Discover Financial Services is best known for issuing Discover-brand credit cards. The company provides digital banking products and services and payment services through their subsidiaries. It offers credit card loans, private student loans, personal loans, home equity loans and deposit products. Discover also licenses Diners Club which processes transactions for Discover-branded credit and debit cards, provides payment transaction processing and settlement services. The company also runs the PULSE Network ATM system, an electronic funds transfer network, providing financial institutions issuing debit cards on the PULSE network with access to ATMs domestically and internationally, as well as merchant acceptance throughout the United States for debit card transactions.

In coordination with ESSO, the U.S. Forces will eliminate and replace the use of POL (petroleum, oil and lubricants coupons for both privately operated vehicles and official Government vehicles. Official vehicles will have different colored cards. The electronic card-based system will only replace existing privileges currently in place. The procedures below describe the electronic card-based system.

In place of coupons, the U.S. Forces will establish a card-based system. The card-based system would interface by means of an Electronic Ration Control System (ERCS) between AAFES and UVR. AAFES will maintain the ERCS and will obtain approved rationed motor vehicle fuel data from the UVR.
