EXPERIENCE
02/2017 – PRESENT
LEAD DATA WAREHOUSE AND GEOSPATIAL DATA MANAGER, DEVELOPER, AND BUSINESS ANALYST, U.S. FISH AND WILDLIFE SERVICE
• Senior manager and developer of the Services’ Enterprise Data Warehouse to support the Bureau’s operational and reporting needs.
• Translated subject matter expert requirements into a fully functional, cloud-based system supporting the Agency’s transactional and reporting applications.
• Created data profiling toolset (python and pandas) to facilitate rapid understanding of source data characteristics and limitations.
• Integrated tabular and geospatial data from 60+ sources, including on-site and external systems, into robust, orthogonal, and conformed dimensions and facts using the Kimball methodologies to support resource management decisions.
• Created, optimized, and documented all Extract/Transform/Load (ETL) execution plans for 6 environments (on-premises and in Amazon Web Services (AWS)) to ensure reliable and consistent data delivery.
• Developed and implemented strategies for data Quality Assurance/Quality Control
(QA/QC), data governance, auditing, and metadata management. Prepared and 2
maintained all technical documentation. Developed unit test framework to verify data integrity.
• Developed code automation and management framework (python) to manage all ETL automations using the native database engine processing languages and Application Programming Interfaces. This code automation framework increased data consistency and substantially reduced development time.
• Developed, managed, and documented reporting data marts to meet end-user data requirements. Optimized data marts to have complete, indexed, and current data with down times less than 0.1 seconds per refresh cycle.
• Developed reports (SQL-Server Reporting Services (SSRS) and Microsoft Power BI) and cubes for data analytics.
• Developed logging and auditing system to track all steps of the ETL process. Data was used for auditing issues and summarizing data currency.
• Optimized SQL-Server data processing via query tuning and indexing to minimize ETL time and facilitate more frequent refresh cycles.
• Developed and tested database migration scripts (TSQL) to ensure accurate and timely migration to new application platforms.
• Developed an interface to the ESRI Arcgis API to manage 13 national-level geospatial datasets
12/2001 – 02/2017
DATA MANAGER, BUSINESS ANALYST AND DEVELOPER, NATIONAL PARK SERVICE
• Lead business analyst responsible for the development of multiple information systems core to the organization business processes (e.g., permitting, document and data management, and landscape analysis).
• Developed data management systems to manage natural resource monitoring information related to biodiversity, water and air quality, and vegetation dynamics.
• Coordinated and prepared natural resource monitoring protocols and data management procedures.
• Led team to create and publish a travel-time cost-surface geospatial model used to optimize movement over complex offroad surfaces.
• Developed and published an information system for managing paleontological data.
• As part of PMO, provided expertise to manage and prioritize the program’s project portfolio.
09/2000 – 10/2001
ENVIRONMENTAL CONSULTANT, KNIGHT PIESOLD, LLC
• Applied and interpreted geophysical models used for predicting landfill cap permeability
• Developed tracking system to manage legal information relevant to a Phase III Environmental Site Assessments and Superfund litigation. 06/1998 – 06/2000
ASSISTANT PROFESSOR, SOUTHERN ILLINOIS UNIVERSITY
• Pioneered and published research using artificial intelligence (feed-forward neural network) to model and forecast rainfall and flood events in the eastern United States.
• Taught undergraduate and graduate-level courses in physical sciences and environmental policy (e.g., NEPA).

ACTIVITIES
I am an avid cyclist, backpacker, and fly-fisherman. When not outside, I enjoy spending time with my wife and two amazing daughters, especially when we travel and learn about new cultures. What time I have left is filled with learning (I am completely self-taught), reading non-fiction, critically thinking, and keeping up with the news.
