•Responsible for the Project Management of various distribution and transmission projects in the First Energy territory in the Pennsylvania service area for Met-Ed Corporation. Work included the supervision of contractors and internal bargaining unit personnel in the areas of Project Management, construction and commissioning. Total responsible for budgeting, engineering, staffing, construction and commission of Projects from cradle to grave.

Air Products Company, Allentown, PA, Freeport, TX & Carson, CA Jan 2019 - Apr 2020

Project Manager - Technical Expert

•Brough onboard to complete a project that had been ongoing for about 3 years. Previous advisor left to go to another job.

•Represent the Company as a Technical Advisor on 3 each Cryogenic Heat Exchangers at LNG Plant. Duties are to make sure the equipment is installed as per Air Products requirements and to assist the contractor with any questions and concerns they may have with the proper installation and start-up of the equipment.

•Inspected the MCHE's periodically to insure proper connections for final commissioning. Stayed onsite until commissioning was complete and returned during operations for final operational inspections.

•Was sent to the Headquarters in Allentown to debrief on the LNG Plant in Texas and get briefed on new assignment at a Hydrogen Plant in California.

•Was then sent to Carson, CA to a Hydrogen Plant that was 20 years old to turn around (rebuild) the plant and bring it up to current specifications and add equipment to make liquid Hydrogen besides the gas it had been producing for over 20 years.

•This project was cut short before starting the turn-around due to Covid-19. Originally it was postponed until August the it was cancelled indefinitely.

Florida Power & Light Sep 2017 - Dec 2018

Project Manager/Construction Coordinator

•Brought onboard as an electrical expert in the Project Management Group as a Senior Construction Coordinator for a special Project at the Lauderdale Power Plant.

•Work includes the relocation of 4 each Jet Turbines and 2 each Generators to be used as Black Start Units for the facility power generation. Work includes the construction management, refurbishment of the site facilities and buildings for which the equipment is to be installed. This included the building lighting, street lighting, fire protection, air conditioning, insulating and building storm abatement.

•Additionally, engineering and procurement of the new Control Systems, Protection & Control System, Transmission Line interface, new MCC's and their connection, plus acquiring of the necessary spare parts and equipment to maintain the facility and commissioning.

•Work on Construction for the additional of additional Photovoltaic capacity for NextEra Energy at their Okeechobee Combine Cycle Power Plant. Part of FPL initiative is to have 30% alternative energy sources by you ear 2030.

•(Energy projects with First Energy Company), Welty specializes in the use of Lean Practices (Similar to Six Sigma) for Project Management and Construction. I specialize in Lean Project Management for Electric Utilities in transmission lines and substations.

•The transmission lines are normally 69kV up through 500kV. My responsibilities include total budget, schedule, contracting, the coordination of the contractors for materials, and labor, construction, and commissioning.

•Use all the normal PBOK Project Management aspects and combine them with Lean Technologies to enable the Company and Projects to be streamlined and fast tracked while holding cost to a minimum. Projects ranged from $9M to $34M

Public Service Electric & Gas (PSE&G) Mar 2014 - Nov 2015

•Responsible for the Project Management and construction of Transmission Projects specializing in green and brownfield substations, GIS substations, transmission lines from 69kV to 230kV and providing Fiber optical connectivity.

•Work included extensive underground facilities for connecting substations in an urban environment.

•Managed a major project to harden two urban substations and covert them from 24kV AIS to 69kV GIS. Project included providing a station around a station to allow for continuous power supply while the old station was being demolished and the new station was built.

•Managed the complete budget and various stages of estimates from 50%, 70% and 90% and presentation of cost to corporate management for staged funds per PJM funding approvals. Planned and tracked project during the full life-cycle process from development through commissioning, project close out and lessons learned.

•Managed multi tasked project team that included various internal department personnel, AE firms, study and permitting bodies from local, city, state and federal agencies, contractors, and consultants.

•Responsible for total project to include the management of design, specifications, long lead time equipment purchasing, design approval for IFR and IFC drawings, contracts for AE, services and contractors, permits, budgets, schedules, project team, departmental interfaces and reporting to management.

•Was sent to California to Southern California Edison to provide them with an Independent Engineering Study for their lending banks. The study was for 3 large photovoltaic systems in California and Nevada. The cost of the systems was $3 billion. Report was 143 pages.
