Please see above. During this time period I provided the full cycle capture for the IMCS IV IDIQ resulting in a win ($920M ceiling) in both the 1st round of awardees and the 2nd round post protest. I answered the ENs successfully as part of the 2nd award process. AITC then brought me as a full time employee for contract execution.

COO Woodbury Technologies, Inc (SB) 2018 to 2020 Oversaw all corporate operations including Contract Management, Business Development, HR and CMMI Srvs maintenance. Responsible for P&L and budget. Instituted a PMO. Weekly and monthly status review of all contracts. Reviewed all pricing on bid and proposals. Wrote and approved teaming agreements and subcontracts. Rebuilt the CMMI processes wrote the plans to enable execution. Essentially provided the design, plans to/and implement business strategies, other plans and procedures. Set comprehensive goals for business growth and success, established KPIs. Wrote and established policies and procedures that promoted the company culture and vision. Often performed Solution’s Architect for bids. Oversaw daily operations and supervised the executive staff. Senior Program Manager General Dynamics Advanced Imagery Systems 2011 to 2012 General Dynamics Advanced Information Systems' Senior. Program Manager managing the Advanced Technical Exploitation Program (ATEP) IDIQ contract for the National Air and Space Intelligence Center (NASIC) IDIQ. Efforts were direct support of national priorities, including the Overseas Contingency Operations and missile defense. Task order driven contract. Tasks provided various technical services, around-the-clock intelligence analysis, software development, engineering, physics expertise, and sensor exploitation research and development of space-based and airborne sensor data. Redesigned the PMO into a Project Portfolio and Proposal management structure producing new efficiencies, increasing program’s overall cost effectiveness. Established risk identification, risk containment, and mitigation techniques to reduce operational/financial impact to program and senior management goals. Developed capture strategies to effectively respond and win a large percentage of over 70+ RFPs each year. VP/Business Process and Development Mission1st Group (SB) 2008 to 2009 Directed business development, capture management execution and process building. Increased orders by $7M in new revenue within one year from a $17M baseline. Principal efforts were focused in building and establishing a viable business capture process that identified and led to successful captures. Designed a PMO (Project Portfolio Management) structure and associated processes. Authored a Program Manager handbook, Risk Management handbook, and company’s business plan for pursuing new business and developed numerous processes for ISO 9000, CMMI certifications. Directed operations and business development in the US Southwest. Led the successful capture and acquisition and management of TEIS II ($802M IDIQ). ISEC TEIS II contract supports Army’s worldwide Information System engineering services. Designed, implemented, and managed a robust Project Portfolio Management PMO creating a highly successful proposal management process that provided a 10 day start to finish proposal mill. Note: Contractually, a mandatory viable response was required for all RFPs (over 100 RFPs issued per annum). Captured $180M worth of task orders with a $120M in options (total $300M) over three years. Managed 30+ projects simultaneously some of which were OCONUS, approximately 250-300 personnel. Bid won, developed and provided the Program Manager duties for the Army Golden Master (AGM) contract which provides the US Army its standard desktop O/S, applications and related server software. Executive capture manager for numerous other major thrust programs, $100M+. Executive and technical lead for successful capture of ITES 2, a $20B IDIQ and the NETCOM. Command Sergeant Major for the AZ National Guard Joint Task Force. (Concurrent Employment in the Arizona National Guard, Joint). Worked in General Staff and provided direction for enlisted personnel. Served as the senior advisor on enlisted matters to CG. Provided designs and implementation solutions for mobile communications in support of emergency operations and "Fly- away" Packages; strategic planning for the advent of a pandemic outbreak (Bird-Flu). Deployed by order of President from Mar 1999 – Feb 2000. Served as Task Force Falcon (Rear) G6, 1st ID at Camp Able Sentry (CAS), Skopje Macedonia and assisted G6 forward in Camp Bonsteel Kosovo. Responsible for all telecommunications, IT and computer networks in and out of Camp Able Sentry (CAS) including the links to USA, Europe, Kosovo, NATO, and the UN. Assisted in design of the Tactical Operations Center (TOC) US Army operations in Kosovo.
