SAFETY PROGRAMS & OPERATIONS: Graduate of the US Naval Safety Center Aviation Safety Command Course, responsible for establishing and managing squadron and group-level safety programs, at MCAS Miramar and Iwakuni air stations. United States Air Forces Europe (USAFE) MQ-9 Air Mission Planner, as a member of Huntington Ingalls Industries (HII) International ISR Business Area Defense & Federal Solutions 10/2019 – PRESENT
Responsible for planning and executing Remotely Piloted Aircraft (RPA) operations in support of Surveillance-Reconnaissance Operations (SRO) for USAFE as a member of Huntington Ingalls Industries (HII) International ISR Business Area Defense & Federal Solutions. Provides real time mission support, exercise long range planning, and coordination with NATO partners, during numerous multi-country large force exercises, such as Defender 2020, BALTOPS, Noble Partner, and others. Collateral duty as Aviation Safety Officer for a $90,000,000 aviation activity. Worked for two years alongside General Atomics Site Leads and Production Superintends, in the CO-CO site at Miroslawiec, Poland, planning and executing flight operations, managing scheduled maintenance, and aircrew availability, in support of the USAFE customer.
Lead C3I/ISR SME and Advisor to the Afghan Air Force (AAF) Raytheon Kabul, Afghanistan 08/2018 – 10/2019
Responsible for planning, training, execution, Aviation Safety Standards and Evaluation, and post operations for C3I and ISR. Generate and instruct all training curriculum to qualify AAF ISR air-men, and provide real time support to ISR collections and analysis.
Working to restructure and optimize the AAF, serving as lead Raytheon advisor to the Resolute Support Coalition C3I working group, having been the primary for developing and defining improved agency and personnel roles and functions, and leading all Rehearsal of Concept (ROC) drills with the AAF and NATO Coalition actors.
Advise the Afghan Air Force Safety Standards and Evaluations department weekly, on planning and executing squadron safety inspections. Host Afghan Air Force quarterly Safety Standards and Evaluation Board to discuss and develop POA&Ms for priority safety concerns.
Key Achievements
Devised and instructed a complete C3/ISR training curriculum for the Afghan Air Force (AAF) new command and control hub, called the Operations Intelligence Center (OIC). All new Officer and enlisted air-men must complete this course to work in the OIC, creating the first ever standardized professional military education program for the AAF.
Software Support Engineer Manager/Business Analyst for the Marine Corps Aviation Readiness Program (M-SHARP) Innova Systems San Diego, CA

Led the Customer Support Team and served as Subject Matter Expert and Business Analyst for the M- SHARP software program, which managesd all Marine Corps Aviation data metrics for all flying squadrons and pilots world-wide. In the Customer Support role, I managed a ten-man team, dispersed from Japan to the Carolinas, serving a data base of 30,000 personnel.
Primary responsibility was to support Marine Aviation in managing and reporting data metrics upward to DoD level, for their yearly training status, readiness achievement, flight hours operational goals by aircraft type, and ensure safety standards compliance via the software.
Experience as a retired Marine Corps FA-18 Hornet Flight Officer, with background in all aspects of military operations, enabled analysis of Marine squadron operations, evaluation of standard operating procedures and workflows, and providing analysis of data metrics through the software. Developed and presented detailed recommendations and guidance to operate at optimal efficiency.
Key Achievements:
Worked closely with the Marine Corps leadership to define their desired aviation reporting metrics. This resulted in me leading the effort to design and test standardized reports to support monthly, quarterly, and annual reports of all USMC Aviation data, used at squadron level all the way to congressional level. Also resulted in user-defined queries of the data for specialized analysis of various flight operations efficiencies. This effort markedly affected cost savings measured in millions of dollars, through improved resource management and greater mission effectiveness.
Air Mission Planner for Huntington Ingalls PRMO contract in support of Company Owned, Company Operated (CO-CO) MQ-9 Reaper support to United States Air Force Europe, at Miroslawiec, Poland from 10/2019 – Present.
Provided direct support to USAFE Surveillance Reconnaissance Operations, in the form of daily mission profiles throughout Eastern Europe, exploiting all of the capabilities of the MQ-9 Reaper.
Expanded USAFE reach and influence into several new countries and regions that had not previously been exploited.
Conducted planning for numerous small and large force USAFE exercises with NATO partners.
Key Achievements:
Action officer for the first major USAFE Strike Coordination and Reconnaissance (SCAR) exercise, involving fighters, tankers, MQ-9s, and other support assets, from several NATO partners.
Established a revamped mission-briefing standard for the CO-CO operation via mission folders that encompassed mission focus, routing, timing, and overall execution.
Assisted in development of Air Mission Planner weekly/daily tasking, as well as a comprehensive pre, during, and post mission checklist.
MILITARY EXPERIENCE
Senior Military Officer (Lieutenant Colonel-Aviation) U. S. Marine Corps 06/1981 - 09/2005
Retired after 24 years in the Marine Corps, initially serving as a Field Artillery Officer, in the roles of Forward Observer, Fire Direction Officer, and Fire Support Coordinator, in peacetime operations and during Desert Storm, before transitioning to Aviation.
Assignments as Senior Operations and Executive Naval Flight Officer required managing of a fleet of aircraft, training, and readiness execution for a squadron of 300+ personnel. Expertise and experience extend to every aspect of aviation leadership, instruction, and flight operations, while flying the OV-10 and FA-18 Hornet, conducting Joint/Coalition level aviation planning, execution, and post operations reconciliation.
Recognized as a SME of the Marine Aviation Training & Readiness Program for aircrew training management, and all aspects of air and ground operations and integration. As Operations Officer, planned and led training for Air Combat Maneuvering, All Weather Intercepts, Dissimilar Adversary Training, Air Interdiction, Close Air Support, and Ordnance Delivery.
Planned squadron participation and execution for in many large force exercises (RED FLAG, GREEN FLAG, RIMPAC, BRIGHT STAR & TEAM SPIRIT) including operating as part of exercise evaluation teams.
Served in all USMC conflicts from Desert Storm, including fighting in the Battle of Khafji, and the liberation of Kuwait as an airborne and ground Forward Air Controller/Fire Support Coordinator with 1st ANGLICO in joint and combined operations assigned to the Arab forces.
Combat experience extends through OIF, serving as the I MEF Air Fires Targeting Officer, conducting the daily Targeting Board to nominate to the JFACC, and planning pre-ground phase air strikes for the invasion and liberation of Iraq following 9/11.
