+1-518-***-**** ********@*****.*** Seattle, WA / New York, NY www.linkedin.com/in/harsh-seth As Senior Software Engineer and Tech Lead with over a decade of experience. Led high-impact projects across service design, architecture & implementation, infrastructure automation, and system reliability:

- Building internet-scale platforms for malware scanning-as-a-service, PKI WebTrust auditing, and driving “move left” and

“lift-and-shift” initiatives.

- Deep expertise in microservices, large-scale data pipelines, and advanced automation. Specialization in streamlining workflows and modernizing application stacks.

WORK EXPERIENCE

Senior Software Engineer/ Tech Lead, Bloomberg, New York, NY May 2024 – Present

• Led an organizational initiative to migrate critical services from Windows Server and legacy SunOS hardware to a modern Linux environment.

o Directed the rewriting of microservices utilizing .Net 8 and Python, emphasizing improved performance, scalability, and maintainability.

o Led the organization away from reliance on Stored Procedures and MS SQL Server, strategically guiding teams towards stateless, workflow-oriented architectures where appropriate. Fostered a culture of quality by mandating and implementing automated Chaos, Load, and Basic Validation Tests (BVTs).

• Drove an organization-wide initiative to integrate IAM identities across services and workflows. o Led the complete overhaul and re-architecture of internal HR tools for talent management and talent acquisition.

• Directed efforts that resulted in increasing system reliability to "five nines" (99.999%) through strategic introduction of modern application stack and targeted performance tuning of identified bottlenecks. o Led a comprehensive overhaul of existing metrics, logs, and automated actions with focus on improving the quality of life for on-call teams.

o Decisive leadership in implementing solutions that enhanced system visibility and reduced operational burden. Senior Software Engineer, Dell, Seattle, WA June 2021 – April 2024

• Led the Ops automation and workflow process workstreams for DevOps and No-Ops teams: o Designed pipelines to perform Infra Actions on Clusters on Demand. Implemented new standards for Telemetry and logs to be consistent across dev teams and orgs. Language, platform and vendor (Dynatrace, NewRelic) agnostic models for metrics and logs and ingestion.

• Led the team for design, architecture, scope, and implementation of infra-automation workstreams: o Implemented the initial MVP for RBAC-As-A-Service solution. Enabled self-serve for namespace creation for developers/ owners. Integrated with JIRA and Service now to provide end-to-end tracking and auditing. o Led the effort to move all namespace configs to GitHub based repo and Jenkins pipeline. Removed the need to manually edit Yamls and/or maintain versions in DBs.

o Implementing JIT elevation as-a-service for SREs that would be tied to open incident(s).

• Led the transition of entire org to use independent, reproducible and stamp able CICD stack using Jenkins and GitHub. Reduced lead time from one sprint to a few hours to get a net new business-vertical team setup with their own stack for code and pipelines and dev environments.

• Implemented polyglot code-templates to enable devs to get on-click sample microservices in Java, Python and Go with their associated CICD pipelines and deployments with relevant permissions and configs. o Enabled individual orgs to avoid duplicate efforts and reduced tribal knowledge.

• Designed and developed various aspects of a highly resilient and highly available private cloud platform. o Designed and developed Storage as a service offering for Apex Marketplace by Dell. Designed a new workflow “as-a- service” offering based on Temporal.

Software Engineer 2, Microsoft (Azure), Redmond, WA Aug 2015 – April 2021

• Led the transition of entire org to use secure-tenant Azure subscriptions which resulted in separate identities for Corp vs Prod resources.

o Transitioned to use Azure KeyVault for secrets and service principal authentication as part of the migration.

• Architected, designed, and implemented a hybrid solution (cloud and ring0+2) for next-gen WebTrust and PKI auditing requirements:

o Led feature design using Microservices-based architecture handling a sustained load of 15 million msgs/hr with an avg. payload size of 150kb per msg.

o Built a solution to audit end to end CI/CD supply chain, firewall and machine activity (Ring0+2 on-prem and Azure). o Designed an ETL service to ingest, normalize, and reliably index and store WebTrust Audit data for the next 30+ years @ 15 mil messages per hour.

o Implemented service for auditing request tx messages, with custom load balancer, partitioning scheme, and storage.

• Designed, implemented, and integrated cloud services to support big data collection, processing, and real time detection of PUA/Malware/ (Scan as a Service)

o Wrote highly available and scalable ServiceFabric micro-services, to determine whether a file is clean or malware. o Used a hosted dynamic rule-engine based on Lua abstraction layer to query various types of remote systems and storages. o Freed up developers and gave more flexibility to PMs to edit Lua rules for business logic directly. o Habndling enterprise and consumer Microsoft products (including Defender, Office, and others). o Serving over 0.7 billion clients worldwide, with avg sustained load of 3 mil/hr.

• Moved common core services and libraries to next gen telemetry framework (Geneva, bond files). o Reworked metrics and logs to be based on primitive types and introduced box plots for day-over-day SLA analysis. o Currently able to handle 50 mil metric events/hr and 10 mil warm-path-logs/hr with an SLA of <1min for metrics and

<5mins for logs. Median data loss of less than 0.01%. Senior Associate, LiquidHub Inc, Philadelphia, PA Feb 2015 - Jun 2015

• Developed a webapp called ScreenerBuilder that allowed a non-technical user to build a screener, protocol-flow study, and questionnaire. Implemented a logic builder engine for generating surveys. Engineer, Susquehanna International Group, Philadelphia, PA Jul 2014 – Jan 2015

• Used Data Mining for generating trends and alerts in system behavior to increase business opportunities for Trading teams. Used Python for predictive monitoring.

• Implemented parsers in both Python and C++ to get direct market data feeds from exchanges (CBOE, Amex, PHLX) into in-house analysis tools.

• Designed applications for monitoring trading activities and Out-Of-Market reports for use by Compliance and other business teams. Wrote apps to compare market data (option prices, quote volumes) to in-house generated quotes. Software Engineer, GlobalFoundries US Inc, Albany, NY Jul 2011 – Jun 2014

• Implemented a service for statistical analysis (one-way anova-functions, correlations) that was faster than commercially available solutions (AceXP, PDF).

• Designed a Fab-specific grading solution for wafers and semiconductor processes and correlation engines for tool-chamber and yield analysis. Reduced turn-around time for yield engineers from 2 hours to few seconds. SKILLS

EDUCATION C#, Java, Python, .NET, Azure, ServiceFabric, Kubernetes, Docker, WebTrust, PKI, C/C++ (Prior Experience), Splunk, Dynatrace, Jenkins Master of Science in Computer Science, SUNY, Albany, NY May 2011 Bachelor’s in Computer Science & Engineering, Amity University, Noida, U.P., India May 2009
