EXPERIENCE
Miles is a seasoned civil engineer that has served in both public and private sector. He served at the County of San Diego Public Works Department for 17 years as described below: Department of Public Works (DPW) – County of San Diego (August 2002 – Sep. 2019) A. Private Land Development Section (2002 to 2009) - Civil Engineer Duties in Land Development included review of projects and set conditions for Major & Minor subdivisions, Major Use Permits, Site Plans and other Minor Use Permits, review the engineering plans and reports based on current policies, standards, Land Use regulations, Right of Way, Traffic, Street Lighting, Drainage and Water Quality Requirements. This included, meeting with internal staff and external customers, providing support to other stakeholders, oversee reporting project accounts . It also included review and approval of Hydrology and Stormwater Management Plan (SWMP) reports, and legal documents such as SWMP maintenance agreements. Coordination with outside engineers and developers to assist them in navigating their project. B. Watershed Protection Program (February 2009 to June of 2013) – Civil Engineer To assure State NPDES Permit compliance, Miles was in charge of the review of both Private and CIP projects for Water Quality purposes, review and implementation of policies and procedures related to Water Quality standards from State to the County and update of various legal documents such as Watershed Protection Ordinance (WPO), Standard Urban Stormwater Mitigation Plan
(SUSMP), Stormwater Management Plan forms (SWMP) and Hydromodification Management Plan
(HMP). He provided technical advice to other departments within the County and held various workshops for both internal County staff as well as outside consultants to learn about the latest in stormwater regulations, hydromodification and geomorphic channel assessment. C. Transportation / Field Engineering (June 2013 to Sep. 2019) – Sr. Civil Engineer Miles supervised a team of engineers supporting Field Operations & other County staff for the maintenance of County storm drain system as well as assisting public with their drainage related issues. The activities included providing technical support, review of private development and public capital improvement projects, development of the annual Works program, review and analysis of legal issues with the County Counsel as it relates to road and drainage, and coordination with private citizens, representatives of other municipalities or CALTRANS bordering the issue or project. Managerial duties also included administration and staff performance evaluation, public speaking on employee recognition and leading group meetings. Miles currently is a resident of Aliso Viejo, CA and a Senior Plan Check engineer at Cannon Engineering Corp. in Irvine.
