Program Manager

RELI’s program manager for the Requirements, Human Performance, and Engineering Division (RHPED) at the Transportation Security Administration (TSA). Mr. Konya directed the administrative and engineering support to the three branches within the division: The Capability Development and Integration Branch, the Requirements Development Branch, and the Human Performance Branch. He personally ensured that all deliverables were accurately prepared and delivered on time submissions.

Mr. Konya is just closed out as the RELI program manager for the TSA Information Assurance and Cybersecurity Division (IAD) at RELI in October 2024.

Kratos Defense and Rocket Support Services November 2020 - March 2022

Served as Program Manager of the Lockheed Martin (LM) team for the Transportation Security Administration (TSA) Information Technology (IT) Infrastructure Program (ITIP). Was responsible for the management, administration, technical correctness, timeliness, and quality of services and products provided under Computer Sciences Corporation (CSC) as the prime contractor during the proposal and the contract start-up.

Managed the 135 Lockheed employees initially staffed in support of the program, coordinating work performance and acting as the central point of contact with the CSC Program Manager and the Contracting Officer's Technical Representative (COTR).

Senior Program Manager

Performed as LM Integrated Product Team Lead of aviation engineering for the USCG Deepwater Program Legacy Air Assets for the Coast Guard. Led the team with daily and weekly coordination of efforts to keep the Coast Guard informed of current progress and issues to missionize 6 HC-130J aircraft.

Performed as capture manager and then program manager for the HC-130J fixed-wing missionization aircraft configuration using a flight deck-mounted solution with an additional radar added to the center of the aircraft for search and rescue operations.

Managed the effort with open communication skills to ensure success from multiple locations. Personnel cooperation was key to this program being rated “Blue” by the Coast Guard as an indicator of outstanding performance.

Lieutenant (JG) Konya conducted flight operations as a navigator and tactical coordinator with the following deployments: Keflavik, Iceland, Sigonella, Sicily, and the Ascension Islands.

Lieutenant Konya was the acting Anti-Submarine Warfare Operations Center coordinator during his tour in Iceland. who coordinated operations for the Navy for over twenty years, including Radio Frequency acoustic sensors, High high-powered microwave (HPM) radar operations, and systems. He has over fourteen years of experience in Navy Precision Tracking Systems, thirteen years of airborne countermeasures systems experience, as well as twenty years of experience in Image and acoustic signal processing and modeling and simulation. Throughout his Naval and Lockheed Martin organizations, Lieutenant Mr. Konya has over twenty years of experience managing engineering programs.

Lieutenant Commander Konya was the P-3 Tactical Development Officer on the Atlantic Patrol Wings staff, developing new tactics for the P-3 community.

Lieutenant Commander Konya was the Training Officer for Patrol Squadron Eleven during deployments to Bermuda and Keflavik, Iceland. Upon being selected as Commander, he received orders from the Pentagon.

U.S Navy: OPNAV 64/24 September 1986 - January 1992

Pentagon tour: OP-64, CDR Konya managed the Navy's Crisis Action Center within the Navy Command Center in the Pentagon during the first Gulf War in 1990 and 1991.

Pentagon tour 1987-1990: OP-24 wrote the Operational Requirement (OR) for the Surveillance Direction System (SDS) as the functional sponsor for a new communications system development for the Undersea Surveillance System.
