Provide input in the development of workload and cost models and Independent Government Cost Estimates (IGCEs). Assist in the preparation of solicitations (Requests for Proposals) - Sections B (cost and pricing schedules), L (instructions for offerors for preparation of proposals) and M (evaluation factors for award). Research market trends and provide pertinent information in the development of complex contractual pricing arrangements and incentives. Assess and review business cases to support either the lease or purchase of equipment needed to meet the requirements of the contract. Research and review decisions made Office of Inspector General (OIG), Defense Contract Audit Agency (DCAA), Defense Contract Management Agency (DCMA), and General Accounting Office (GAO) audit reports, seeking precedents cases to protest received. Recommend corrective actions, and assist contracting officers in the resolution of the protest process, as needed.
