OBJECTIVE

Proactive measures will ensure that the work environment and work procedures are safe to all concerned people. DUTIES AND RESPONSIBILITIES HANDLED:

Reporting to the HSE Manager/ Senior Management / Operations Manager/Project Manager. I have been responsible for the following:

Provide Advice tomanagement on health, safety and environmental issues.

Ensure the project operations at all times are in compliance with enforcement authority requirements.

Ensure that all employees, contractors and visitors receive HSE inductions prior to enter the project.

Inspection of all workplaces, the promotion of the safe conduct of work, hazard identification techniques and communication of corrective measures to management.

Assist the managementon all health, safety and environmental matters for obtaining annual fitness certificate from the enforcement authorities.

Issuance of various work permits for all non-routine works and ensure the effectiveness of Permit to Work (PTW) system.

Ensure the effective function of first aid station in the project and all first aiders are appropriately trained.

Ensure that all first aid cases are recorded and follow up action may be taken for all hospital cases.

Ensure the proper supply and use of Personal Protective Equipment’s as demanded by the nature of the work.

Investigating all types of accidents / incidents / near misses and reporting to management and enforcement authority as well as accident prevention and maintaining accident records.

Training of workers and ensuring that they are issued with adequate instructions and creating awareness of safe work practice among them.

Develop and deliver internal / external training courses on health, safety and environment.

Carrying out Risk Assessments to determine hazards of the operations / activity and facilitating suitable solutions.

Assist supervisors in delivering toolbox talks to the workers on the control measures identified in risk assessments and the safe system of work to be adhered to.

Develop procedures for high-risk activities and brief management on their responsibilities under these procedures. Audit against these procedures regularly and report any non-compliance to the management.

Maintain a record for all paints / chemicals / dangerous goods used / stored at the premises, their Safety Data Sheets as per the Environmental Protection Department’s requirements and advice management / staff on safe handling / transport and storage practices.

Conducting HSE inspections and audits on regular basis including firefighting, safety and emergency response equipment and advice management for necessary action.

Conduct Fire and safety inspection of project and ensure suitable fire extinguishers, fire hose reel, heat and smoke detectors, breaching inlets are Installed and maintained as per the requirements of Civil Defense

Advise on the requirements for workers welfare facilities and carry out regular inspections of the facilities, reporting any concerns to the management.

Coordination of HSE related matters of project and provide necessary instructions and training to HSE Assistant of project.

Coordination of various training and third-party inspections. Ensure that all heavy equipment / operators having valid documents.

Organizing periodical safety committee meeting to review and improve the performance of the organization on safety related matters and implementation of follow up procedures.

Disseminate safety bulletins and other pertinent HSE information to the workforce and display of necessary HSE information sings and posters.

Ensure regular emergency response exercises and drills are conducted to ensure the highest level of preparedness in any emergency. Maintains records of such drills, providing recommendations for emergency response improvements.

Ensure, at minimum, legal compliance and reduce risk of non-compliance of environmental issues.
