Telecommunications veteran with over 50 years in the telecommunications Industry. Very knowledgeable in Inside and Outside Plant operations. ●Developed the plan for replacing traditional TDM (Time Division Multiplex) voice switches with next generation softswtches because of End of Life/End of Support issues and maintenance issues with the current switches.

●Developed the plan for the installation of over 100 next generation gateways and 50 Call Feature Servers (Metaswitch and Genband C15) associated with the Federal Communications Commission Stimulus Fund to accelerate broadband build-out to Americans living in rural areas that currently have no access to robust broadband infrastructure.

LD CIC Operations Manager 10/2006 – 1/2011

●Working with Alltel counterparts to ensure transfer of circuits and accounts from Alltel to Windstream as a result of the Wireless/Wireline split.

●Subject matter expert on transitioning from Sprint as our underlying carrier in Texas, New Mexico and Oklahoma to AT&T and subject matter expert in transitioning from the CIC that now belongs to Alltel to a CIC that belongs to Windstream.

●Installed, turned up and currently maintaining the data base for A Cisco Call Manager VOIP switch running on version 4.1 (3) that provides service for the Iraqi Defense Network.

●Lead engineer for VSAT, voice and microwave operations for the Iraqi Defense Network.

Site Manager 6/2004 – 7/2005

●Managed the voice, data and the inside/outside operation for the Multi National Security Transition Command – Iraq.

●Acting Operations Manager for the project for two months. Managed the voice, network, systems and inside plant operations and other projects that JTSI had in Baghdad.

Developed the Ring/Segment architecture of our networks to allow for more precise sales of our assets. Work closely with the Operations department to analyze OTDR test results. ●Supervised a group of Operations Managers charged with maintaining dark fiber operations in ACSI Network Technologies cities. Interviewed and hired managers for all ACSI NT cities. Determined headcount requirements for each city. Developed a Network Operations Manual and various standard operating procedures.

●Supervised a group of Project Managers charged with building Espire Communications Transport Nodes. My team constructed Transport Nodes consisting of Lucent, Fujitsu and Positron SONET equipment. Managed the installation of a Lucent Smart LGX system and a collocation area in a Fiber Transmission facility.

●Supervised a group of Project Managers charged with building American Communications Services Transport Nodes. My team constructed Transport Nodes consisting of Lucent, Fujitsu and Positron SONET equipment. These Nodes are also equipped with Alcatel 1631 DACS Systems and Lucent SLC-2000 DLC Systems.

●Subject Matter Expert on Operational issues relating to AT&T Network Validation Testing. 16 ACSI Transport Nodes successfully passed NVT under my direction.

●Operations Coordinator for AT&T's Disaster Recovery Program. I created e.spire's Network Disaster Recovery Plan in accordance with AT&T requirements. As a result of my coordination, a highly successful Disaster Recovery Exercise was completed in Kansas City, MO.

HOUSLEY COMMUNICATIONS - Mexico City, Mexico 1993 - 1995

●A member of a team of Telecommunications professionals charged with the establishment of a Network Operations Center of Telefonos de Mexico in Mexico City.
