SUMMARY OF EXPERIENCE

I’m a Construction Manager with more than 38 years of experience on medium and large-scale disaster response, design-build (DB) construction, environmental remediation, hurricane recovery, heavy demolition, site preparation, property remediation and restoration, chemical weapons, radiological weapons and high explosives plants D&D, utilities/distribution systems, secured communication infrastructure systems, and PCC and HMA airfield pavement projects in challenging environments. I’ve worked for a variety of clients on these types of projects including USACE, NAVFAC, DOD, DOE, DOS, AFCEE, GSA, USEPA, CNL and AECL throughout the US, Canada, the Bahamas and Afghanistan. Specifically, I’m experienced in all manners of environmental remediation, D/B construction, demolition, excavation, trenching, confined spaces, shoring and erosion control/storm water pollution and prevention, and plant commissioning and decommissioning related disciplines.

PROJECT EXPERIENCE

Construction Manager for AECL & CNL’s Port Hope Area Initiative (largest radiological remediation effort in Canada) in Port Hope, Ontario, $118M (03/2023 – Current). Responsibilities: Providing management oversight of the planning and execution for the radiological and hazardous materials remediation efforts at the Industrial Sites known as Chemetron Lagoon, Lion’s Park, Coal Gas and Highland Drive South Ravine. Extensive water table/water management challenges and the discovery of sub-grade anomalies and archeological concerns dictate the need for stringent oversight, continual problem solving and hard core dedication. Construction Manager and QCM for NAVFAC Atlantic, Hurricane Matthew Recovery at AUTEC Phase 4AB and 4C, Andros Islands, Bahamas, $35.7M (08/2021 – 03/2023). Responsibilities: On-site prior to commencing the work for sequencing implementing AHA, JSA, Production and QC plans, and ensuring appropriate field personnel training before starting work on specific tasks. Prioritized the work to be performed, HV/MV electrical work, and incorporated QC and safety measures for all DFWs. SOW: Provided disaster response, debris management, and reconstruction services for this time-critical project following Hurricane Matthew under one of three TOs performed in the Bahamas. Performed Design-Build construction of the housing, security fencing and lighting systems throughout the Base, and essential repairs of various facilities including housing, administrative buildings, post office, fire and police station, power plant, GWTP, warehouses, carpentry shops, and motor pool buildings. Accomplishments: 262,000 hours worked with zero OSHA recordables.

Construction Manager, NAVFAC Atlantic, Camp Lejeune Follow On Work for Hurricane Florence, Camp Lejeune, NC, $586M (12/2018 – 08/2021). Responsibilities: Conducted all manner of roofing program and warehouse modernization oversight for NAVFAC to address all repairs and re-roofing of flat and sloped roof systems, in addition to roll up doors, man doors, and window replacements. Additionally, served as Safety Committee President. SOW: Supported aviation facilities; civil site facilities improvements; site water infrastructure improvements; command and control facilities; site water utility and fire protection improvements, and electrical distribution improvements were made following Hurricane Florence. Construction Manager, USACE Winchester VA, Kandahar Airfield South Park Infrastructure, Kandahar Airfield, Afghanistan, $46M (2009-2012). Responsibilities: Planning, sequencing, resource allocation, three- phase inspections and oversight of all construction-related activities. Welding Inspector for AED South, and all related In-Progress Inspections. SOW: ACS/ACM/PAH abatement, dewatering and extensive deep excavations to accommodate sub-grade crane placement for six critical lifts. Cuts and cracks purposely installed in these monolithic granite columns during manufacturing made for extremely challenging lifts, and custom cribbing and shimming for safe transport Compacted and re-contoured the revegetated area and built new haul road for future construction efforts. Accomplishments: No OSHA recordable.

