Senior System Engineer/Integrator

Senior System Engineer supporting an Agile development border management project for SAIC. Communicate progress across organizational boundaries and levels from individual contributor to senior executives. Support to systems testing and scrums creating and managing test cases utilizing Enterprise Tester and JIRA. Support Design Reviews and Program Management Reviews. Prepared and coordinated the overall project master schedule using Microsoft Project 2010. Responsibilities include: Overseeing all project scheduling activities, provide bi-weekly customer statement of work review updates to the government, verifying that the updates are an accurate representation of the work accomplished and analyzing “look ahead” schedule for potential problems or project delays.

Lead Information Technology Systems Integrator for the Mission Distribution Initiative and iD8. Conducted analysis for the distribution of government assets to other areas within the United States. Base lined the functional requirements for creation of three major entities: Western Data Center, MATRIX, and future Leadership Institute. Created the budget spend plan for each of the entities. Represent the MDI Program Office in discussions with other Community partners. Prepared and presented a master schedule detailing the progression needed to complete the mission requirements. Responsible Officer for the programs accountable property.

Lead Systems Engineer Systems /Integrator in support of the National Counterintelligence Terrorism Center. Development of lifecycle process for the Operation Center in support of the Infrastructure Service Group (ISG) for the CIO. Responsibilities include, representing the government and the team at the CIO business level for requirements for both Application Services Group ASG and ISG, development/design of a lotus notes database for Operation Center requirements, creation of the request for change process for the team, capture and control all Operation Center requirements, creation of master schedule and project schedules, test manager responsible for coordination and testing of all Operation Center requirements, collect and present requirement metric on the customer request. Advise and assist the government management team in the development of the overall ISG business level process.

September 1998 – December 2004: Northrop Grumman Information Technology

System Engineer,

System Engineer in support of the Terrorist Threat Integration Center (TTIC).

Management of multiple customer baselines, including development, test, production and disaster recovery. Coordinate design of subsystems and integration of total operation center sub-systems. Analyzes and resolve difficult and complicated program support deficiencies. Coordination of the Systems Life-Cycle development for the project.

Supported the Assurance team on the NGA Enterprise Engineering contract. Duties include the formulation of new processes using DCID 6/3 and DOD 5000 standards for the readiness lifecycle across the NGA Enterprise. Participation in the development and creation of the contract CDRL’s and implementation across the NGA Enterprise. Supported the customer with the JMO Enterprise Review defining coordination of data and joint readiness events across the intelligence community.

Provided Systems Engineering support to the NGA ICOOP, providing government access to critical data during a catastrophic event. Responsible for requirements definition, concept of operations development and refinement and transition to operations planning. Provided metrics analysis on ICOOP fail over using budget restraints and complex network issues as directed by the NGA seniors. Analysis was provided to the congressional ICOOP office.

Supported NGA Office of Homeland Defense future functionality of co-locating both the imagery analyst and geospatial analyst workflow in one office to allow the sharing of geospatial software and hardware resources. The functionality was used extensively in the post September 11 2001 activities. Duties included requirements analysis and tracing, design analysis, software inspections and audits, document inspections, independent testing, risk identification and mitigation, participation in government reviews, and site acceptance testing.

Liaison between Future Imagery Architecture (FIA) program and Washington Area Library Architecture (WALA) allowing collection and cataloging of future and current imagery data in NGA’s Washington Area imagery repository. Responsibilities included design analysis, metrics analysis and collection, requirement analysis, reviews of end-user documentation, participation in government reviews. Prepared detailed reports on the imagery requirements pertaining to the allocation of space in the library.

Provided systems engineering support to the National Reconnaissance Office GWAN migration. Duties included the movement of data from Unix to Windows NT. Extensive travel to each site verifying through unit testing that all data permissions remained the same after migrating to the new platform. Interfaced with each offsite location to provide detailed information on the migration process and provided end-user documentation on changes made. Prepared final site acceptance report detailing changes to the system and new system functionality.
