To obtain a full-time position in which I can utilize my 26 years of maintenance experience in water and wastewater facilities and equipment. This includes buildings, equipment (mechanical and electronics), and operational, distribution, and collection systems. I have extensive experience in operations, management, SCADA, engineering consulting for construction, upgrades, supervision, and inspections of projects, operations of plants, and management of utility departments, operators, and staff, as well as budgeting, purchasing of products, training, and departmental budget oversight. My maintenance skills include plumbing, electrical, electronics, painting, welding, and maintenance of pumps, motors, generators, etc.

We just relocated to Plant City for my wife’s employment and I am seeking a position closer to the area.

Operations Manager

Provide operations and maintenance oversight of contracted and company-owned water and wastewater facilities throughout Florida. Provide training and mentoring to operators and maintenance staff. Oversight of maintenance projects, purchasing of materials, serving as liaison with vendors, providing OSHA training, Oversight of testing, and ensuring compliance with Florida-mandated testing requirements. Serve as liaison between the company and Florida EPA with annual inspections and address any violations or concerns as they arise.

Superintendent Water & Sewer

Perform maintenance of plant buildings and equipment

Troubleshoot water and wastewater pumps, blowers, and other equipment at the treatment plants

Supervises repairs to water or wastewater lines including laying and caulking pipe, cutting pipe, tapping mains and service lines, installing and setting meters, and flushing and evacuating clogged wastewater lines.

Oversee installation, maintenance, and repair of valves, meters, gauges, pumps, and associated equipment used in water or wastewater collection systems.

Performs semiskilled and skilled inspections and troubleshoot control panels

Coordinates locate of water and/or wastewater lines to prevent damage during construction and digging operations.

Operates and provides training as needed for the operation of equipment such as air hammers, air compressors, pipe pushers, hand tools, pumps, torches, and drills to perform maintenance of water or wastewater lines.

Assists in excavating work site as required facilitating installation, maintenance, or repair of water, reclaimed water, or wastewater lines, and restoring site to original condition when work is complete.

Supervise and provides training for light construction equipment such as backhoe, dump truck, jet truck, pickup truck, jackhammer, or boring machine. Supervised of staff, Oversight of safety program. Oversight of distribution and collection systems. Monthly EPA reports, interact with citizens as concerns arise. Attend council meetings as needed. Responsible for both departmental budgets and daily POs. Other duties, as necessary.

2015-2017 Zhanjiang Organization

Provided humanitarian services, working in cooperation with the Chinese government at the provincial and local levels. Served as Co-Director for the startup and operations of programs. The cooperation contract ended and we had to relocate back to Ohio.

2003 – 2015 (resigned to do a startup of the project in southern China) State of Ohio-ODNR Engineer

Serve as technical specialist for the State of Ohio to provide direction & technical assistance to facility managers & treatment plant operators with operation, compliance, maintenance & rehabilitation of statewide, Natural Resources owned water & wastewater treatment plants, including collection & distribution systems, associated equipment, source water supplies, laboratories & associated analytical testing & reporting, swimming pools & spas; assists with development of scopes for repairs & upgrades to treatment plants; responds to administrative personnel pertaining to compliance issues, negotiations with regulatory agencies & direction for treatment plant operations & rehabilitation; represents facilities in meetings with municipal water & wastewater systems to negotiate connection to systems.

Inspects water & wastewater plants, respective collection or distribution systems, including lift stations, booster stations, source water wells & water supply intakes, elevated & in-ground water storage tanks, cathodic protection equipment, lodges, cabins, service facilities & camp grounds, to determine that the facility’s operations & mechanical equipment are maintained & operated safely & according to regulations; prepares written inspection reports including condition assessments, operation & maintenance concerns, & compliance with regulatory requirements; makes recommendations for improved operation, maintenance & rehabilitation for meeting compliance schedules; instructs resident personnel in corrective actions, operations, & health & safety practices; participates in safety programs; serves as liaison between treatment plant operators & regulatory agencies to include the Ohio EPA & Health Department; interprets & provides recommendations to operators on compliance with new & existing regulations, prepares permit applications for submittal for modifications or additions to new & existing water & wastewater systems, swimming pools & spas; consults with district & central office personnel on operational & mechanical problems.

Reviews engineering design drawings & specifications for treatment plants & mechanical equipment installations & improvements. Lead construction projects from bidding, to coordination/oversight, inspections, start-ups, and liaison between engineers, contractors and government entities on plant new builds, and plant and system upgrades and expansions. Consulted with ODNR engineers & architects, consultants & contractors to determine appropriate design criteria, provide background & operational plant data & to resolve problems during design & construction phases; assists with the development of Operation & Procedure Manuals & generic Sludge Management Plans; assists with the compilation of information for records & reports.

Budgets/Business Management – was responsible for the preparation and oversight of annual departmental budgets of each division within my assigned area in SE Ohio. Secured bids for capital improvement projects, provided approval and oversight of all expenditures through PO processing for daily operational expenses, emergency expenditures, etc.

OPERATIONS: Over 20+ years of operations, maintenance and supervisory experience in water and wastewater. Extensive experience as an operator, technical specialist, providing direction and technical assistance to facility managers & treatment plant operators with operation, compliance, maintenance and rehabilitation to include collection & distribution systems, associated equipment, source water supplies, laboratories & associated analytical testing & reporting.

CONSTRUCTION/CAPITAL PROJECTS: Over 15 years of experience with review of engineering design drawings and specifications for treatment plants, mechanical equipment installations and improvements; consultation with engineers, architects, consultants, and contractors to determine appropriate design criteria. Supervisor and manage all areas of capital projects from design consultation, to coordination of projects, inspections, to plant startups. Provide background and operational plant data to resolve problems during design and construction phases; assists with the development of Operation & Procedure Manuals.

SUPERVISION/BUDGETS: Supervision of employees including operators, supervisors, and managers, including performance evaluations, re-directions, training, discipline and work with HR in terminations. Generation and oversight of departmental budgets, including capital spending accounts and day-to-day operational expenses.
