Senior IT Project Manager

Senior Digital Asset Project Manager for the City of New Orleans. Assisted in the strategic roadmap and implementation of a Digital Asset Management (DAM) tool and program. Provided leadership in architecture, design, acquiring, cataloguing, managing, and protecting digital assets.

Gathered all the requirements and drafted 3 RFPs for asset management software solution.

United States Air Force – CMOS Program July 2019 – Feb 2020

Senior PM responsible for all Deficiency and Security Reporting activities, data maintenance and technical/functional change requests for the Cargo Movement Operations System (CMOS – a .NET application) for the USAF (Army, Marine Corps and National Security Agency).

Lead a team of 13 engineers and support staff that maintained the baseline, conducted configuration management, security engineering, quality assurance and technical documentation.

Served as Agile SME and Scrum Master for the team. Advised PMO Functional team as Agile Coach that worked in conjunction with DEV team.

Air Force Business Enterprise Systems (AF BES) Jan 2018 – July 2019

Program Manager/Deputy Program Manager

Program Manager for NexGen IT Program. It is composed of TRIRIGA, an Integrated Workplace Management System with ECMS. This system utilized IBM FileNet thru its Content Management Interoperability Services. Led the overall implementation of the 82-person program including solution development, conversion, deployment (to 180+ AF Bases), system engineering, configuration management, quality assurance, project control, and help desk.

Deputy PM for the AFCE NexGen IT Program. Provided high quality technology recommendations and solutions that address business needs by aiding the project with modifying existing applications or developing and replacing client applications. Significantly improved this $85 million-dollar project thru a series of CMMI process improvement reviews. Served as Senior CACI leader on site (40 personnel) with the USAF customer. Managed the PMO shop, test team and data lifecycle team. Managed and reviewed Integrated Master Schedule (in MS Project) weekly with customer and team.

Implementation Project Manager – As part of (NMMES) Navy Maritime Maintenance Enterprise Solution, drove the successful deployment of MSE (Maritime Systems Environment (MSE) to the 4 Navy Shipyards and 6 Repair Maintenance Centers worldwide.

SPAWAR (now NIWC Systems Center) Aug 2015 – Jan 2018

Project Manager

Led a team of 24 staff (corporate and subcontractor resources) on a multi-year effort to consolidate and collapse 3 Navy Personnel systems into a NAVY ERP application (NSIPS), a PeopleSoft application with an Oracle Enterprise CMS, as part of an overall modernization effort.

Responsible for the execution of data migration from retiring DB2 system into Oracle 12. Coordinated data warehouse architecture with a larger Navy Program Office.

Staffed entire team and designed and produced an Integrated Master Schedule in MS Project. Utilized Agile, Kanban and Scrum as delivery methodologies. Executed Earned Value Management on a $14 million-dollar budget. Delivered first increment on schedule and 30% under budget. Developed staffing plan and budget for each additional option year for this effort.

TeleVox Feb 2015 - Aug 2015

Program Manager (6-month contract)

Managed a multiphase program for the Janus Program - a modern, scalable, multi-tenant notification platform. This platform encompasses the feature set of the existing TeleVox platform .NET components, as well as new features in JAVA as defined by the business. Provided Agile coaching and developed a Scrum team to deliver new functionality.

Entergy LLC July 2014 - Jan 2015

Project Manager (6-month contract)

Managed a critical project for the Nuclear Fleet at Entergy. Provided IT management and direction to implement the Syntempo Work Management System at Entergy data center and mobile kiosks at all eight nuclear power plants. This web application consolidated Asset Suite, Primavera, and ESOM into one web solution with CMS.

Facilitated the development of a master schedule in MS Project and coordinated the deployment of the system and the training of the users. Worked with site leads and product vendors to ensure a successful deployment of the new system.

Alfa Insurance July 2014 - Jan 2015

Project Manager (6-month contract)

Senior level manager for a large, high profile, business transformation initiative for Alfa Insurance. Lead 2 project teams to develop and deliver (using a modified Agile approach) a Content Management System as well as designed and delivered a new Portal for Alfa’s Agent and Customer facing website.

Worked with Quality VP to incorporate Guidewire (CRM and ERP System) with its Product Content Management (PCM) into their organization.

Office of National Intelligence (ONI) June 2013 – June 2014

Conducted management analysis of multiple projects (Collaboration, Cloud, Data Ingestion, and Federated Search) as part of the IC IT Enterprise. IC ITE is evolving the IC from agency centric architecture to a common, cloud-based platform where technology, information and resources can be easily shared using an ECMS.

Led a team of 20: analysts, front-end developers, and system engineers and data scientists for HKAP (Haystack Knowledge Awareness Project) which is a scalable, multi-source fusion platform capable of ingesting structured and unstructured information in large volumes. It was a high-performance information exploitation capability to (and accurately) reduce analyst time spent on information discovery. Incorporated an ECMS

Responsible for 1 prime contract and 1 subcontract for both a test prototype version as well as a production version. Used Agile with a shared product backlog to deliver on both tasks. Scrum master for both teams working on the separated deliverables.

US Navy - JDISS Program July 2011 – April 2012

Senior Project Manager / Systems Integration Lead

Led system integration and documentation project for Joint Deployable Intelligence Support System (JDISS) Systems Integration (SI) including Infrastructure and Collection Management Missions Applications. Provided oversight of daily project activities, and reviewed test results and documentation. Managed extensive testing infrastructure. Expanded use of collaboration with MS SharePoint to support these activities. Managed service tickets using REMEDY to meet and exceed project standards.

Managed a team of 16 with various skills and levels of expertise including designing and executing training plans to balance skill levels, establishing organizational structure, and recruiting and hiring staff to raise proficiency levels. Instituted ITIL principles within the team.

Department of Homeland Security - ICE June 2010 – June 2011

Managed execution of critical Acquisition and Software Lifecycle Management (SLM) for multiple programs of DHS Immigration and Customs Enforcement (ICE) by establishing use of MS Project WBS for project organization and an MS SharePoint (MOSS) site for collaboration.

Defense Intelligence Agency

Managed development and delivery of “A-Space”, a collaboration tool for the ODNI which received the Time Magazine award for “Top 50 Inventions” for 2008. This web portal solution was deployed across 17 agencies and 3 different networks. The A-Space portal worked in conjunction with an ECMS that allowed for document sharing. Engaged a diverse customer base using a modified Agile approach.

Lead team of developers to upgrade DIA Knowledge Management System to a web portal with CMS. Managed three other DIA projects supported by $10 million budget and staff of 25 in software development, systems analysis, knowledge management, help desk support, and human resources.

Provided collaborative and knowledge management solutions by establishing use of a Project Management Office (PMO) organization utilizing MS SharePoint (MOSS) resulting in streamlined access to documents and data across the Intelligence Community (IC).

Department of Labor

Coordinated user groups to define, develop, and implement changes to the Occupational Health and Safety Administration (OSHA), Integrated Management Information System (IMIS) Program.

Developed functional requirements document identifying risks, scheduling impacts, and budget and solutions required to mitigate risks.
