Thank you for taking the time to read my Resume and possibly consider me for the Construction Manager position you have open. I believe my skills and vast experience, in many facets of Construction Management including:
Government, K-12, Higher Education, Office Construction and TIs, National Retail and Hospitality, Multi-Family (including Low-Cost Housing), Mixed Use, Call Centers. and Biotech TI’s; might fit your needs.
Most of my work over the years has been from the design start of the project (including working with governments on permitting), through bidding, managing the construction, working with clients and designers, scheduling, insuring all close out requirements are met, and accounting for the project is complete and correct.
For about the last 20+ years my role has not only been that of individual job Project Manager, but more of a Director and Team Leader. In that role, I have managed groups of PM’s and other team members doing multiple projects at the same time. I think one of my major strengths is mentoring new PM’s as to how construction management is done, and helping them when any concerns come up.
Frank is a highly accomplished, forward-thinking construction management professional with extensive experience in all phases of construction. He has consistently shown the ability to successfully complete difficult projects on time and within budget. He is a particularly skilled communicator who excels at working directly with owners, architects, consultants, governmental officials and contractors. Frank’s Public Construction Management experience includes multiple projects as Account Executive for the University of California, Santa Cruz; as Project Director for the Cumming team managing multiple projects for Pajaro Valley Unified School District, including the building of new High School Sports Fields; and the Mountain View Cultural Center new construction and renovation project. Frank has spent the last year as a Part-time Construction Manager Consultant, and is looking for new employment.

Directed Project management assistance in the renovation of new walls, floors, major utility and equipment relocations for the Central Fire District Repair building, int the County of Santa Cruz, CA. He was responsible for oversight of all activities involved in project including: review of design, engineering, fabrication, and installation. Managed weekly meetings and maintained meeting minutes. Position included being responsible for project budget and schedule, and communication liaison between client/Central Fire District and designers, fabricators, and installation teams. Starting in 2017, Frank served as the Project Director managing a team of 3 PMs for an $18 million LEED Silver City Community Center with new ground-up construction and renovations to existing building; including roads, parking, infrastructure and new stop light installation. Work was completed in spring of 2019. Additionally, as the City’s on-call construction management firm, Frank managed the Cumming team for a new renovation of the fourth floor of the City Hall building, as well as upgrading emergency IT infrastructure on all seven City Fire Stations. University of California, Santa Cruz, Santa Cruz, CA 2016 to 2023 Serving for 7 years as Projects Director, Frank has brought cost-effective solutions to the clients’ most challenging capital project needs. He completely managed an $8 million, 130,000-sq.-ft. office TI for UC Santa Cruz Administrative offices; from pre-construction through completion, as well as pre-construction and design work directly for UC Santa Cruz Construction on the $11 million seismic upgrade of two buildings. Frank also managed for 5 years a team responsible for the $60 million upgrade of six major telecom and data infrastructure systems for over 50% of all campus buildings. Pajaro Valley Unified School District, Bond Projects and Sports Field, Watsonville, CA 2019 to 2021
Cumming won a three-year contract for our project management, cost, and scheduling teams and Frank directed all for the District’s summer bond construction projects as well as the Pajaro Valley High School Sports Fields project; and a new $14 million construction of new 2,000+ seat stadium, all-weather track, football field, and new softball fields; completed in March 2021. 4DMT Therapeutics Laboratory, Emeryville, CA 2020 to 2022 Frank served as the lead Cumming Project Manager for an $11,000,000, 12,000 SF R&D and GMP Lab TI with construction starting in June 2021 and completed in May of 2022.

Multi-family and Mixed use:
Meadowview Apartments, Watsonville, CA 2017 to 2024 Frank and his PM team supervised the exterior weatherproofing and design renovation for twenty-four eight room apartment buildings, with construction starting in November of 2019 with phased completion the end of 2024. Frank and his team have been and are also working on other projects owned by the Lester Group on their Northgate and Evergreen affordable housing apartments, as well as a projects in their Westridge Business Park.
The Parc at Pruneyard, Apartment Complex Interior & Exterior Renovations, Campbell, CA 2017 to 2019
Serving as Director, Frank managed a team of project managers, cost analysts, and schedulers for Parc at the Pruneyard, a complete interior and exterior $39 million renovation of a 246 apartment complex, including complete room and club house interior and exterior renovations, as well as adding six elevators towers, and two new lobbies. The project was completed in summer of 2019.
Revere Apartments, Tenant & Interior Improvements, Campbell, CA 2018 The project included tenant and interior improvements to the boutique Revere Apartments property in Campbell, California. Frank oversaw team management of design, approvals and interior construction for a new office space in this mixed-use building, completing the project in the Fall of 2018.
Working For Bryson Burns Construction, Inc., San Jose, CA 2014 to 2016 As Senior Project Manager, Frank managed a number of project management and estimating teams, as well as personally overseeing retail, auto dealership, and office projects. Project types included remodels, tenant improvements, ground-up construction, and shell construction projects. He was Account Representative for Lithia Motors, Retail Properties of America, and Starbucks work, and managed an intricate Shell demolition and rebuild project next to a Frank Lloyd Wright Historical building on Rodeo Drive in Beverly Hills. Frank was responsible for all design-build coordination, scheduling, project estimating, and job costing, as well as all communications with the design and construction teams.
Working for R. E. Crawford Construction, Inc., Monterey, CA 2011 to 2014
Frank was Senior Project Manager responsible for job surveying, subcontractor hiring and management, contract administration, cost accounting, and project closeout. Through intensive subcontractor negotiating and aggressive scheduling, he was able to bring multiple projects to completion on-time and within budget, including a men’s clothing store in Arlington, VA that was completed in five-and-a-half weeks in October 2001. Frank managed projects for Jos A Bank Clothiers, Cingular Wireless stores, and REI. Due to a shortage of PM manpower, he also managed two $2 million Circuit City ground-up projects and a 20-store statewide K-mart remodel program in the same six-month period. Working for Construction Solutions, Inc., Dallas, TX 2004 to 2011 Frank was responsible for all west coast Firm and project management and estimating for national retail clients, including a LEED certified Comerica Bank new-build in Austin, TX. Besides working with clients in developing TI and remodel construction processes, including testing and providing GC Licenses in 14 states. permit expediting, and discovering and training architects, engineers, subcontractors, and vendors for particular clients. Frank’s clients included Starbucks (12 stores in one year), Ross Dress for Less (12 stores in two years), Walmart (6 open store remodels in one year), and Gold’s Gym (a national rebranding of 40 gyms with a total cost of $6 million in six months). Additionally, Frank worked on Hospitality renovations for Sheraton, Hyatt, Red Roof Inn, and upgraded over 2,500 rooms for Motel 6. Additionally, In 2008 Frank was the lead PM for the Allconnect Call Center, in Lexington, KY for a new 250 person call center, working with the client and the City of Lexington Development Department on project entitlements and expediting permits, completing the project in 9 months.
