At the conclusion of my employment at GMR, Inc. in 2004, I formed, L3 Ventures, LLC. L3 Ventures, LLC is my Consulting Firm used to continue my work, as an independent contractor, with Small Businesses, 8(a) SDB, SDVOSB, SWOB, and hub zone firms assisting them with the Business Development. The Consulting Services I provide include: “Doing Business with the Federal Government”, Education on FAR’s and FAR Part 125 - the SBA Small Business Program Rules/Regulations, the 8(a) Program Contracting nuances,. I also provide more advanced education on doing business with the Federal Government via Site Specific Government Contracts, Sole Source Contracts, GWAC’s, Market Research, responding to RFI’s, RFQ’s, and RFP’s. My firm also provides Capture Management Services, Proposal Preparation Services, and Post-Award - Independent Contractor - Program Management Services as well. GC Micro, Inc 8(a) to WOSB – Petaluma, California 2005 - 2022 Business Development Manager, Capture Manage/Program Manager As an L3 Ventrures, LLC independent contractor, I provided Business Development and Program Management Services to Belinda Guadarama, CEO of GC Micro. GC Micro was an 8(a) Minority, Woman-owned Small Business that later, with my help, graduated the 8(a) Program to become a successful Woman-owned Small Business. I brought my significant FAR knowledge, SBA experience, and my 8(a) contracting expertise to the company. I was the Subject Matter Expert on 8(a) contracts and successfully negotiated a number of GC Micro 8(a) contracts with various NASA Centers, as well as other agencies. While there, I used my extensive experience, winning track record, and knowledge for writing successful responses to Fed. Gov’t RFI, RFQ, and RFP’s. I served as Capture Manager for GC Micro responses to a number of Full and Open, and GWAC RFP’s. In 2007, I was responsible for GC Micro receiving it’s first GWAC Contact Award; a NASA SEWP IV, $17 Billion-dollar Contract. After the award, I served as the GC Micro Program Manager for that 8 year Period of Performance. My Program Management work continued on NASA SEWP IV until 2014, when I began work on the NASA SEWP V GWAC RFP. GC Micro also received an award for the, $ 62.5 Billion-dollar ytd, NASA SEWP V Contract, which runs thru 2025. When I began my career at GMR, as an outside sales rep., GMR was a Smal Disadvantaged Minority-owned Federal Contractor Business, with no presence at any of the 13 NASA nation-wide sites. I built the GMR NASA Division from the ground up. I secured many 8(a) Sole SourceDuring my tenure there, I grew my division into a $45m annual revenue organization. I managed a nation-wide sales team. I opened and managed our remote office located in Sunnyvale, CA…just outside the gates of NASA Ames Research Center. I used my team-building skills to hire sales, administrative, and warehouse personnel. While at GMR I developed significant Proposal Preparation, Capture Management and Contract Negotiation skills. I became the company Subject Matter Expert on 8(a) contracting. My knowledge regarding Federal Contracting enabled me to respond to Fed. Gov’t RFQ’s, RFP’s, and GWAC Requests for Proposals. I have been on and managed a large number of Proposal Teams, and served as Capture Manager for many of those efforts. As Capture Manager, I was responsible for Dynamic Systems receiving its first SEWP GWAC Contact Award, a NASA SEWP V, $62.5 ytd Billion-dollar Contract.
