Summary of experience: Excelled in the telecommunications and IT space for 30 years. Career began in 1994 and advanced into leadership positions within the same company until August 2011. The company was purchased and acquired twice over my career, through which I was able to continue advancing in rank and scope of responsibility. In 1999 I began my experience and expertise in government contractual space. In 2012 moved into consulting roles where am able to serve the Federal Government with my extensive telecommunications knowledge. Worked with HHS Contracting office to write the RFP for Health and Human Services on the EIS contract. This involved scoping the products’ required, forecasting the changes of technology that would

be needed for the term of the contract (15 years), aiding in the budgetary figures needed to make an award.

Contributor to the Management and Operations requirements in the RFP. Primarily focused on the Ordering, Reporting, deliverables, User entitlement, and Key personnel requirements.

Health and Human Services has an objective to automate and optimize their business operations in the telecommunications space. As part of this effort:

Conducted market research on behalf of HHS to identify the qualified vendors who have a commercial off the shelf solution that will aid in consolidating multiple programs and optimizing the telecommunications business operations for HHS

Ensured the business case and all needed documentation was constructed and communicated to provide the necessary information for a Request for Proposal to be issued on the GSA schedule

oAs part of constructing the business case the implementation plan and transition plan had to be overlaid to ensure optimum benefit and least risk was being realized

oPartnered with the government to outline all requirements in the Statement of Work so a Request for Proposal could be issued

oServed as a Subject Matter Expert (SME) to the evaluation panel during the proposal evaluations

Led the development and compliance of the Management and Operations Solution (MOPS) for the Networx program.

The management and operations solution provided the ability to order and bill the services under the Networx contract. This included inventory, reporting and trouble handling procedures and applications.

Interfaced with internal IT organizations to represent the requirements to develop and enhance the MOPS solution. Responsible for managing an approximate $20M annual budget allocated for capital cost.

oRequirements came from the contract which included the core Request for Proposal (RFP) plus all contract modifications

oStatements of work from government agencies generated requirements. Managed IT assessments to do the development and ensure the proper funding was in place

oKey role in interfacing with capital planning and making clear return on investment statements Requirements also came from the operations organization. The solution ensured operational costs of doing business were kept to a minimum

• Responsible for testing the new functionality, as well as, managing any defects found

• Interfaced with the agencies and the General Service Administration (GSA) to ensure all contractual issues were addressed

Responsible for ensuring a MRC of $274k was realized for maintaining the support systems as stipulated by the contract

Managed the development and direction of the applications required by the FTS2001 contract

Responsible for maintaining the system’s security by monitoring and administrating users’ access
