strategies included firm and budgetary EF&I quotes for all products, third party maintenance, and services. Developed initial RFP “boilerplate” responses for DSC’s Service Marketing Group. Published a customer service sales guide outlining service products and budgetary pricing. Developed and implemented an Automated Quote System for EF&I pricing. Projected Managed all metropolitan construction activities for MCI’s Light Wave Systems Group for the eastern United States. Included sub-contractor selection, contracts administration and certification, inside and outside plant fiber system design, R.O.W., coordination with locales, project documentation and budgeting.
