A competent professional with over 21 years’ experience (18 years GULF + 3 years India) with leading constructing firms in Qatar, UAE, Oman, and India., Having extensive Tendering and Estimation experience in Commercial & Residential building, Infrastructure works and Oil & Gas. Thoroughly study all Tender and Estimating documents, including Instruction to Tenderer's, Contract Conditions, BOQ, Specifications, and Tender Drawings.

Manages Correspondences with Client/ Consultant and raise “RFC’s/RFI’s” as applicable.

Conduct a review of Tender Appraisal, providing a brief description of the Scope of work, Key dates, project details, Commercial & Contract conditions, Insurance requirements, Competition list, etc.

Analyze and evaluate tender documents to identify risk factors, ensuring technical compliance with relevant standards. Communicate with all relevant departments for overall risk assessment and bid decision.

Interact and liaise with members of the organization, suppliers, and customers.

Delegate authority and responsibility to team with supervision, accountability, and set an example for team members of commitment, tender process activities, work ethics and habits and personal character.

Lead, manage, and direct the Lead Estimators/Senior Estimators and Managing QS team to secure winning bids and contracts for projects.

Provide guidance to Lead Estimators/Estimation Engineers and Managing QS in the preparation and distribution of Subcontractor's "RFQ" letters, keeping them updated with tender bulletins and addenda.

Maintain accurate records, utilize appropriate resources, and control expenses within agreed budgetary controls.

Review CCS (Candy) estimates of work based on take-offs and productivity information prepared by Lead Estimators/Senior Estimators.

Provide leadership in processes of construction cost estimates, valuation of engineering work, and budgets.

Adhere to all organizational policies and procedures.

Advise the Tender team on further procedures and assign specific teams for individual tenders.

Periodically review and update Subcontractor Vendors database/Enquiry Matrix. Identify potential subcontractors and suppliers for future projects.

Coordinate and plan multiple estimates simultaneously. Review and monitor estimates of varying sizes and complexity to ensure appropriate workloads and performance levels are maintained. Regularly report on the overall progress of estimates against required delivery schedules.

Monitor and control Quantification Activities through a Managing QS, with Civil & MEP QS's following POM(I) & CESMM standards.

Finalize estimation of all direct and indirect costs, and consolidate tender documents for management review and approval.

Review and finalize project cost estimates prepared by Lead Estimators/Estimation Engineers, considering the required materials as per the bill of quantities (BOQ), work volume, and material/equipment/manpower requirements according to client specifications/requirements during the tendering phase.

Arrange Bid Review Meetings with the Chief Tendering & Estimation Officer/Group CEO and the tender team on a periodic basis, providing updates and seeking approval.

Ensure the submission of financial and contract documentation.

Provide all necessary project clarifications/information to the Project Manager upon project award, aligning with the project budget. Advise the Project Director on contractual rights and remedies considered during tendering.

Parallel Coordination Team:

Coordination with design Manager related to the Design scope.

Thoroughly study all specifications, drawings, and bill requirements to define all architectural requirements for the Project.

Assists in the interpretation of architectural design standards established by local authorities.

Review and evaluates contract technical specification for architectural elements of capital improvement projects.