Health and Safety Officer/Quality Control Manager, USACE, NOP Mead NE Load Line 1 and Construction at OU2, Mead, NE, $17M (2009). Responsibilities: Oversight of the construction of three deep extraction wells, pump houses, 7 miles of 6” to 24” HDPE transfer lines and associated placements, alignments, and welding. Ensured submittal and spec compliance in addition to conducting all associated QC inspections and material inspections. Provided oversight for all QC testing with additional focus on mechanical, electrical, and pneumatic systems. SOW: Performed groundwater studies, including installation of monitoring wells, quarterly groundwater sampling, construction, operation, and maintenance of groundwater treatment systems, and aquifer testing. Accomplishments: Earned the Award of Excellence from CENWK for achieving and maintaining a 98% treatment plant operation up-time. Superintendent, USACE Kansas City, Construct Replacement Groundwater Treatment Plant, Bainbridge Island, WA, $9.5M (2007-2009). Responsibilities: Planning, sequencing, and oversight of the construction of the new GWTP, associated retrofitting, refinishing, and relocation of select existing plant equipment, replacement of the existing slab and perimeter drain system, construction of the associated tank farm, and secondary containment systems as well as planning and oversight of barge deliveries and crane work. Direct involvement with all aspects of health and safety and QC programs. Assured submittal compliance, fit, finish, and all site communications, production tasking, QCS/RMS uploads, and schedule maintenance. SOW: Renovated an existing facility replaced storage tanks, and installed a groundwater treatment plant (COC’s were Creosote and Naphthalene ground plume). Accomplishments: Awarded Perfect Record Award for operating 41,604 employee hours without occupational injury or illness involving days away from work by National Safety Council.

CM/HSM/QCM, USACE Kansas City, AST/UST Removal Action Building 1021, Ft. Leonard Wood, MO,

$546K (2007). Responsibilities/SOW: Planning, oversight, sequencing, and scheduling of all associated trades for the 30K gallon underground storage tank removal and installation of two 45K gallon above-ground storage tanks including footers, foundations, parking lot, sidewalks, and control systems. Ensured compliance with all regulatory and contractual requirements and that all health and safety and QC expectations were met or exceeded.

Superintendent, USACE Tulsa, Asbestos Abatement, Abandoned Osage Power Coal-Fire Power Plant, Ponca City, OK, $2.5M (2006-2007) Responsibilities/SOW: Oversight of abatement activities of a severely deteriorated abandoned power plant. Extensive custom scaffolding systems were implemented. Designed and sequenced all efforts from conception through completion. Handled all QC responsibilities, QCS/RMS uploads, schedule maintenance, budget control, compliance assurance, client and regulator interactions and inspections, ongoing safety assessments, and general planning and production tracking. Accomplishments: Milestone Award for operating 23,230 team member hours without injury or illness involving days away from work from Occupational Safety/Health Award Program. Superintendent, Hurricane Wilma Relief Effort, Key West, FL, $14.6M (2005-2006). Responsibilities: Planning, sequencing, production, and oversight for all aspects of mold abatement and residence rebuild efforts at the Peary Court Annex. Provided QC and Health and safety oversight to nine different trades associated with the remediation and rebuild efforts. Handled all sequencing and allocation of trades as well as all procurements, delivery tracking, allocation, inventory control, housing/transportation, schedule maintenance, and successful completion of project. SOW: Provided demolition, construction, restoration, debris removal, transportation and disposal, and mold remediation services in response to damages caused by Hurricane Wilma in 2005 at multiple naval installations. Accomplishments: Workers executed more than 100,000 safe work hours and completed all tasks without rework or non-conformance issues. Superintendent, ECC Inc. for the Denver Federal Centers Munition Bunkers D&D and NRTD Expansion Project (2004 – 2005) for the GSA. Responsibilities/SOW: Oversaw a 22-acre site characterization project including ground water sampling and extensive exploratory trenching (>1800) including sub-grade /geological assessment of an asbestos and chemically contaminated site, also served as a pilot program for the CDPHE

(for addressing ACM and PAH contaminated Soil Remediation), and then awarded subsequent large-scale remediation effort.

Superintendent, Los Alamos National Security, TA-16-340 (2003-2004) High Explosives Plant Remediation. Responsibilities: Planning and sequencing, decommissioning, and demolition of the High Explosives (HE) Vacuum System and associated mixing/blending/transfer equipment. SOW oversight of asbestos and hazardous materials abatement, HE product recovery, select demolition and utilities alterations. Direct oversight of all ESQ concerns resulted in successful removal of over 3,000 feet of HE-contaminated vacuum lines and over 20 tons of HE-manufacturing equipment.
