Accomplishments

Consolidated three offices into the highly successful Information Management Division (IMD). I developed a change management plan to change staff’s view of themselves as a stand-alone organization into an interconnected new organization that can manage all the customer needs in information management. IMD has received major accolades for its seamless customer service over the years.

Reduced the data sharing processing time from an average of two weeks to a day or two by being able to share survivor data as soon as the FEMA State Agreement is signed. This way survivors are helped in days and not weeks.

Innovated a process to respond to over 14,000 FOIA requests in support of the Sandy Claims Review Process within a year to meet Congressional deadlines using Reservists to quickly staff up to meet unprecedented demand and help set new precedent for the treatment of flood claims.

Streamlined the Privacy approval process through a business management reengineering process, cutting time by 12 days.

Established the first FEMA Management Directorate customer service program through the development of the "TRACK" standards. This approach allowed for the quantitative and qualitative measurement of program efficiency and effectiveness while uniting employees under a culture of customer excellence.

Revolutionized the Presidential Management Agenda for the Competitive Sourcing Program by establishing a new project management approach that created a fully integrated 7-Step Process Model that became a best practice by OMB and turned Commerce's scorecard from red to green within one quarter and remained green throughout my time managing the program.

Transformed Commerce's Acquisition Workforce through the "Case for Change" initiative which changed the mindset of acquisition as a roadblock to program operations into a business partner for program success.

Developed and implemented the first National Capital Area Mass Transit Program ahead of the Executive Order in DoD. This is the current model used by the federal government.

Co-wrote legislation that led to the establishment of the Pentagon Force Protection Agency.

Defense Contract Management Agency, DCMA – Springfield, VA

Launched the core/non-core initiative to identify which positions were core toe DoD's business and which ones were not and could be reduced. My efforts led to the acceptance that contract technicians (1105) should be considered core because they were the feeder system for the contract analyst positions (1102) thus saving thousands of positions from potential reduction.

Managed the competitive sourcing program for the Agency and obtained DoD and OMB approval for pilot efficiency studies in the place for A-76 competitions.

Management and Program Analyst 09/1991 to 12/2001

Department Of Defense – Washington, DC

Managed the DoD National Capital Region (NCR) Transportation Program to include the development and implementation of the first Mass Transit Program to implement the Executive Order. This has since become the federal model currently implemented.
