Duty 1 (Foundational skills)
The incumbent performs substantive mission-oriented work in a Recovery Service Center supporting multiple aspects of delivering the Individuals and Households Program. This support encompasses programs and projects designed to aid individuals and/or communities by providing disaster support and delivering disaster assistance to events such as: intentional and/or unintentional crises, disasters, other humanitarian emergencies, hazards, or natural and man- made/technological (chemical, biological, radiological, nuclear, high-yield explosives) disasters. Work performed by the incumbent includes applying knowledge of recovery programs to provide advice, guidance, and interpretation on a variety of recovery issues. The employee also assists senior specialists work problems that can be complex, controversial, and in a precedent setting. This can include assisting with the development of recovery policies, plans, and procedures. Duty 2: (Registration Intake/Help Line)
Utilizing effective oral and written communication, the incumbent interacts directly with disaster survivors and other stakeholders in a contact center environment and/or through face-to-face interaction. In doing so, the incumbent typically:
● Registers disaster survivors for individual or household assistance following nationally- declared disasters.
● Assists disaster survivors by providing knowledge and advice about programs and services that are available.
● Assesses the needs of disaster survivors and provide referrals and recommendations to appropriate disaster programs that are coordinated among Federal, state, local, territorial, non-governmental organizations, and the private sector as appropriate.
● Collects, compiles, verifies, and reconciles data information provided by disaster survivors.
● Uses computer software to record and retrieve appropriate applicant data and responses.
● Determines the status of applications for assistance by researching case information in NEMIS.
● Works specialized lines of business to assist survivors with matters related to topics such as Recoupments, Transitional Shelter Assistance (TSA), Teletype (TTY), or other mission areas as assigned. Duty3: (Casework)
The incumbent will perform an intermediate range of casework functions following established guidance to gain experience towards working increasingly difficult assignments. This involves the application of policies and procedures in tasks such as FEMA Manual Determinations, advanced document indexing, appeals, special handling, and other case working queues as directed. Additionally, the incumbent identifies and resolves any barriers to case processing or unusual applicant requests or, as appropriate, refers these to higher-level employees or to their immediate supervisor.
