REPRESENTATIVE SPECIFIC PROJECT EXPERIENCE:
National Priority List (Superfund) Specific
Project Engineer, Motorola Site, Operable Units 2&3 - Conducted numerous underground material surveys through soil sampling and installed monitoring wells during the Remedial Investigation Phase to model the plume of tetrachloroethene contamination. GEOFON at the time were a subcontractor to Jacobs Engineering Group who were working under contract to the Environmental Protection Agency.
Project Manager, Bunker Hill Mine Site - CKY performed site investigation, site characterization, remedial design, demolition, remedial action, infrastructure construction, and O&M. Contaminants include heavy metals
(Pb, Zn, Cd, Hg), asbestos, volatile organic compounds, PCBs, solvents, acids, and corrosives. We provided supervision, equipment, supplies, and local labor to remediate contaminated soils, sludge, sediments, surface water, structures, and containerized wastes. Washington Group self-performed approximately 90% of the remedial actions at the Bunker Hill Superfund Site.
Project Manager, Baxter Springs, KS - Performed remedial action for mine waste over 321 acres of Operable Unit No.3 (OU3) located at Baxter Springs, KS. Site remedy consisted of excavation, transportation, disposal and consolidation of mine waste and associated soil contaminated with heavy metals. Insight in joint venture with Combined Effort also filled and closed mine shafts up to 350 feet deep and multiple subsistence pits. Our efforts resulted in reduced exposure to the surrounding community due to lead, cadmium and zinc in groundwater, soils and mine waste.
Project Manager, Libby, Montana, WR Grace Vermiculite Mine - CKY in joint venture with Kuo and Associates under contract to DOT Volpe Center performed asbestos abatement remediation services at over sixty residential and commercial properties within Libby over a three-year period. EPA were the regulatory agency involved overseeing the program, which was far reaching. As PM on the CKY phase of the work I was later deposed as part of the ongoing civil action against the WR Grace company. Representative US Department of Defense Environmental Projects
Program Manager, Building T-1451 and the East Canal Site Characterization and Mitigation at the former Naval Air Station Adak at Adak Island, Alaska, for the Department of the Navy, NAVFAC NW, Silverdale, WA. This project was awarded to ERS-JV, between Huang & Associates and CKY Incorporated, involving: 1) surface water and groundwater treatment; and 2) soil excavation for segregation and treatment. Surface water in the canal was retained prior to and during soil excavation by creating a temporary cofferdam. Once the cofferdam was in place, the excavation area was dewatered with pumps set in a sump constructed as an oil/water separator at up-gradient of the cofferdam within the excavation area. On soil excavation/segregation/treatment, clean overburden surface soils were removed in approximately one- foot lifts above the smear zone or zone contributing to the surface water sheen in East Canal. All waste materials were barged back to the US mainland for final disposal.
Program Manager, Pier Radiological Surveys and Removal at Hunters Point Shipyard (HPS), San Francisco, for the Department of the Navy, Program Management Office West, San Diego, CA. The project involves demolition of wooden piers that are potentially radiologically impacted at HPS and in segregation and screening of radioactive/hazardous wastes, concurrently minimizing stormwater runoff impact onto the San Francisco Bay water quality.
Project Manager, Polychlorinated Biphenyl Sites Sampling, Abatement and Closure Documentation at the former Mare Island Naval Shipyard, Vallejo, CA for the Department of the Navy, Program Management Office West, San Diego, CA. The project involves verification sampling and abatement prior to preparing site closure documentation for thirty-one sites on the base. Personal Resume - Frank McDonnell
