Mr. Goebel recently was Program Manager for CDC/NIOSH projects, and scheduling projects for 2 Major Chip Manufacturers. Also recently scheduled projects and proposals for the DOE including the Y12 Outfall Project at Oak Ridge and the ten year contract for several DOE Uranium plants. Also Mr. Goebel has worked as a Nuclear Power Plant Outage Scheduler for Point Beach Nuclear. Mr. Goebel worked as a Master Scheduler for the Intel Construction Management at Risk Tool Install Project. Mr. Goebel was responsible for the coordination and weekly updating of the installation schedules for over 1600 tools to make the next generation of wafers. As the Master Scheduler, Mr. Goebel spent many hours coordinating with the Intel Schedulers to keep all the schedules aligned, report variances in EVMS, and then published the schedules to the Trades for construction coordination. Currently the schedule contains over 100,000 activities which needed to be updated and validated each week. Mr. Goebel is trained in LEAN Construction and Integrated Product Delivery (IPD).

He assisted the Project Managers in schedule updates and analyses, and then integrated their project schedules into the Master Program Schedule. Mr. Goebel performed an additional function of negotiating contractor claims. He was also responsible for invoicing, contract interpretation and program budgets. Additionally, Mr. Goebel was the Project Safety Officer responsible for maintaining safety on all site projects. Other collateral duties included updating the owner on all aspects of the program, writing the monthly report, updating and training personnel on the Project Management Software system and handling special projects as they relate to unforeseen conditions found during construction.

Mr. Goebel worked as a Senior Cost Controls Consultant performing scheduling, cost analyses, EVMS reporting, and estimating functions for the construction of Cahuenga Elementary School. He was assigned the tasks of maintaining the project schedule and negotiating sub-contractor claims. In order to maintain the schedule for the timely opening of the school, he had to continually update the progress and coordinate with the OAR. These projects were managed by Expedition. Mr. Goebel was also assigned to Swinerton Management & Consulting performing EVMS and Cost analyses of shopping malls and condominiums, estimates of commercial building retrofits and constructability studies. The scheduling of the projects had to be coordinated with the construction departments to maintain owner control of the project’s respective costs. Mr. Goebel also assisted Irwin Industries with the restructuring of their scheduling and estimating departments. He was assigned the tasks of integrating the Primavera Scheduling software with the Estimating software for competitive bidding of projects. The schedules had to be continually updated for the Electrical and refinery client’s critical outage schedules.

Arlington, Virginia based International Engineering Firm, Division of AECOM Company. Mr. Goebel was assigned to the world’s largest renovation project, US Pentagon. This renovation was being under taken by a Joint Venture between the Government and Engineering firms. Being the Senior Estimator and Cost Analyst for special projects, he was responsible to the Chief Estimator for all analyses of project schedules and cost estimating of the entire renovation project valued at $4.5 billion dollars. He helped maintain the critical Primavera Schedule of Wedge One Rebuild in order to keep the job moving and make the critical completion deadline of one year. He was responsible for contract negotiations and justification to Program Management for earned value, project costs and budgets as compared to the project schedule. Mr. Goebel was required to negotiate contractor claims, analyze program impacts and perform DCAA & FAR auditing functions. Mr. Goebel was also part of the Construction Management Team functioning as the Lead Estimator, Procurement Manager and Safety Officer and was responsible for scheduling, estimating and procuring the Fire and Security Upgrade Project for Philip Morris USA. The sub-contractor’s schedules were part of their deliverables and they had to be integrated with the complex schedule of the various projects. These projects upgraded the security, fire, telecommunication and information technology systems at 18 sites in and around Richmond, Virginia, and encompassed more than $26 million dollars worth of upgrades. The sites communicated through routers and a WAN telecommunication system.

Mr. Goebel was the Project Manager responsible for managing all projects for a Class “A” General contractor. He was responsible for performing the entire construction process from meeting with the customer through completion of the job. Project Developers is a licensed and bonded Class "A" General Contractor specializing in shielded construction. Project Developers delivers a total turnkey job, from concept through design, construction, and completion. Project Developers is a full service design-build company and we guarantee to meet or exceed customers’ expectations. Project Developers is a Specialty Contractor who builds Sensitive Compartmented Information Facilities, Radio Frequency Shielded Rooms and Magnetic Resonance Imaging Facilities. These facilities are the same as those used in Hospitals. PDI has expert knowledge of DICD 6/9 SCIF requirements, STC (Sound Transmission Coefficient) specifications, and physical security standards is a Specialty Contractor who builds Sensitive Compartmented Information Facilities, Radio Frequency Shielded Rooms and Magnetic Resonance Imaging Facilities. Mr. Goebel was also assigned as the Assistant Facility Security Officer.

Ricciardi Technologies, Inc., Fairfax, Virginia (5/00 – 12/00)

Mr. Goebel was responsible for testing software system builds on the actual hardware being supplied by coordinating the efforts of the development team. He was responsible for the entire development cycle of each controlled software build including loading, evaluation, documenting defects and verifying software changes. As the Test Team Lead, he was responsible for defect analysis, tracking, processing and resolution. With his experience, he can quickly evaluate test results and provide qualified feedback to the software engineers. He has also conducted the formal sell-offs of our software. He was responsible for developing software test procedures, product specifications and related documents to test various types of Graphical User Interfaces including software code mapping to defined requirements. Mr. Goebel was assigned as an Advisory Engineer/Scientist on the Joint Biological Point Detection System engineering development contract for the Government. As Logistics Engineer, he was responsible for developing LEADS MIL-STD-1388-2b ILS provisioning databases for engineering designs as well as developmental government contracts. In the development of the database, he was responsible to code and analyze all RPSTL parts for provisioning. He was responsible for the development of maintenance and operational procedures and engineering design changes for the leading Nuclear, Biological and Chemical Defense System Integrator. He was also responsible for system integration, system performance testing, training and design modifications of the JBPDS system. The JBPDS system utilized a wireless telecommunication system to bring battleground conditions back to the command posts.

McDonnell Douglas Helicopter Systems, Mesa, Arizona (3/97 – 8/97)

Mr. Goebel was assigned as a Logistics Author developing a custom UNIX-based software system for the U.S. Army Apache Helicopter Program.
