Nov 20-Oct 24, Resource Dispatch and Trading Manager, Tri-State Generation and Transmission

• Provided supervision and leadership for a team of 16 direct reports including two analysts and 14 energy traders/generation dispatchers providing 24x7 management of Tri-State’s real time market and load serving obligations across seven balancing areas and two energy imbalance markets.

• Ensured all FERC, NERC, WECC, SPP and CAISO rules and standards were met in daily operations.

• Hired over 20 staff from trainee to senior level, provided mentorship and coaching. Supervised OJT and training plans, oversaw job task development, NERC certification and credential maintenance.

• Ensured all power contracts were administered within contract terms and participated in the creation of new Power Purchase and Tolling Agreements to ensure favorable terms and minimize operational impacts.

• Formulated bid strategies for both thermal and renewable resources in SPP and CAISO, including wind, solar, combined and single cycle natural gas and coal. Collaborated with plant personnel, system operators and settlement analysts to ensure positive market results.

• Onboarded two energy imbalance markets within a year, SPP WEIS and CAISO WEIM, including software selection, resource registration and incremental pricing, staff training and performance metrics.

• Represented Tri-State on the Western Power Pool Operating Committee and participated in SPP WEIS, RTO West and SPP Markets Plus working groups.

• Managed Tri-State’s transition from the retiring SRSG reserve group to WPP saving an estimated $2.6 million in annual transmission costs.

• Ensured Tri-State’s use of network, long-term and short-term point to point transmission service rights were maximized by real time operations while staying in compliance with applicable provider tariffs. Matthew Weiss

• Oversaw the implementation of a new Monarch OSI SCADA system, including applications for AGC/Market dispatch, JOU allocations, combustion turbine controls and WPP reserve activations. Coordinated system tests, implemented staff training and followed up on vendor deliverables.

• Negotiated and executed hourly energy commodity purchase and sale transactions based on spot prices.

• Advanced ability to forecast and integrate solar and wind variable operating characteristics, both wholesale and behind the meter DER, within the real time resource portfolio.

• Manage operating reserve supplies at all times and take action to provide emergency response in accordance with Southwest Reserve Sharing Group and Northwest Power Pool events.

• Manage real-time natural gas positions and pipeline process to predict, nominate, schedule and confirm flowing natural gas to direct the start-up, shut-down and loading of gas turbine plants.

• Advanced technical expertise in the use of SCADA applications to recognize, interpret, detect, and take action in response to normal and abnormal: alarm conditions, AGC and allocator functions, generator status, AVR and PSS status, remote start/stop of generating units, curtailment of variable resources, ICCP data communication, RTU and metering status indications, and PI historian graphical data trends.

• Expert ability to demonstrate calm and effective leadership and take decisive action during real time emergency conditions including data and technology failures, severe weather impacts, loss of generating resources, loss of transmission capacity, fuel supply constraints, energy deficiencies, system restoration and back-up control center operations.
