Housing Authority of the City of Hot Springs - Hot Springs, AR - Executive Director
Restructuring an agency deemed “troubled” to achieve “standard performer” status for the Public Housing segment and obtain “high performance” status for the Housing Choice Voucher segment within 18 months. Effectively oversee authority’s operations including administration, human resource development, and budgets for seven funding sources. Initiate internal and financial controls to ensure optimal operations, cease any co-mingling of funds, and received an unqualified audited opinion that our financial statements are fairly stated. Initiate progressive business processes to achieve and maintain optimal resident occupancy (97%) and satisfaction while tripling the agency’s overall reserves. Successful in being awarded FSS grants for Section 8 and Public Housing, most recently a three-year PH-ROSS grant and FSS Public Housing Grant. Create comprehensive reporting methods for the Board of Commissioners, enabling board members unfamiliar with HUD and CFR restrictions to enact policies to increase the agency’s compliance while protecting the agency from outside threats. Enact an enterprise-wide software conversion to reduce HUD reporting time and increase compliance for agency with 375 public housing units, including an elderly and disabled high-rise, 700 Housing Choice Vouchers, and 9 Agency Owned properties. Establish strong community partnerships including initiating an on-site day care and providing the use of an agency-owned building to a non-profit with the sole mission of providing immediate housing and services to battered women and children. 2011 nominee for “Outstanding Non-profit Organization of the Year.”

Public Housing Team Lead and training of new clients in the use of Low Income, Property Management and Accounting Software. Responsible for all aspects of software conversion from discovery, planning, implementation, training and conversion schedules to balancing at point where software is in use. Assist clients in retrieving and archiving data from current software system for initial data integrity and reference. Training on the following software modules: Wait List, Section 8, Rent Reasonableness, Low Rent Public Housing, Tax Credit Management and dual subsidy programs, Work Orders, Inspections, Consumable Inventory, Fixed Assets, Custom Report Writer, General Ledger, Payroll, Purchase Orders, Grants, Budgets, Accounts Payable, and Bank Statement Reconciliation. Client size ranging from 150 units to over 10,000 units.
