During my time at NCES, I worked for the Annual Reports and Information Staff. While I assisted all aspects of the Annual Reports work, I was primarily responsible for the NCES contribution to the Department’s Formula Allocation program. This included acquiring, verifying and publishing data for public school district Title I, Part A allocation process. I managed an annual $6 million interagency agreement with the Census Bureau to calculate school district poverty and population estimates for 5-17 year olds. As a part of this work, I served as the primary agency negotiator, conducting final negotiations with Commerce General Counsel, Census Bureau staff, ED Budget Office, ED General Counsel and NCES management. I also developed and implemented SAS and excel programs and various other relevant software which calculated and published final allocations to all relevant entities. Together with the Department’s Budget Office and El/Sec program office, we successfully distributed 47 years of Title I funding to States and local education agencies, the largest single Federal Education program for El/Sec education. In addition, I provided final allocation formulas and data for 21 other ED formula grants, including Voc-Ed, American with Disabilities Act, language acquisition and others. Also, over the years, I assisted in the analysis and publication of numerous NCES and other Federal Agency data, especially contributing tabular and written items to the publications the “Condition of Education,” the “Digest of Education Statistics”, “Projections of Education Statistics,” and other key special purpose analyses such as the 2015 Congressionally mandated” Study of the Title I, Part A Grant Programs Mathematical Formulas.”

Finally, over the years, I have served as NCES liaison with numerous contractors, consultants, Congressional Committees, government agencies and relevant private organizations, providing data, analyses and advice on all aspects of Elementary/Secondary Education finance data collection and interpretation..
