The primary goal of this program is to reduce San Diego’s dependence on imported water and treated wastewater ocean discharges. At full implementation in 2035, the program will provide 83 million gallons of water per day, representing a third to nearly half of San Diego’s water supply, and will reduce the City’s treated wastewater ocean discharges by half. Parsons, as the lead firm in a joint venture, is providing program construction management services for treatment plants and related facilities for the program. North City Pure Water projects make up the first phase of the Pure Water Program. The North City projects are scheduled to be operational by the end of 2025 and are designed to augment the City’s Miramar Reservoir with approximately 30 million gallons per day of purified water. North City projects involve diverting additional untreated municipal wastewater to the North City Water Reclamation Plant via the Morena Pump Station and pipeline. Wastewater treated at the expanded North City Water Reclamation Plant will be further treated at the North City Pure Water Facility to produce a safe, high-quality, sustainable source of water to supplement existing water supplies. From the North City Pure Water Facility, purified water will be pumped to Miramar Reservoir via the North City Pure Water Pump Station and pipeline. Miramar Reservoir is a source of supply to the Miramar Drinking Water Treatment Plant, which provides drinking water to the northern portion of the City’s service area. James is responsible for performing construction inspections, including ensuring procedures and materials comply with specifications and observing construction work in progress to ensure conformance with requirements and acceptable workmanship. Responsibilities include inspecting formwork, rebar, structural and mechanical elements, earthwork, excavation, utility installations, backfill and compaction, and testing; preparing reports; conducting document inspections; issuing notices or letters; photographing property conditions; and maintaining required records. Uses a computer database for reporting and recordkeeping.

Senior Project Inspector. City of Oceanside, Pure Water Advanced Water Purification Facility, Oceanside, California, United States. 02/2020-03/2022.

Parsons provided construction management and inspection services to construct a 4.5-million-gallon-per-day advanced water purification facility, upgrades to the San Luis Rey Water Reclamation Facility Plant 2 blending facilities, and a recycled water pump station. James was a senior project inspector for the new facility designed to produce fully advanced treated recycled water (referred to as Phase 1), with provisions to expand to an ultimate production capacity of 6.0 million gallons per day (referred to as Ultimate or Phase 2). Key components included Plant 2 nitrification-denitrification facilities, blower improvements, primary and secondary clarifier improvements, and a headworks flow meter with modulating valve. The process building consisted of a process feed tank; a pump station and strainers; ultrafiltration, reverse osmosis, ultraviolet light advanced oxidation, and product water stabilization systems; a product water pump station; and connection to conveyance piping. Also included in the project were a waste equalization wet well and pump station, a pipeline to the plant headworks, and a new reverse osmosis concentrate pipeline connection to the secondary effluent pump station at the San Luis Rey Water Reclamation Facility, chemical storage, and feed facilities.

James was a construction inspector during construction of approximately 3,000 linear feet of 42-inch-diameter welded steel cement mortar-coated-and-lined (CMCL) transmission pipeline, approximately 300 linear feet of 30-inch welded steel CMCL pipeline, one 42-inch DeZurik butterfly valve with an Auma actuator, one 30-inch DeZurik butterfly valve with an Auma actuator, two 8-inch blow off assemblies, three 4-inch combination air/vacuum valve assemblies, an access manway, one valve vault, electrical and instrumentation work, cathodic testing stations, tie-ins to existing facilities, trenching, backfilling, potholing, pipeline disinfection, pipeline hydrostatic pressure testing, surveying, and scheduling services. The work was located on the Magic Mountain Parkway in Los Angeles County, California, and in the city of Santa Clarita, California. Also served as construction inspector for the Santa Clarita Valley Water Agency Magic Mountain Pipeline Phase 4, involving construction of approximately 2,350 linear feet of 42-inch welded steel CMCL transmission pipeline, approximately 170 linear feet of 24-inch welded steel CMCL pipeline, four 8-inch blowoff assemblies, three 4-inch combination air/vacuum valves, access manways, two 42-inch valve vaults, one 24-inch valve vault, one 24-inch valve well, electrical service to the valve vaults, tie-ins to existing facilities, trenching, backfilling, potholing of existing utilities and connection points, construction within the Magic Mountain Parkway, surveying, and scheduling services. Aecom James functioned as a liaison between clients and outside contractors and engineers on specialized, multidisciplinary construction projects and performed facility and construction inspections.
