How do you encapsulate 35 years of

technical expertise and leadership spanning

several lifetimes in computing technology?

You hit the high points.

A variety of work assignments for a range of

US Government clients encapsulates my 28

years with CSC, but my primary client was the

DoD. My software expertise on an older, but

important system, prolonged its use by over

20 years! My ingenuity in devising modern

solutions catapulted system utilization by a

new generation of users. Some of my

accomplishments included standing up and

maintaining a secure webserver on the

mainframe, checking user access and

authentication through a centralized

corporate certifying authority, and expanding

queries to use visual aids with maps and then

mapping data. These and numerous other

achievements expanded the user base

exponentially, resulting in more demand by a

growing user community.

As a civilian employee with DoD, my major role

was spearheading the effort moving to COTS

software and AWS because of increasing costs

and dwindling expertise in legacy software in

the tech community. I constantly interfaced

with users for their input to ensure the new

system met or exceeded the legacy system for

queries and file maintenance of support

databases, while developing the new system in

some of the web development skills reflected

on this resume.

I would be remiss if I did not mention the

superior customer service I provided to

worldwide users as a civilian employee and

consultant when manning our project help

desk; answering user questions and solving

technical issues quickly via phone, chat, and

email. This role resulted in increasing user

understanding of how to navigate and use the

many features available in the legacy system.

US Department of Defense - Software Engineer

11/2014 – 09/2021

• Led efforts to replace legacy $1M/year M204 system and stood up a new system with Commercial Off-The-Shelf (COTS) and open source software. Slashed operating costs by 80% migrating M204 data to Postgres in AWS.

• Led a team of programmers developing visually attractive, functional webpages using PHP, Angular.js, Node.js, Express, and ExtJS.

• Demonstrated querying Postgres databases with PostGIS compared favorably with accuracy and performance of old system for geospatial queries, speeding our migration to the new system. Implemented the comparison methods with ESRI JavasScript API and Leaflet.js.

• Met our organizations mandated 508 compliance requirements quickly, raising our webpage scores by adding tags in HTML provisioning for easier access by the visually impaired.

Computer Sciences Corporation (CSC) – Senior Computer Scientist 12/1986 – 10/2014

I worked on CSC contracts to the same DoD office from 1990-2014. My almost 25 year association as a consultant reflects the value they had for my initiative and numerous achievements.

• My efforts enacted the DoD mandate to access websites via PKI cert on a legacy system. Successfully negotiated with vendor and DoD, developing protocols that resolved technical issues and satisfied mainframe SSP requirement to audit mainframe access via RACF.

• Teamed with our system admin to be one of the first older projects to successfully send data to the organization’s cloud environment for access by other people and systems.

• Collaborated with software developers in other government agencies to code and document a REST API, opening access to our data to countless other users and software platforms.

• Became familiar with JavaScript mapping solutions (ESRI ArcGIS JavaScript API and open source Leaflet.js) adding a visual output format for users to display stored shapes, draw new shapes, and use the shapes in queries to find data within those shapes, subsequently displaying geolocation points. The visualization of geolocations became a valuable tool for analyst presentations to leadership, enabling their decision-making processes. SKILLS
