Bruce Marsh has over 30 years of management leadership and consulting experience in the application of Environmental and Sustainable Development best management practices (International Finance Corporation, World Bank Group, Equator Principles, and Inter American Development Group) as these continue to evolve in an increasingly connected world. Bruce led the Environmental and Social impact assessment (ESIA) for the 8 billion dollar Panama Canal Expansion Project (reporting to the Canal Administrator) and also the 18 billion dollar ESIA for a mega project development of 3 large city projects in Dubai which surrounded the Dubai Creek and Ros Al Khor Wildlife Sanctuary. He also helped to establish a sustainable development program and risk registers at all mines across the world at Freeport McMoRan, Inc. He led the environmental and some community work on the Resolution prefeasibility study. He has worked on numerous projects while patiently working through complex issues with an array of stakeholders. He is also been a part time professor of practice at Arizona State University working on understanding how rapidly changing technology is affecting these projects and their stakeholders all around the world. Bruce is a keen manager and communicator.

Bruce has worked directly for large companies for about 20 years and now the last 10 years he has been a consultant to companies and lending institutions working on Environmental and Social Due Diligence documents, Environmental and Social Action Plans and program reviews & audits to help improve performance and reduce costs.

Successful on large complex development projects including mining, oil & gas, water and wastewater systems, infrastructure development, and electric utilities. Calm and experienced communicator and negotiator and able to resolve multi-cultural and complex conflicts and keep projects on budget and schedule while working many issues at same time. Based in Arizona successfully travelled and worked for overseas assignments. Also completing a number of projects for lending institutions, hedge funds and investors to evaluate risks, assurance and compliance.

Freeport McMoRan Copper & Gold, Corporate Office, Phoenix, Arizona, 2007 to May 2012; Senior Director Sustainable Development; helped develop the creation of the new Sustainable Development (SD) Department for a 60,000-person mining company. Tasked with ensuring environmental and social compliance and commitments with company policies and international best practices, including ICMM Principles, IFC Performance Standards, the Global Reporting Initiative (GRI), and the United Nations (UN) Voluntary Principles on Human Rights. Worked with various departments and operations to establish procedures for developing risk registers at all 16 operations in the US, Indonesia, Peru, Chile, and Africa; registers updated annually and include action plans for specific environmental and social improvements. Established management procedures to standardize the risk register process across all operations. Coordinated the activities of all SD/environmental leaders at the operations and worked closely with mine general managers and made presentations to senior management and the Board of Directors. The position required extensive travel to oversee the ICMM assurance process (conducted by independent experts). Work plans were developed based on highest risks/priorities, which were continually adjusted to accommodate changes in mine and support operations. Established effective stakeholder engagement plans across departmental and international boundaries. Supported environmental permitting efforts for ESIA and expansion projects. Led the negotiation and development of a major ($120M) waste-water collection and treatment project for the city of Arequipa, Peru, which will also provide industrial-quality water to support a major expansion of the Cerro Verde mine. In addition, served on corporate due diligence team evaluating potential joint venture opportunity

Rio Tinto/Resolution Copper Project, Superior, Arizona, US, 2005 to 2007; Prefeasibility Team Environmental Leader; worked cooperatively with interdisciplinary experts to develop one of the largest, deepest and most complex underground mining operations in the world. The site is associated with a 7,000 foot deep ore body which could potentially produce 25% of the copper needs of the US. Developed a detailed environmental permitting plan for NEPA EIS and all related permits. Helped to establish a robust stakeholder engagement plan and led the development of many critical relationships with a goal of building mutual trust. Obtained permits required for cleanup from past operations and permits for an acid rock drainage (ARD) water treatment plant. The latter involved an innovative design bypassing expensive reverse osmosis treatment for sulfate removal by sending water to nearby farmers for use on their crops.

Nueva Vista Network, LLC, 2000 to 2004; Owner and Principal of a network of international consultants and consulting companies providing ESIA services to various national and international natural resource companies by preparing ESIAs, as well as supporting environmental and social permitting projects, audits, and reviews. Worked on international and domestic projects. Lead senior environmental expert for the Panama Canal expansion which required a country-wide vote by a public referendum. Also led an environmental and social impact assessment for an 8 billion dollar tri-city development in Dubai.

Cyprus-Amax, BHP Inspiration Superfund Cleanup, 1998-1999; Project Manager and Coordinator, Pinal Creek Group, Claypool, Arizona; responsible for managing all aspects of cleanup effort including planning, permitting and construction for this massive environmental cleanup effort of 3 industry-leading companies with very different corporate cultures and demands for project success. Went through an alignment process with companies to clarify success goals, resources required and greatly simplified communication and reporting needs. Led extensive negotiations with state regulators and communities regarding the management of historical impacts dating back more than 100 years. Met budget guidelines, consent order and decree schedules. Maintained excellent community relations; received an award from State of Arizona while constructing water treatment plant, piping and pumping facilities, road, and well-fields all under budget and on schedule.

PT Freeport Indonesia (PTFI), Grasberg Mine, Papua, Indonesia; multiple positions, listed as follows:

Vice President Environmental Affairs 1996-1998; Managed all aspects of one of the largest environmental departments for any operation in the world including extensive monitoring program with large environmental laboratory and extensive fleet of boats for riverine, estuary and ocean sampling program as well as large reclamation program and stakeholder engagement program and critical efforts for ongoing permitting to keep construction and mine development on track. All permits were secured ahead of schedule and no construction delays resulted.

Also served as a key member of the due diligence team that uncovered the $4.1 billion “Bre-X” scandal, which included physical tampering with exploration samples and falsification of data with the intent to defraud prospective investors in a new gold mine in Indonesia.

Senior Environmental and Public Relations Manager, Jakarta, Indonesia, 1994-1996; served as company-wide spokesperson and permitting lead for proposed $1 billion expansion. Successfully obtained all provisions, despite some opposition, to expand operations to 300,000 tons per day, a more than 7-fold production increase. Worked extensively on conflict resolution issues between development planners and operators and communities and government.

Environmental Manager, Papua, Indonesia, 1991-1994; established a new environmental department and constructed a 3 million dollar environmental laboratory, large reclamation projects, 12 million dollars of sewage treatment plants and a state-of-the-art monitoring program. Remedied numerous environmental and social challenges facing a $4 billion investment in mine development. Negotiated favorable cooperative agreements with government, nongovernmental organizations, and indigenous people.

Florida Phosphate Council, Senior Professional Environmental Engineer, Tallahassee, Florida 1987-1991; Worked with 11 large Phosphate mining companies coordinating 7 technical committees and achieved a rare union between the industry and environmental groups. Championed Florida’s first legislation on mine reclamation -- passed without dissension and is still working well for all stakeholders today.

Boeing Aerospace Company, 1985-1987, Environmental and Safety Administrator; directed successful program across dozens of high-tech facilities with over 10,000 employees. Statistics showed significant reduction in environmental liabilities and accidents while reducing overall budget.

Alaska Power Administration / Alaska Electric Light & Power, 1980-1984, Environmental Administrator/Project Engineer, Juneau, Alaska; Generated significant savings, despite 15-fold jump in costs, by leading energy initiative which later evolved statewide. Project manager for a small hydroelectric project and three substations. Served as chairman of the Juneau Energy Committee. Provided testimony to the Alaska Power Commission.
