Professional Experience
United Church Homes, Inc. 170 E. Center St. Marion Ohio 43302 Supervisor Dan Fagan, Vice President of Care and Housing May 4, 2022-September 27, 2024 CO Director of Housing Operations- Salary
Managed 14 sites in Ohio, Indiana and Pennsylvania. These properties transitioned to third party management by United Church Homes (UCH) under my facilitation resulting in a portfolio of all newly managed communities. I worked to employ new staff, collaborated with others and committed time for their training, supervised and planned for short and long term goals around improving occupancy, lowering the costs of expenditures, and provided for better purchasing power through national accounts and vendors. I had numerous successful inspections with Ohio Housing Finance Agency, Ohio Capital Corp., HUD through the NSPIRE progam, and the Veterans Administration. I submitted better budgets and developed plans for sustainability. I worked closely throughout the transition and thereafter with the owners of the entities, maintaining a strong customer focus on improving the UCH position with all partners. I worked to grow the satisfaction of the residents through more timely response and quality workmanship. These properties were funded by the HUD 202 program and LIHTC program with HOME funds and vouchers. This position allowed me to work in collaboration with finance, marketing, compliance, training, and human resources.
Executive Director Christian Concern Communities - I was appointed as the Executive Director of seven properties outside of Philadelphia PA totaling over 500 units. Subsidies included RD, HUD and LIHTC funding. I oversaw all aspects of their operations strategic planning, human resource decisions, fiscal responsibilities, and was instrumental in creating new sustainability platforms for all properties. In particular one property over sixty years old was eligible for project based vouchers made available in an effort to secure units with more subsidy putting a new amount of funding on more than fifty units that were formerly market rate. I worked with Hampden Park on this venture as well as submitting a green retrofit grant application. I worked with HUD and RD to elevate budgets to support operational endeavors, and built a strong performing staff with talent and commitment. The contract for these services was for a period of two years and at that time they elected to end the collaboration with UCH understanding that they could not afford the third party fee structure as the capacity for this structure was not affordable for the management company. Budi President & CEO Housing Administrator -Managing the development and administration of programs designed to improve the economic, physical and social conditions of persons living in at each of eighteen physical locations serving seniors and disabled in Southwest Ohio, Southeast Indiana, and Northern Kentucky. These projects receive HUD 202 funding. I was responsible for all the management duties and served as Secretary on the housing Boards. I developed annual short term goals and objectives through a work plan that included long term goals as well to grow the programs and strengthen relationships in the areas we served. I worked to collaborate with elected Federal, State, or local officials and non-profit organizations regarding housing and community development issues. I assumed the responsibilities of ensuring the program remained financially sustainable and refinanced 80% of the portfolio. I accomplished two grants exceeding $800,00 using Indiana Housing and Community Development Authority CDBG funds to enhance facilities, amenities, and to make units and common spaces more accessible. I supervised 60+ employees with regional support from six key staff. I monitored and helped develop marketing plans achieving average occupancy rates of over 97%. I reviewed, approved, and submitted all budgets, oversaw capital expenditures, and coordinated maintenance and facilities upgrades and replacements. REAC inspections rated at an 88 or higher, success in areas of resident satisfaction at 94%, employee satisfaction over 90% and regulatory compliance with 80% of ratings at an Above Average or higher. I implemented several new software tools to assist with efficiencies. The model of Enhanced Service Coordination and tracking outcomes through Population Health Management is valued and was implemented in 2010 and enabled residents to successfully age in place.
Regional Property Manager -Oversaw the day-to-day operations of eighteen affordable housing communities in the tri-state. gave direction to staff, filled staff openings, completed performance evaluations, oversaw the Service Coordinators, and worked with the Administrator on projects related to the physical plant of the properties, I ensured HUD compliance issues, implemented and trained on new changes in compliance matters, and taught and assisted staff with ongoing training needs.
