Career Summary:

As a twenty-three year career law enforcement officer the work performed for the Nye County Sheriff’s Office has been dedicated to the Nevada communities of Nye County as a Detention Officer, Patrol Officer, Crime Prevention Officer, Community Liaison Officer, Chaplain, School Resource Officer, Event Coordinator, and finished my law enforcement career as the President of the Nevada Drug Abuse Resistance Education (D.A.R.E.) Officer’s President/C.E.O after twelve years of service.

The positions and assignments afforded the privilege to impact local communities, the state of Nevada, and as far reaching throughout the United States. “Making A Difference,” has been the motivation to build a network of community partners and direct resources to lead in the measurable reduction of crime in Nye County schools by 48% in our first of four years upon appointment; national average: 22.3%. After six years, crime in Nye County schools were still reduced by 36%, resulting in twelve years with no Critical Incidents having occurred, and preventing injury or death of student/citizens as a result of a high standard of leadership performance.

My initial responsibility for developing and implementation of the Nye County Sheriff’s Office G.R.E.A.T. Summer Games Program, was designed to prevent youth involvement in gangs, crime, drug abuse, and violence, which impacted over 40,000 youth from the Nye Communities and abroad for eighteen years (1996-2014).

As the President/C.E.O. of the Nevada’s Drug Abuse Resistance Education D.A.R.E. Officer’s Association (N.D.O.A.) beginning in 2001, it became the continuing vision to make a difference by re-directing the mission, goals, purpose, and objectives of an association. From using the resources of Chief’s and Sheriff’s and its constituents throughout the state of Nevada, into an organization to begin working on behalf of those same benefactor’s. The N.D.O.A. began to take measures to provide training for Nevada D.A.R.E officer’s free of charge. The N.D.O.A. was nominated by D.A.R.E. America as the Model Training Team for the nation’s D.A.R.E. Officer’s Training School in 2005, leading through three state training coordinators who maintained the integrity of the program’s essentials for success. While making a difference, the N.D.O.A. created the John Lybbert Scholarship Fund designed to provide assistance to under privileged youth, provided grants for law enforcement agencies throughout the state of Nevada, and responsible for direct oversight for hosting twelve state conferences throughout the state of Nevada.

As a result of initiatives enforced to raise funds for the Nye County Sheriff’s Office continued mission to provide youth prevention programs to the citizens of Nye County, an invitation by D.A.R.E. America was granted for me to speak at National Conferences for the inspiration of D.A.R.E. Officer’s throughout the United States.

In October of 2014, I chose to retire after 20 years of service to relocate my family to Colorado to assist my Father with his estate due to a life changing car accident that took his life twice. Miraculously, the professionalism of medical personnel managed to sustain his life for an amazing four more years before he finally passed in December of 2017.

After our children were off to college my wife Kelli and I returned to Pahrump, Nevada to assist her Father having contracted cancer. So, I returned to the Sheriff’s Office to add retirement years. Now, circumstances have made us make a life choice again as we look to move to northern Texas to raise our granddaughter in a conservative family environment for higher education opportunities.
