My name is Robert Guseman. I am interested in a position wherein there is an opportunity to utilize my unique depth and breadth of experience in Contracts and Subcontracts Administration and Management within a high technology, program management environment, for most USG government agencies, many commercial clients, and with international customers. This experience includes a very high level of contracts and supplier management through all phases of acquisition management; as well as program management aspects of program/project execution. My experience and knowledge allow contributions as an individual contributor, manager, mentor, advisor, etc. To that end, I am interested in learning more about related, existing/open positions at your organization. I currently live in the Baltimore MD area. My desire is to continue to work in a high technology, research, and scientific environment my career in a high tech design and manufacturing environment. I am willing to assume relocation costs, where necessary. I am also very open to a consulting/contracting contractual relationship. I have an independent entity that will hold pertinent paperwork I have accrued vast experience in a USG aerospace and within an international program office setting, on various hardware and software platforms (land, air, sea, and space); working areas of program finance, contracts, subcontracts, and program management. The bulk of my experience is in contracts management, supplier and major subcontract management, on programs and projects for the design, development, and production of hardware and software components and subsystems of varying degrees of technical, financial, and contractual complexity on multiple government agency, high profile programs. Having spent the bulk my career working in a program office environment, on most facets of program execution, has further afforded me a keen perspective on the interactions and relationships between the various business and technical functional departments and the associated importance of synchronization and coordination among them. I also have had added benefit of working at the executive level of the organization, working matters of a company strategic and leadership nature. Listed below is a high level list of my skill set:
In depth understanding and knowledge of contract law
Thorough understanding of the Federal Acquisition Regulations (FAR) and the various FAR supplements, including the required and prudent applicability of the provisions to specific activities
High level understanding and experience with all contract types (Cost Reimbursement, FFP, T&M, LOE, etc.)
Complete understanding of process for development of prime to subcontractor flow downs o Contractual, technical, data and other programmatic requirements o Importance of quality and quantity of prime to subcontractor flow downs o Extensive interface and experience with inside and outside legal counsel on various issues and matters
Broad financial management skill set (EVM, cost/price analysis and proposal generation and analysis)
Pre award thru post award and ongoing program execution negotiations o Experiences shows the platitude "the real negotiations begin after the hand shake. o Thorough understanding of contract change order process
High level understanding and hands on experience with respect to the roles and responsibilities within all phases of the product cycle
o Requirements definition, Supplier ID, Request for Proposal (RFP) development, Proposal evaluations, through contract closeout
o Comprehensive understanding of the ‘cradle to grave’ aspects of the USG acquisition cycle.
Far reaching experience in the R&D, Engineering Development, EMD and LRIP phases of programs o Programs of varying durations (Months to Years)
Complete understanding of process for development of prime to subcontractor flow downs o Contractual, technical, and programmatic requirements o Importance of quality and quantity of prime to subcontractor flow downs
Significant experience in proposal risk evaluation and mitigation o Understanding of Risk Management tools
o Significant experience w/r/t problem identification & resolution during program execution o Root Cause analysis through problem resolution
o Multiple assignments on Customer/Supplier site for issue remediations
Unique ability to build and foster effective company internal and customer/supplier external relationships
Experience on multiple (large) program contract and subcontract termination teams
High level experience on USG and International contracting o Including ITAR and import/export roles and responsibilities
Many years held TS SSBI and SCI TK clearances
Staff management and development experience
o Including mentoring and developing younger and less experienced talent I am confident that I will be an asset to most any organization that is executing in a high technology, government contracting environment; and sincerely believe I am in a position to immediately begin adding value to such an organization.
