Defense Logistics Agency (DLA), New Cumberland, PA Jan 2018 – Oct 2024 Management and Program Analyst
Delegated in March 2018 and re-delegated October 2018 to act as a Program Manager for DLA Human Resources Services (DHRS) Government Purchase Card (GPC) program. By this appointment, I am charged in complying with applicable governing regulations, agency policies, and departmental procedures. I serve as the primary point of contact between internal personnel with external vendors to communicate the fluid processes of using the GPC as a vehicle of payment for training. Interpret Department of Defense (DOD) instruction, DLA Instruction (DLAi), and GPC guidebook regulations to determines if the requirements governing the training program meet the request of the training event. Identify risk versus reward to assess variable constraints as it relates to utilizing government funding that will support conditional employment job roles. Seek legal justification to provide formal guidance on the proper use of the GPC program to executive leadership, departmental management, leaders, and employees.
Played a key role during organizational audits conducted biannually to ensure the GPC program is adhering to policy and procedures. Prepare and maintain purchase packets with detailed evidential matter to justify each purchase during audits and preserve compliance with standing practices.
Collaborate with the GPC Team on process improvements, interpretation of new rules, guidelines, and directives. As an Instructor and Course Manager for the Transportation provided training in effort to our support warfighters by instructing 6 courses to teach methodology of procedures coupled with computer processes. Executed training via Video Tele-Conferencing (VTC), Face-to-Face, one on one workshops, Jabber, and Business Skype to support the implementation of new computer technologies that supplement and enhance traditional production practices. I collaborated with policy holders (Subject Matter Experts) who were process owners and course- related instructions. To take it a step future, as workforce integration I spend time in the warehouse environment at each of the 26 Distribution sites world-wide to review and understand the processes that are taught in each course. Managed and performed major updates (as necessary), general course maintenance, implementation of new course content, administration procedures, and scheduling course deliveries for Transportation courses. Projects that I either participated in or led:
• Proficient in identifying deficiencies within the logistics support plans between DLA and Fleet Readiness Center Southwest (FRCSW). Collaborating to resolve and coordinate an agreement with customers in the form of a Standard Operating Procedures (SOP) to handle and transport high-dollar high-value inventory.
• Responded to after-hours phone calls and emergency alerts indicating material issuance/delivery is required for an Emergency Supply Operation Center (ESOC) shipment for a warfighter's Aircraft on Ground (AoG).
• Improved customer readiness by consolidated Raw Stock within a month beginning with the concept of operations, consolidating line-item into one location, and issuing materiel to the customer with delivery services reduced customer wait time from 17 days to 3 days.
• Evaluated contractual-based incoming shipment for customers using Wide Area Work Flow (WAWF) as the primary source of retrieving the contract agreements. The purpose was to evaluate the relationship between customer requirements and shipped material, review the shipments for accuracy, and approve or annotate discrepancies in WAWF as a certifier.
• Participated in the pilot team that introduced and training a new computer-based software system to the workforce, goals included evaluating training materiel and providing feedback for the best fit for the processes of Receiving, Inventory Accuracy, Warehousemen, and Stow & Issue and Transportation.
• Performs weekly analysis for a unit cost between three Navy Computer Programs to ensure that the customer is correctly charged for materiel and materiel that is ordered from the vendor is received correctly.

• Prepare weekly reports with charts to identify operations strengths and possible weaknesses; continuously running risk management scenarios for future operational improvements. Resolves high-priority logistics, supply, distribution, information or service problems through personal action or immediate coordination with DLA activities by advice commanders and military services program manager of new and pending changes in DLA.
• Assisted Management in reducing 450+ work orders backlog to a workable daily 20 10) worker orders over 6 weeks through overtime and credit hours; creating the ability to maintain transparency with the customer.
• Mapped new operational processes for Repairable Condition Material, Raw Stock Document Delivery Services, and Small Parcel pickup and Delivery Routes. One of eight personnel on the consolidation project- conducting a study to consolidate 3 warehouses into a single facility to streamline the processes of delivering customers material on time, for 10 months.
